Cloudflare reported mitigating 27.8 million DDoS attacks during the first half of 2025, already above the 21.3 million attacks it reported for all of 2024. Its later full-year report counted 47.1 million attacks in 2025, putting the midyear milestone in its proper context. These figures describe activity observed and mitigated across Cloudflare’s network, not every DDoS attack worldwide.
When did 2025 pass the full-year 2024 figure?
Cloudflare’s Q1 report recorded 20.5 million DDoS attacks in the first quarter of 2025—96% of its entire 2024 total. Its Q2 report raised the cumulative first-half count to 27.8 million, or 130% of 2024’s 21.3 million. The Q3 report put the nine-month total at 36.2 million, equivalent to 170% of the 2024 figure.

Why the annual comparison needs context
Q1 was dominated by an exceptional campaign
Cloudflare attributed 13.5 million of the 20.5 million Q1 attacks to an 18-day, multi-vector campaign targeting its network and infrastructure providers protected by Cloudflare. That concentration means the quarterly pattern was not a smooth, month-by-month climb.

Activity fell in Q2, then rose again in Q3
Cloudflare recorded 7.3 million attacks in Q2 and added 8.3 million in Q3. Even with the Q2 decline from Q1’s unusual level, the cumulative total had already exceeded all of 2024 by June.
The full-year increase was mainly network-layer attacks
Cloudflare says it mitigated 34.4 million network-layer DDoS attacks in 2025, compared with 11.4 million in 2024. Network-layer and HTTP DDoS attacks are tracked separately in its reports, so those categories should not be treated as interchangeable.

What Cloudflare is counting
Cloudflare says its systems identify attacks through unique, real-time fingerprints. One attack or campaign can produce multiple fingerprints, especially when different mitigation strategies are used. Consequently, 47.1 million is a count of Cloudflare-reported detections or mitigations, not a guaranteed count of 47.1 million independent attacker campaigns. Cloudflare explains its reporting approach in its DDoS report documentation.
The reports represent Cloudflare’s own network observations. They are not an independently audited census of global DDoS activity, and they cannot establish how many attacks bypassed Cloudflare or occurred on networks it does not protect.

How large was the 2025 workload?
Cloudflare says its 2025 systems mitigated an average of 5,376 DDoS attacks per hour. That rate describes the volume of mitigations handled by its network; it does not mean every event had the same duration, traffic volume, or impact.
The Q4 report also discusses the Aisuru-Kimwolf botnet and a 31.4 Tbps attack. Those are examples of attack infrastructure and peak size, respectively—not additional items to add to the 47.1 million annual attack count. Attack frequency must be kept separate from attack size, which can be measured in terabits per second, packets per second, or requests per second.

What the headline does—and does not—prove
- It does prove a Cloudflare milestone: its first-half 2025 detections exceeded its full-year 2024 total.
- It shows a much larger annual total: Cloudflare’s current full-year figure is 47.1 million for 2025.
- It does not measure the whole internet: the data comes from Cloudflare’s protected and observed network.
- It does not equal the number of campaigns: fingerprinting can assign several fingerprints to one attack or campaign.
- It does not mean attacks grew evenly each quarter: the Q1 campaign heavily influenced the year’s early numbers.
Why the distinction matters for organizations
Organizations should treat the figures as evidence of sustained pressure on internet-facing services, while avoiding a simplistic prediction that every quarter will match Q1. Defenses need to account for both high-frequency events and occasional extreme-scale attacks. The relevant baseline for an individual customer is its own mitigation telemetry—such as attack counts, vectors, duration, and peak traffic—not Cloudflare’s aggregate network total alone. Cloudflare notes that customer reports can provide attack counts and other mitigation details for eligible services, including certain Magic Transit and Spectrum BYOIP customers; availability depends on the product and account.
The current bottom line
Cloudflare had already reported more DDoS attacks in the first six months of 2025 than in all of 2024. Its finalized 2025 report raised the total to 47.1 million, with network-layer attacks accounting for most of the reported growth. Read the number as a Cloudflare-network detection and mitigation statistic, with the fingerprinting caveat, rather than as a worldwide count of unique attacks.
