There is no universal winner among Cloudflare, AWS Shield, and Akamai Prolexic. The right choice follows the boundary you need to defend: Cloudflare is an edge service for onboarded web, application, network, and (with the appropriate products) IP traffic; AWS Shield is optimized for resources running on AWS; Akamai Prolexic is a scrubbing service that can protect cloud, on-premises, or hybrid networks. Compare how traffic enters mitigation, which assets and layers are covered, who operates response, and what the contract actually includes before comparing capacity or price.
The vendors’ published descriptions are not an independent, like-for-like performance test. Capacity figures, response commitments, pricing, and service-level terms must be validated for your geography, traffic profile, architecture, and selected plan.

Choose by where your traffic enters
A DDoS service can sit in front of a web application, inside a cloud provider’s resource boundary, or upstream of an entire routed network. Those positions determine what an attacker can reach, what telemetry the provider sees, and how quickly clean traffic can return to your infrastructure.

Cloudflare: an edge onboarding model
Cloudflare documents automatic detection and mitigation at layers 3, 4, and 7 for supported onboarded services. Its documentation states that DDoS protection is available across plans, but the service footprint and advanced controls are not identical on every plan. Managed rulesets are enabled by default on supported zones, Spectrum IP applications, and Magic Transit prefixes; verify that the product you need is available for your account and traffic type in the setup documentation.
AWS Shield: an AWS-resource model
Shield Standard protects AWS customers automatically against common network and transport-layer events. Shield Advanced is for AWS resources that need additional mitigation, attack visibility, application-layer controls, response assistance, and DDoS-related cost protection under its subscription and service conditions. The relevant question is not whether your company uses the cloud generally, but whether the assets under attack are eligible AWS resources and are onboarded as AWS documents.
Akamai Prolexic: a routed scrubbing model
Prolexic can protect cloud, on-premises, and hybrid deployments. Akamai describes inbound traffic being routed to its scrubbing infrastructure for inspection and mitigation, with an always-on or on-demand operating mode. This can cover a broader address space than a single application proxy, but it introduces routing, provider-connectivity, and change-management work.

Do not infer that a provider’s headline layer count means every plan covers every protocol. Confirm the protected asset list, address ranges, protocols, ports, and application dependencies in writing.

Cloudflare: broad baseline, careful tuning
Cloudflare’s overview says, “Cloudflare provides unmetered and unlimited distributed denial-of-service (DDoS) protection at layers 3, 4, and 7 to all customers on all plans and services.” That statement applies to supported onboarded services; it does not make every advanced network feature available on every plan. The attack-coverage documentation identifies advanced TCP, DNS, and programmable-flow protections for Magic Transit customers.
Onboarding and origin protection
- Identify the zones, Spectrum IP applications, or Magic Transit prefixes that must be protected.
- Onboard those services and confirm that the intended DNS, IP, and routing paths actually traverse Cloudflare.
- Review managed ruleset events and logged traffic before changing actions on sensitive or legacy applications.
- Restrict direct public access to the origin. Cloudflare’s proactive-defense guidance warns that an exposed origin can be bypassed even when the edge is protected.
False positives and tuning
Legitimate traffic can be flagged, especially when an application has unusual traffic patterns or legacy behavior. Enterprise setup guidance recommends observing logged traffic and tuning rules before returning them to default mitigation actions. Keep an emergency rollback path, document expected client networks and protocols, and test changes during a controlled window.
AWS Shield: Standard versus Advanced
Shield Standard
AWS states: “All AWS customers benefit from the automatic protection of Shield Standard, at no additional charge.” Standard is aimed at common network and transport-layer infrastructure events. It is a baseline for AWS-hosted workloads, not a replacement for application-aware controls, capacity planning, or a response runbook.
Shield Advanced
AWS describes Advanced as adding protection against more sophisticated attacks, attack visibility, AWS WAF integration, access to the 24/7 Shield Response Team, and DDoS cost protection, subject to subscription and service conditions. Select the AWS resources to protect, associate the required controls, and make sure operations staff know how to engage the response team.

Application-layer protection and WAF billing
AWS application-layer protection requires AWS WAF on the protected resource. Shield Advanced can automatically create and manage application-layer DDoS mitigation rules during an attack. The subscription covers specified standard AWS WAF charges for protected resources, but it does not make every WAF cost free: AWS documents exclusions, limits, and request-volume conditions.
One documented threshold is 50 billion requests per calendar month for some Shield Advanced protected AWS WAF resources before additional billing applies. Treat that as a term with defined scope, not a universal allowance for every WAF feature or account. Read the current application-layer documentation and your order terms together.
AWS implementation checklist
- List each AWS resource, region, public endpoint, and associated AWS WAF web ACL.
- Confirm which resources are eligible for Shield Advanced and which costs are covered.
- Define automatic rule-management permissions and a process for reviewing generated rules.
- Record the escalation path to the Shield Response Team and the evidence responders will need.
- Model normal request volume so the documented WAF request conditions can be monitored.
Akamai Prolexic: routed, hybrid protection
Akamai presents Prolexic as an always-on or on-demand service for cloud, on-premises, and hybrid environments. Its current product page (retrieved October 13, 2026) claims 20+ Tbps of dedicated defense capacity and 225+ frontline responders providing 24/7/365 global SOCC service. These are Akamai’s published service-description figures, not independent comparative measurements.
Routing choices
For a routed GRE design, Akamai describes prerequisites that include an advertisable address block, BGP advertisement, and GRE-capable network hardware. Traffic is redirected to Prolexic, scrubbed, and returned through the configured tunnel or routing path. This model can fit an organization that must protect its own data center, multiple providers, or a hybrid estate, but routing changes and failback need to be rehearsed.

Akamai also identifies IP Protect for some smaller, fragmented, or cloud-hosted address spaces. Ask which option fits your prefixes, cloud provider, and upstream connectivity rather than assuming a single GRE architecture.
Deployment questions to resolve
- Which prefixes can your organization advertise, and through which BGP speakers?
- Can edge routers and firewalls terminate the required GRE tunnels?
- Will always-on routing or on-demand diversion meet your recovery-time objectives?
- How are asymmetric paths, return traffic, DNS changes, and failback handled?
- What validation, monitoring, and SLA conditions apply to your specific geography and service tier?
Use the Prolexic product documentation as a starting point, then have network engineering and procurement validate the design.

For every option, define who can change mitigation actions, who declares an incident, how customer support is reached, and how a suspected false positive is reversed. A technically strong service can still fail operationally if the origin remains reachable, routing ownership is unclear, or responders cannot access logs and credentials.
Price, variable charges, and SLA: why a league table is misleading
The available documentation does not establish current, equivalent contract prices for the same geography, attack profile, protected assets, and service level. Cloudflare packaging varies by service and plan. AWS Shield Advanced has subscription and usage terms, including conditions around AWS WAF charges and DDoS cost protection. Akamai pricing depends on prefixes, routing design, traffic profile, deployment mode, geography, and contract.
Request a written quote for identical scenarios and compare these line items:
- Recurring subscription or managed-service fee.
- Traffic, request, bandwidth, WAF, tunnel, or overage charges.
- Implementation, routing, DNS, certificate, and professional-services work.
- Log retention, analytics, support tier, and incident-response coverage.
- Minimum terms, renewal rules, cancellation rights, and excluded attack types.
- Availability, mitigation-time, notification, credit, and maintenance language in the actual SLA.
Do not treat a marketing capacity number as an SLA, and do not treat “unmetered” or “included” as proof that every associated service is free.
A practical selection framework
Choose Cloudflare when
- Your main need is protecting internet-facing web applications or other services that can be onboarded to an edge platform.
- You want automatic L3/L4/L7 mitigation with rule visibility and tuning.
- You can ensure that users cannot bypass the edge and reach the origin directly.
- Your network needs advanced TCP, DNS, or programmable-flow controls available through the appropriate Magic Transit service.
Choose AWS Shield when
- The assets under protection are primarily AWS resources.
- Shield Standard’s automatic baseline is sufficient, or you need Advanced’s visibility, WAF integration, response team, and cost-protection features.
- Your team already operates AWS WAF and can govern automatically generated application-layer rules.
- You are prepared to track subscription scope, request-volume conditions, and non-covered WAF charges.
Choose Akamai Prolexic when
- You need one mitigation service spanning on-premises, cloud, and hybrid address space.
- Your network team can support BGP, GRE, provider coordination, and tested failback.
- You prefer always-on or on-demand routed scrubbing rather than only an application proxy.
- Your procurement process can evaluate a tailored architecture and SLA instead of a standard public price.
When a layered design makes sense
Some organizations combine an application-edge service with cloud-native controls or upstream network scrubbing. If you do, document which provider owns DNS, which one receives diverted prefixes, how WAF rules interact, and which team has authority to change traffic paths. Layering without clear ownership can create conflicting mitigations and slower incident response.

- Which exact IPs, prefixes, hostnames, protocols, and ports are protected?
- Is traffic always proxied or routed through the service, or only diverted during an attack?
- Which L3, L4, and L7 attack classes are included in the quoted plan?
- What happens to traffic that the provider classifies as suspicious but legitimate?
- How is the origin prevented from direct exposure or bypass?
- What logs, metrics, and packet or request evidence are available during and after an event?
- Who can change mitigation rules or routing, and how is emergency access authenticated?
- What are the recurring, usage-based, implementation, and overage charges?
- What do “response,” “mitigation time,” availability, credits, and exclusions mean in the signed SLA?
- Which assumptions in the design depend on your cloud region, ISP, BGP policy, or hardware?
Bottom line
Start with architecture, not a capacity leaderboard. Cloudflare is often the most straightforward fit for supported services already placed behind its edge; AWS Shield is the natural AWS-resource control, with Advanced required for its expanded response and application-layer capabilities; Akamai Prolexic is the broader routed option when cloud, on-premises, or hybrid address space must be scrubbed. Obtain equivalent quotes, test the traffic path and failback, and judge the final decision against the exact SLA and billing terms.
