DCD News: What Happened in Data Centers in September 2026

September 2026 exposed the data-center industry’s central tension: demand for AI and cloud capacity is accelerating faster than power networks, water supplies, cooling systems and local regulators can comfortably accommodate. Major investment announcements continued, but new generation projects, permitting pauses and grid audits showed that electricity availability and community impacts now shape where capacity can be built.

AI and hyperscale expansion stayed on an aggressive schedule

Cloud and social-platform operators continued announcing capacity measured in billions of dollars and gigawatts. Microsoft outlined a plan to invest $10 billion by 2030 across the United Arab Emirates, Saudi Arabia, Qatar and Kuwait. The figure is a multi-year regional investment plan, not a single facility cost, and its timing extends through 2030.

Alibaba stated a target of 20GW of cloud capacity by 2032. That is a long-range capacity objective rather than power already commissioned, so delivery will depend on sites, transmission, generation and regulatory approvals over the next six years. Meta also continued expanding its data-center campus footprint, adding to the industry’s requirement for large, reliable power supplies.

What these announcements mean for deployment

  • Capacity targets describe intended scale, not live capacity available to customers today.
  • Projects announced for the Gulf and other fast-growing regions must secure land, fiber, water and generation in addition to servers and buildings.
  • Long delivery horizons make power procurement and permitting strategic decisions rather than final-stage engineering details.

Power procurement moved from supporting role to deployment constraint

September’s deals showed operators using several approaches to secure electricity while grid capacity remains tight.

  • PCI & HIPPA and EIA/ECA-310-E compliant

Renewable contracts for operating load

Meta signed a 144MW solar power-purchase agreement in Texas in 2026. A PPA provides a contractual claim to electricity from a specified project; it does not mean a data center is physically powered by solar every hour. Operators still need transmission access, balancing and dependable supply when solar output falls.

Nuclear restart backed by federal financing

NextEra secured a $1.9 billion US Department of Energy loan in 2026 connected to restarting the Duane Arnold nuclear plant. The financing illustrates how existing firm-generation assets are being reconsidered as AI loads increase. A restart project must still complete technical, regulatory and grid requirements before the plant can deliver power.

Onsite generation and storage in Malaysia

DayOne and TNB planned up to 1.5GW of onsite generation and battery storage for a data-center project in Selangor, Malaysia, in September 2026. “Up to” marks the maximum announced plan, not guaranteed installed output. Generating at or near the campus can reduce dependence on constrained transmission, while batteries can shift load and help manage short-term variability; fuel supply, emissions rules and operating costs remain important trade-offs.

Other strategic infrastructure investment

Google pledged €13 billion in Finnish digital infrastructure over two years in 2026. The pledge covers digital infrastructure broadly, so it should not be read as the cost of one data-center building or as an immediate increase in commissioned computing capacity.

Regulators responded to power, water and land pressure

Governments and grid authorities showed that rapid construction is no longer being treated as an automatic public benefit.

Thailand paused 49 data centers

Thailand paused construction on 49 data centers in September 2026 while new rules were planned. The pause signals that projects can face a coordinated review before revised requirements for electricity, water, environmental impact or land use are finalized. Developers should expect schedules to remain uncertain until the rules and approval process are clear.

Oregon halted state-land sales for projects

Oregon paused sales of state-owned land for data-center developments. Because the measure concerns state property, it does not automatically stop privately owned projects, but it limits one route to obtaining sites while officials assess broader impacts.

Texas grid audit due by December

ERCOT was due to complete an audit of Texas data centers by December 2026. The review places large, rapidly growing loads under closer examination and could influence interconnection assumptions, demand forecasts or reliability requirements. Until its findings are issued, the eventual effect on individual projects is not established.

Cooling efficiency research targeted electricity and heat limits

Cooling remained a major engineering focus because AI accelerators produce far more heat per rack than many traditional workloads. September analysis highlighted several approaches at different maturity levels.

Electricity-free solid-state prototypes

Researchers presented solid-state cooling prototypes designed to move heat without conventional electricity-consuming compressor systems. These are prototypes, not a proven replacement for data-center chillers. Integration, heat-rejection capacity, reliability and cost will determine whether they can scale beyond laboratory or demonstration use.

Diamond cooling

Diamond-based thermal materials were highlighted for their exceptional heat-spreading potential. Their value is greatest close to high-power chips, where reducing thermal resistance can improve component cooling. Material cost, manufacturing scale and attachment methods remain practical constraints.

Efficiency labels and thermal-design-power debates

European efficiency labeling efforts aim to give buyers clearer information about equipment performance. At the same time, engineers debated assumptions behind thermal design power (TDP), the rating used to plan cooling and power systems. A TDP figure is a design reference, not necessarily the maximum real-world heat from every workload; operators should use measured workload behavior, rack density and safety margins when sizing infrastructure.

Connectivity projects remained essential to regional capacity

Power is only one dependency. DCD reported four subsea-cable faults affecting Vietnam, underscoring how a single connectivity disruption can reduce resilience for cloud services and data-center customers. New telecom and fiber projects continued across the region, while infrastructure planners increasingly considered data centers together with generation and storage rather than as isolated buildings.

For operators, diverse submarine routes, terrestrial fiber paths and tested failover capacity are as important as headline megawatts. A site with abundant electricity but a fragile network path cannot provide dependable service during a cable outage.

What September’s developments mean for data-center planning

  1. Secure power before final site commitment. Renewable contracts, nuclear restarts and onsite generation each have different construction and approval timelines.
  2. Model regulatory delay as a core schedule risk. Thailand’s pause, Oregon’s land-sale halt and the Texas audit show that approvals can change after demand is announced.
  3. Design for measured AI heat loads. Use workload data and rack-level thermal requirements instead of treating a TDP label as a universal maximum.
  4. Plan network redundancy with the same rigor as electrical redundancy. Multiple cable and fiber routes reduce exposure to regional faults.
  5. Separate targets from delivered capacity. Microsoft’s $10 billion plan, Alibaba’s 20GW target and Google’s €13 billion pledge describe future investment or capacity ambitions, not all power and space available today.

DCD also promoted DCD Magazine #62, “The coming wave,” dated 14 September 2026, as a deeper examination for professional readers. The month’s evidence points to a changed development equation: AI demand is still pulling projects forward, but electricity, cooling, connectivity and public consent increasingly determine which projects can actually proceed.
