Rapid data-centre growth can worsen drought unless every project is approved against the limits of its local water basin. The practical safeguards are basin-aware siting, a hierarchy that keeps drinking water out of cooling systems where safe alternatives exist, independently verified water metering, and enforceable drought operating rules. There is no globally valid litres-per-site cap: a defensible limit depends on seasonal availability, existing users and cumulative basin demand.
Why data-centre growth is becoming a water issue
The International Energy Agency’s 2026 review found that nearly 40% of identified artificial-intelligence data-centre capacity is in areas with high or extremely high baseline water stress. Its 2025 base case projects electricity supplied to data centres rising from 460 TWh in 2024 to more than 1,000 TWh in 2030. Cooling can account for about 7% of electricity in efficient hyperscale facilities and more than 30% in less-efficient enterprise facilities.

Water and electricity choices are linked. Evaporative cooling can reduce cooling electricity but consumes water; dry or closed-loop systems can sharply reduce evaporation while adding energy demand. A water policy that measures only litres, or only kilowatt-hours, can shift environmental pressure rather than reduce it.

What must be established before a new site is approved
Assess the basin, not just the parcel
Planning authorities should require an applicant to identify the river basin or aquifer serving the facility and disclose its expected peak and annual withdrawals. The assessment should include the source type, seasonal reliability, drought restrictions, destination of wastewater and the cumulative demand of other approved or proposed users.

Water-stress maps and basin-management plans should be reviewed before land, grid or water permits are issued. A site with adequate annual supply can still be unsuitable if its peak demand coincides with the dry season or competes with legally protected household, agricultural or ecological uses.
Make the water budget enforceable
Permits should state maximum withdrawals, reporting periods, metering standards, emergency contacts and consequences for exceeding limits. Applicants should provide commissioning and full-build-out scenarios rather than describing only the first phase. The same permit should identify who is responsible for treatment, storage and residual wastewater.
A hierarchy for cooling-water sources
Potable water should not be the default cooling supply when safe alternatives are available. A practical hierarchy is:

- Reclaimed municipal or industrial water: Use treated non-potable supplies under a defined quality, monitoring and maintenance plan.
- Rainwater and stormwater: Add storage and treatment where local rainfall patterns make supply dependable.
- Potable water: Reserve it for situations in which alternatives are unavailable, unsafe or inadequate, with explicit justification and permit conditions.
Every non-potable source needs clear ownership of treatment residuals, discharge quality, monitoring failures and contamination response. Reclaimed-water contracts should also specify what happens during utility outages or drought restrictions.
Compare cooling systems on two ledgers
Regulators and buyers should score each design on both water and energy, then add reliability, chemical and refrigerant impacts, and opportunities to reuse heat. The following comparison describes the decision axes; actual performance is site-specific.
| Cooling approach | Water withdrawal and consumption | Electricity effect | Drought resilience | Measurement and deployment considerations |
|---|---|---|---|---|
| Evaporative | Generally higher consumption because heat is rejected through evaporation; exact litres depend on climate and design and are not stated universally. | Can lower cooling electricity compared with some non-evaporative designs. | Lower when drought restrictions limit make-up water. | Mature technology; requires water-quality control, blowdown management and reliable supply metering. |
| Dry cooling | Very low operational water use, with site-specific residual needs not stated. | May require more electricity, especially during hot conditions. | Strong, provided the electrical system remains reliable. | Established in suitable climates; performance depends on ambient temperature and equipment sizing. |
| Hybrid cooling | Can switch between evaporative and dry modes to reduce water use during scarcity. | Balances water and electricity, but the penalty depends on operating mode. | Better than an always-evaporative design if curtailment rules are tested in advance. | Requires controls, metering and clear triggers for mode changes. |
| Direct-to-chip liquid, closed loop | Can eliminate routine cooling evaporation. One August 2024 design announcement estimated more than 125 million litres avoided per facility per year. | The operator acknowledged a nominal annual-energy increase compared with evaporative designs. | High for water scarcity, subject to equipment reliability and backup systems. | Rapidly advancing; verify the boundary of the claimed zero-evaporation result and account for water used in upstream or maintenance processes. |
The IEA’s principle is to treat energy and water efficiency holistically, considering when, where and how each resource is used. A permit should therefore require the applicant to show the water-saving benefit and the associated electricity, emissions and infrastructure consequences rather than approving a single headline metric.

Measure every drop and publish comparable results
The EU’s Delegated Regulation 2024/1364 provides a useful model. It requires measurement of all water entering the data-centre boundary, including potable-water inputs, and calculation using the EN 50600-4-9 water-usage-effectiveness methodology or an equivalent standard.

A robust disclosure program should:
- Define the facility boundary, including cooling towers, treatment plants, storage and offices.
- Meter total inflow and potable inflow separately.
- Report withdrawals, consumption and discharge by site and reporting period.
- Explain weather, load, commissioning stage and unusual events that affect the figures.
- Require independent verification for large projects.
Publishing a single corporate average can hide local stress. Site-level results let utilities, regulators and residents compare actual performance with the basin’s available supply.
Put drought rules in the permit before construction
Scarcity measures should not be improvised after a drought declaration. Permit conditions should specify:

- Which authority can declare a trigger and how the operator is notified.
- Required cooling-mode changes, load curtailment or non-essential shutdowns at each trigger level.
- Minimum on-site reserves and how long they must support critical operations.
- Priority rules that protect drinking-water, public-health, agricultural and ecological needs.
- Incident reporting, public notification and restoration requirements.
Operators should test these procedures before commissioning, including loss of reclaimed-water supply, treatment failure, extreme heat and simultaneous grid stress. A design that works only in average weather is not drought-resilient.

Projects may fund watershed restoration, recharge or community-supply programs. Such measures should be counted separately from direct efficiency and should meet three tests: the benefit is additional, it occurs in the same basin or a demonstrably connected one, and results are independently reported.

Coordinate with utilities and communities
Before approval, utilities should publish a plain-language water-impact assessment covering expected annual and peak demand, source, wastewater route, drought scenarios and cumulative projects. Affected communities, farmers and environmental authorities need a meaningful consultation period, with responses recorded in the permit file.
Expansion schedules should be coordinated with water and wastewater upgrades so a data centre does not consume capacity reserved for households or ecological flows. Where infrastructure is shared, the operator should fund its attributable expansion and monitoring costs rather than shifting them to general ratepayers.
What a defensible approval standard looks like
Regulators can use this minimum checklist:
- A basin-level water-stress and cumulative-demand assessment.
- Peak and annual withdrawal limits tied to seasonal availability.
- A documented source hierarchy that avoids potable water where safe alternatives exist.
- A comparison of evaporative, dry, hybrid and direct-to-chip options using both water and energy ledgers.
- Boundary-complete metering, EN 50600-4-9 or equivalent WUE calculations and independent verification.
- Tested drought triggers, reserves, curtailment powers and notification duties.
- Separate, basin-relevant accounting for replenishment projects.
- Public reporting and consultation coordinated with water, wastewater and grid utilities.
Because authoritative evidence does not establish one universal litres-per-site threshold, regulators should set limits from these local facts and make them enforceable. That approach allows necessary computing growth while preventing a facility’s water demand from being treated as an unlimited claim on a stressed basin.
