DDoS Attacks Can Knock Services Offline Before Links Reach Capacity

Yes. A service can become unreachable while its internet circuit still shows substantial spare bandwidth. Distributed denial-of-service (DDoS) traffic may exhaust application workers, connection tables, firewall processing, packet-per-second capacity or another constrained resource long before the link’s bit-per-second limit is reached. The effective defense is to filter traffic before the resource under attack—not simply to buy a larger circuit.

Why a link can be “under capacity” while the service is down

Bandwidth measures how many bits an access circuit can carry. Availability depends on several other limits: how many connections a device can track, how quickly it can inspect packets, how many requests an application can process, and how much CPU, memory or database capacity remains for legitimate users. A DDoS campaign targets whichever of those limits is easiest to exhaust.

Application-layer exhaustion uses few bits

An HTTP flood can repeatedly invoke an expensive search, login, report or checkout operation. If each request consumes significant application or database work, a relatively small request rate can occupy all workers or drive CPU and memory to saturation. AWS describes attacks that achieve this with “very low request volumes that generate only a small volume of network traffic.” Cache-busting requests and WordPress XML-RPC floods are examples of Layer 7 attacks that can leave an application slow or unavailable without filling the access link.

Network devices have limits other than throughput

Protocol and network attacks can fill a firewall’s state table, consume router or firewall CPU, or exceed packet-per-second handling even when the aggregate bit rate looks moderate. A flood of small packets can therefore be more damaging than a smaller number of large packets. Once a device cannot establish or inspect new flows, legitimate traffic fails despite unused capacity on the physical circuit.

Why upstream placement matters

Filtering must happen before the narrowest or most expensive resource. If unwanted traffic reaches a customer circuit, that circuit and its downstream equipment must still receive and process it. During a large flood, RFC 9244 warns that “DOTS client pipes can be totally saturated.” Its recommended pattern is for a customer’s DDoS Open Threat Signaling (DOTS) client to ask an upstream DOTS server or mitigation provider to handle the attack, allowing the customer pipe to return to a reasonable load. RFC 8811 similarly describes an enterprise signaling an upstream mitigation service and notes that link congestion can interfere with the signal itself.

Observed bottleneck Best filtering location Typical controls
Access-circuit bandwidth during a volumetric flood Upstream of the circuit Provider or cloud scrubbing; routed diversion; blackhole or FlowSpec action where appropriate
Packet-per-second, connection-state or firewall processing Network edge, before the exhausted device Source validation, uRPF, connection limits, response-rate limiting and edge filtering
Expensive HTTP or API operations WAF, load balancer or application tier Request-rate limits, validation, caching, challenge or block rules and protected queues

Layered defenses that address different failure modes

1. Upstream scrubbing for volumetric attacks

An always-on or on-demand scrubbing provider receives traffic before it reaches the organization, removes packets matching attack signatures or policy, and forwards the permitted traffic over a protected path. This is the control that can preserve service when the customer’s last-mile circuit would otherwise be saturated. Confirm how traffic is diverted, which protocols are supported, how quickly mitigation starts, and how clean traffic is returned. “On-demand” activation can leave a detection and change window; always-on service generally avoids that transition but changes routing and operational ownership.

2. Network controls for spoofing and state exhaustion

NIST mitigation guidance includes source-address validation, unicast reverse-path filtering (uRPF), remotely triggered black hole (RTBH) filtering, FlowSpec and response-rate limiting. Source validation and uRPF help reject traffic whose source addresses are not plausible. RTBH can discard traffic to a targeted destination when keeping the destination online is less important than protecting the rest of the network; it is deliberately disruptive to that destination. FlowSpec can distribute more specific filtering rules, but rules must be scoped carefully so they do not block legitimate traffic. Response-rate limiting reduces amplification and abusive replies.

3. Edge and load-balancer protection

Putting a capable edge service in front of application servers lets you block high-request-rate or high-packet-rate traffic before it consumes server resources. Google documents Cloud Armor integrated with Cloud Load Balancing as an example of this arrangement. The design goal is not a particular vendor feature; it is to enforce limits at the load-balancing boundary, where traffic can be distributed, rejected or cached before it reaches application workers.

4. Application controls for low-volume Layer 7 attacks

  • Set per-client and per-endpoint rate limits, with stricter limits on login, search, report-generation and other expensive operations.
  • Validate methods, headers, payload sizes and authentication state before invoking costly code.
  • Cache safe, repeatable responses and ensure cache-busting parameters cannot force unlimited origin work.
  • Use WAF rules and behavioral detection to distinguish abusive request patterns from normal bursts, while allowing known legitimate clients and monitoring false positives.
  • Queue or shed noncritical work so core transactions retain capacity during an attack.

5. Operations and visibility

CISA recommends correlating CPU and memory utilization with network logs and application availability. A useful incident view therefore combines circuit utilization, packets per second, concurrent connections, firewall state-table usage, load-balancer metrics, request rates, latency, error codes and backend CPU, memory and database load. Coordinate with transit, hosting and mitigation providers early; a provider may be able to block traffic upstream while the local team preserves evidence and tunes application rules.

Should you buy more bandwidth or DDoS protection?

Increase circuit capacity when measurements show that legitimate and attack traffic are primarily constrained by bits per second and upstream filtering is already available. Capacity alone does not fix a saturated connection table, packet-processing ceiling or expensive application function. Use the following decision axes when evaluating an architecture or service:

Decision axis Question to answer Why it matters
Attack layer Is the threat volumetric, protocol-based, connection-focused or HTTP/API-specific? A control effective at one layer may miss another.
Protected resource Which limit fails first: circuit, packets per second, state table, CPU, memory, workers or database? The first exhausted resource determines where filtering belongs.
Filtering location Can traffic be rejected upstream, at the edge and inside the application? Earlier rejection preserves downstream capacity.
Activation model Is mitigation always on or activated after detection? On-demand designs require detection, signaling and routing time.
Time to mitigation How quickly can rules or diversion be applied, including during link congestion? A technically strong control is ineffective if it arrives after outage.
Collateral impact What legitimate traffic could a broad block, challenge or rate limit affect? Availability decisions must account for customers, APIs and partners.
Protocols covered Does the service protect the organization’s actual TCP, UDP, TLS, DNS or application protocols? Coverage varies by deployment and service.
Operational ownership Who monitors, approves changes, communicates with providers and restores normal routing? Clear responsibility reduces response delays.

What to do when an attack is already affecting service

  1. Confirm the symptom across several vantage points and record when latency, errors or connection failures began.
  2. Compare bits per second with packets per second, new and concurrent connections, firewall state usage, CPU, memory and application request rates.
  3. Identify the first exhausted resource rather than assuming the circuit is the cause.
  4. For a volumetric event, contact the upstream provider or mitigation service and request diversion or scrubbing before the access link.
  5. For protocol abuse, apply narrowly scoped source validation, uRPF, FlowSpec, response-rate limits or other edge controls, checking their effect on legitimate traffic.
  6. For HTTP or API abuse, rate-limit the targeted endpoints, block validated malicious patterns, enable caching where safe and protect expensive operations.
  7. Keep service-provider and incident-response channels open, preserve logs, and remove emergency rules gradually after traffic and resource metrics return to normal.

Limits and planning cautions

No single control covers every DDoS pattern. A scrubbing service may protect the circuit but still require application rate limits; a WAF cannot help if the link is already saturated; and a larger circuit can postpone, rather than remove, an application or state-table failure. Vendor features, limits, pricing and partner availability change, so verify current terms and supported protocols before committing. The durable principles are to measure the actual bottleneck, place filtering upstream of it, and combine provider, network, edge and application controls.
