The Delhi Development Authority (DDA) has invited bids for CCTV surveillance and LED floodlights at Aastha Kunj Park after a reported sexual assault there on 21 September 2026. The notices specify estimated project values and completion periods after an award; they do not establish that a contractor has been selected or that installation has started.
What DDA has tendered for Aastha Kunj
Hindustan Times reported that DDA issued separate tenders for cameras and lighting. The outlet gave the projects’ estimated values and expected completion periods as follows:

These are tender estimates and reported timelines, not evidence of spending or completed work. The 15-day CCTV period is explicitly reported as running from the award. The available coverage does not clarify the starting point for the floodlight period. DDA’s official tender archive lists CCTV notice NIT No. 35/EE/ELD-13/DDA/2026-27 (SPLZ), dated 1 October 2026, and lighting notice NIT No. 34/EE/ELD-13/DDA/2026-27, dated 30 September 2026. The DDA tender archive confirms the notices; the reviewed material does not identify an awarded vendor or a completion notice. The estimates and timelines were reported by Hindustan Times.
What the notices do not tell us
The reviewed tender information does not state the number of cameras, their planned coverage, image resolution, footage-retention period, floodlight specifications, or technical standards. Without those details, the project values cannot be used to judge how comprehensive the system will be or to compare it with equipment intended for consumer use.

The incident that prompted the response
Hindustan Times reported that three men allegedly posing as policemen approached a 17-year-old girl and her male friend at Aastha Kunj, separated them, and allegedly sexually assaulted the girl. The report said the three accused were arrested within hours and that one sustained a gunshot injury during the arrest. These are reported allegations and arrest details; an arrest is not a finding of guilt. Hindustan Times’ account describes the incident and the tenders.
How Aastha Kunj fits into DDA’s wider park-safety picture
The Aastha Kunj projects come against a backdrop of security gaps identified in DDA’s 2026 park audit, as reported by Hindustan Times. Across 736 parks, the audit found CCTV coverage in 16 and identified 323 additional parks for camera installation. It classified 190 parks as high-risk, 258 as medium-risk and 288 as low-risk. Those figures describe the audit’s wider findings, not the number of cameras planned for Aastha Kunj.

The audit also found that 520 parks required additional lighting, with work at 231 prioritized. It flagged entrance problems at 163 parks and boundary or grille repairs or missing grilles at 399 parks. The figures show that cameras and lights are only part of the reported safety issues: access points and physical boundaries were also identified as needing attention.
A DDA official, quoted but not named by Hindustan Times, said: “Security deployment emerged as a key concern at these parks, particularly as several DDA parks cover large areas and are not surrounded by residential settlements,” Hindustan Times’ audit report also reported the camera, lighting, entrance and boundary findings.

Patrolling: recommendations versus reported activity
The audit report said DDA recommended night patrolling at 245 major parks and armed guards at 134 parks. These are recommendations, not proof that guards or patrols have been deployed at every park on those lists.
Separately, NDTV reported DDA saying bike patrolling had started in all 190 parks classified as high-risk. That is a reported implementation claim about bike patrols, distinct from the audit’s recommendations for night patrols and armed guards. NDTV’s report covers the statement about bike patrolling.

What to watch for next
The tender notices establish that DDA has invited bids. To establish whether the plans have moved beyond procurement, readers would need a later award or contract-status notice and, ultimately, a completion or commissioning update. Until then, the notices should not be described as installed cameras or working floodlights.
