The U.S. Food and Drug Administration puts it this way: “Mobile apps are software programs that run on smartphones and other mobile communication devices.”
App, phone and app store: three different things
- The app is software. It can use phone capabilities such as the camera, location services or a network connection, but it is not the device. The FDA notes that some apps can also work as accessories to mobile devices or operate in combination with accessories.
- The phone is hardware. It is the host device the app runs on.
- The app store is a marketplace. The UK government’s glossary defines it as a digital marketplace where users can browse and obtain apps. It distributes apps and is not an app itself.
The same UK glossary describes an app more broadly as a non-integral software package that runs on a user’s device to add custom functionality or obtain specific content. “Non-integral” means it is an add-on, not part of the device’s core system.

What “app” means in everyday use
An app is a program, but the word usually implies something installed or opened on a phone or tablet to do one job. A mapping app gives directions. A messaging app sends messages. Others cover information, tools or entertainment, so “app” names a kind of software and not one kind of service. Describe a specific app by what it does.
Native, web-based and hybrid apps
TechTarget’s definition of a mobile app (February 13, 2023) is a secondary terminology source, not a regulator’s formal definition. It separates apps by how they are built and delivered:

These labels describe implementation, not the basic definition.
Does an app work on every phone?
Not necessarily. The FTC’s developer security guidance notes that mobile operating systems differ in their APIs, security features and permission handling. An app also does not always need a constant internet connection, and it is not always obtained from a single store. Check an app’s current listing for its stated platform compatibility.

Listings should also be honest. The FTC’s marketing guidance says: “Whether it’s what you say on a website, in an app store, or within the app itself, you have to tell the truth.”
