A customer support chatbot is software that talks with customers through text or voice to answer questions, provide information, guide them through support tasks, or route their issue to the right place. Some chatbots follow fixed rules and menus. Others use AI to interpret more varied wording. The word “chatbot” alone does not tell you which kind you are dealing with.
What a customer support chatbot is
Three features define the category. It has a conversational interface, meaning customers communicate with it by typing or speaking. It exists to help with a customer’s inquiry or support task. And, in more capable setups, it can connect to business information or applications so it can retrieve answers or help the customer complete a task. A clear route to a human completes the picture, because a chatbot will not resolve every request.

IBM Think’s guide to AI customer service chatbots, written by Amanda Downie and Molly Hayes and published 7 November 2025, gives a precise definition of the AI version: “A customer service chatbot refers to an automated software application that uses artificial intelligence (AI) to simulate human conversation and assist customers with their inquiries.” (IBM Think, A Guide to AI Customer Service Chatbots)

That sentence describes AI-powered chatbots specifically. The broader phrase “customer support chatbot” also covers rule-based bots, which is why IBM’s general chatbot overview treats AI as optional rather than inherent to the word. Chatbot, conversational AI and AI agent: how the terms differ
Vendors and articles often use these three terms interchangeably. They are not the same thing.
| Term | What it refers to | Relationship to a support chatbot |
|---|---|---|
| Chatbot | A software application that communicates with people through text or voice. It may be rule-based or AI-powered. | This is the customer-facing tool itself. |
| Conversational AI | A broader category of technologies that let systems understand and respond to human language. | A chatbot is one application of conversational AI, not a synonym for the whole category. |
| AI agent | A system that may plan and carry out more active or multi-step tasks using tools. | Vendors use the label inconsistently, and product boundaries overlap. Judge a product by what it actually does. |
Rule-based versus AI-powered support chatbots
A rule-based chatbot follows predefined paths, such as menus, keywords, or scripted decision trees. An AI-powered chatbot uses AI to interpret requests that customers phrase in many different ways. The differences matter most when you evaluate what a bot can handle.
Rank #2
- Digital Stereo Sound: Fine-tuned drivers provide enhanced digital audio for music, calls, meetings and more
- Rotating Noise Canceling Mic: Minimizes unwanted background noise for clear conversations; the rotating boom arm can be tucked out of the way when you’re not using it
- Handy In-line Controls: Simple in-line controls on the headset cable let you adjust the volume or mute calls without disruption
- Plug-and-Play USB Computer Headset: Simply plug the USB-A connector into your computer and you’re ready to talk or listen without the need to install software
- Padded Comfort: Comfortable headphones with adjustable headband features swivel-mounted, leatherette ear cushions for hours of comfort and is easy to clean
| Comparison point | Rule-based chatbot | AI-powered chatbot |
|---|---|---|
| Predictability of requests | Works best when requests match the paths its designers anticipated. | Designed to handle requests that arrive in varied wording. |
| Free-form language and context | Limited to what was scripted. | Interprets free-form language and conversational context. |
| Access to company data or tools | Depends on how it was configured. | Can retrieve information or take actions only through the integrations and permissions it has been given. |
| Actions it can perform | Limited to actions built into its flows. | Limited to defined actions its integrations allow; this is not automatic. |
| Handoff to a person | Commonly triggered by a menu choice or a failed match. | Triggered by planned escalation rules or when the bot cannot resolve the request. |
These are general patterns, not guarantees. A specific product’s behavior depends on its configuration, data access, and vendor design.
What customers use a support chatbot for
Common uses include:
- Answering frequently asked questions
- Explaining products, prices, or policies
- Offering troubleshooting guidance step by step
- Checking order status
- Handling return or account requests
- Routing a request to the team that can handle it
Which of these a given chatbot can complete end to end depends on its configuration, access, and integrations.

What a chatbot can and cannot do
The most common misunderstanding is that a chatbot can do anything a human agent can do. Its real scope is set by the systems it is connected to and the permissions it holds. A bot that can read order records may still be unable to issue refunds. Before relying on one, confirm:
- Which business systems it connects to, such as order management, billing, or the knowledge base
- Whether it can only read information or also change records
- Which actions require a customer’s verification before they run
- What it does when an integration fails or returns no answer
The human handoff
A chatbot should make it easy to reach a person. There are two kinds of escalation. A planned handoff happens when a request requires a human agent or involves a sensitive subject. A fallback handoff happens when the customer cannot get help from the assistant. Good handoff design usually includes:

- Recognizing when the bot has not resolved the request, rather than repeating the same answer
- Offering a transfer to a live agent in plain language
- Passing along the conversation history and useful context
- Letting the agent continue the conversation without asking the customer to repeat everything

What this definition does and does not establish
This article defines the term and explains how its variants differ. It does not rely on adoption statistics.
