There is no universal winner. Air cooling remains practical for lower-density areas and mixed-purpose halls. Water-based liquid cooling can remove much more heat near high-power components, while immersion places equipment in dielectric fluid and changes the equipment and maintenance model entirely. The right choice depends on rack density, workload, climate, heat-rejection plant, water availability, energy targets, compatibility and operational resilience.
Use the comparison below to select a cooling architecture by site conditions rather than by a single efficiency claim. A modern facility may use all three approaches in different zones.

What the three cooling approaches actually mean
Air cooling
Air systems move heat from servers into the data hall, then from the room to a cooling plant. Fans, supply and return paths, containment and airflow management determine how effectively heat reaches the plant. Fan power can become a significant part of IT and facility consumption, especially when high-density racks require large air volumes.

The U.S. Department of Energy’s Best Practices Guide for Energy-Efficient Data Center Design treats air management as a core design discipline alongside cooling and electrical systems. Good airflow design can extend the useful range of air cooling, but it cannot remove the physical limit imposed by the amount of heat a room can carry at acceptable temperatures and airflow rates.

Water-based liquid cooling
“Water cooling” is an umbrella term, not one design. A chilled-water plant may cool room air through computer-room air handlers (CRAHs), leaving the servers air-cooled. Direct liquid cooling instead transfers heat from components into a liquid loop, commonly through cold plates, manifolds, pumps and coolant-distribution units. The facility still has to reject that heat through chillers, cooling towers, dry coolers or another heat-rejection system.
Water carries substantially more heat than air, and moving a liquid can require less energy than moving the equivalent heat with fans. Direct liquid systems can also use warmer water, reducing server-fan demand and, in suitable climates, mechanical refrigeration. These benefits depend on the complete facility design, not only the cold plate.
Immersion cooling
Immersion places IT equipment in a non-conductive dielectric fluid. The fluid captures heat directly from components, eliminating much of the conventional air path. It is distinct from direct-to-chip cold plates: cold-plate systems leave most equipment in air, whereas immersion changes how servers, tanks, servicing and fluid handling are organized.

The ASHRAE Handbook chapter on data centers notes that datacom rooms generally require a hybrid of air and liquid cooling, with immersion representing a different operating model. The available evidence does not establish that immersion is always cheaper, more efficient or easier to maintain.
Side-by-side comparison
| Question | Air cooling | Water-based liquid cooling | Immersion cooling |
|---|---|---|---|
| Where heat is captured | In room air around servers | At room-air handlers or directly at components, depending on the design | In dielectric fluid surrounding the equipment |
| Best fit | Lower-density racks, general-purpose zones and existing air-cooled halls | High-density components or zones that can support liquid distribution | Very high-density deployments designed around tanks and fluid operations |
| Main energy concern | Fan power and mechanical cooling | Pumps, coolant distribution and the facility heat-rejection plant | Fluid circulation, heat exchangers and tank-service equipment |
| Compatibility | Broadest server compatibility | Requires liquid-ready components, cold plates or approved conversion hardware | Requires immersion-compatible servers, fluids, tanks and service procedures |
| Facility implications | Airflow paths, containment and room cooling capacity | Piping, leak detection, distribution units and heat rejection | Tanks, fluid handling, lifting and a different maintenance workflow |
| Water impact | Depends on the cooling plant and humidification | Depends on loop design, chillers, towers or dry coolers | Depends on the facility heat-rejection system; dielectric fluid is not the same as potable water |
Start with heat density and workload
Server and rack loads should determine the first screening decision. Lower-density workloads can often remain on air cooling when airflow is controlled and the room plant has sufficient capacity. High-power processors, accelerators and tightly packed racks may exceed practical air-delivery limits, making direct liquid or immersion worth evaluating.
Workload variability matters as much as nameplate power. A cluster with sustained high utilization has a different thermal profile from one with short bursts. Map rack inlet temperatures, component power, utilization patterns and growth plans before choosing a permanent system. A design that handles today’s average load but not tomorrow’s sustained peak can create stranded capacity or emergency retrofits.

ASHRAE’s AI data-center framework gives a clear zoning principle: “Adopt liquid or liquid-assisted architectures (rear-door heat exchangers, direct-to-chip, immersion) for AI clusters while retaining air for lower-density zones.” See the Energy and Thermal Efficiency guidance. This is a recommendation to match architecture to density, not a declaration that every rack should become liquid-cooled.

Cooling efficiency must include IT fans, pumps, chillers, cooling towers or dry coolers, controls and distribution losses. The standard high-level metric is Power Usage Effectiveness (PUE): total facility energy divided by IT-equipment energy. A lower PUE means less facility overhead relative to IT consumption, but PUE alone does not show water use, carbon intensity or local resource impacts.
The DOE’s 2019 Federal data-center cooling guidance says best practices that raise chilled-water temperatures and reduce airflow can provide potential chiller-energy reductions of up to 20%. That is a potential associated with those practices, not a guaranteed saving for every retrofit or cooling technology.

An ASHRAE Technical Committee 9.9 white paper presents a 30% energy-savings example for a particular liquid-cooling configuration. The example combines 40°C warm water, lower server-fan power, energy-aware scheduling and reduced mechanical refrigeration. It is an example under stated conditions, not a like-for-like guarantee for all water-cooled facilities. Read the full context in Emergence and Expansion of Liquid Cooling in Mainstream Data Centers.
A DOE article published approximately in 2025 contrasts an NREL facility that devotes about 6% of its energy to cooling with a typical data center described as requiring 70% for cooling. These figures illustrate how facility designs can differ; they are not a population-wide benchmark or a controlled comparison of air, water and immersion. The article is Technology Changes, but Energy Efficiency Principles Remain Steadfast in Data Center Design.
Do these 3 things before closing this tab:

Liquid at the server does not remove the need to reject heat outdoors. A warm-water loop may feed a dry cooler in one climate, a chiller in another, or an evaporative tower where water consumption is acceptable. The same IT-side loop can therefore produce different energy and water results at different sites.
Best Value
Water Usage Effectiveness (WUE) is annual site water consumption divided by IT-equipment energy, expressed in litres per kilowatt-hour. WUE is useful for comparing operational water use, but it does not capture every off-site water impact associated with electricity generation or water treatment. Water source, climate, cooling equipment and humidification all affect the result.
When water scarcity or discharge limits are material, model annual and peak water demand, makeup water, blowdown, treatment, drought restrictions and backup modes. A dry-cooled design may use more electricity in hot weather but reduce on-site water use. An evaporative design may reduce compressor energy while consuming more water. Neither trade-off can be settled from the cooling method’s name alone.
ASHRAE’s integrated-design principles recommend considering heat recovery and broader impacts rather than optimizing PUE in isolation.
Integration, reliability and maintenance
Air systems
- Verify supply-air temperature, humidity, rack inlet limits and return-air paths at the planned peak load.
- Use containment and blanking panels to prevent bypass air and recirculation.
- Track filter loading, fan speed, CRAH performance and cooling-unit redundancy.
- Plan for mixed rack densities so a high-power cluster does not destabilize neighbouring air-cooled rows.
Direct liquid systems
- Confirm that processors, memory, accelerators and power components are supported by the cold-plate design.
- Provide coolant-distribution units, isolation valves, leak detection, dripless connections and safe service procedures.
- Define water chemistry, filtration, corrosion control, sampling and replacement intervals.
- Design bypass and failure modes so a pump, distribution unit or control fault does not remove cooling from an entire cluster.
Immersion systems
- Specify dielectric-fluid compatibility for boards, seals, cables, storage and replacement parts.
- Design tank access, lifting, draining, filtration and fluid-quality monitoring into the room, not as an afterthought.
- Train technicians for wet removal and fluid-contaminated service; conventional hot-swap assumptions may not apply.
- Document how firmware updates, component replacement and emergency extraction work during a fault.
ASHRAE provides liquid-cooling resiliency and common-design resources through its AI data-center tools and standards page. Use those resources to test redundancy, commissioning and failure recovery rather than relying on a component vendor’s nominal capacity.
How to choose a system: a practical sequence
- Measure the existing state. Record rack power, inlet and outlet temperatures, fan speeds, room airflow, cooling-plant power, water consumption and current PUE/WUE where available.
- Set the thermal envelope. Define allowable inlet temperatures, humidity limits, component junction constraints, peak and sustained loads, and the growth horizon.
- Divide the facility into zones. Keep lower-density general-purpose racks on air where capacity and airflow support it; isolate high-density AI or accelerator zones for liquid evaluation.
- Compare heat-rejection options. Model chillers, towers, dry coolers and hybrid operation against local weather, water availability, utility tariffs and backup conditions.
- Check compatibility and operations. Inventory servers, warranties, connectors, service tools, spare parts, technician skills, leak response and commissioning requirements.
- Model failure and maintenance cases. Test loss of a fan wall, pump, distribution unit, chiller, tower cell, control network and utility supply. Include safe workload throttling or migration.
- Run a measured pilot. For a new liquid or immersion zone, instrument temperatures, pump or fan power, water use, alarms and service time before scaling. Compare against the site’s own baseline rather than mixing figures from unrelated studies.
- Track more than PUE. Report PUE, WUE and, where possible, carbon, heat-reuse and resource indicators. ASHRAE’s framework also identifies WUI, CUE, DCRE and ITWC as broader measures.
Common mistakes to avoid
- Calling every chilled-water system “liquid cooling.” Cooling room air with CRAHs is different from transferring heat directly from chips into a liquid loop.
- Assuming a warm-water loop automatically saves energy. Savings depend on server design, water temperature, controls, climate and the heat-rejection plant.
- Comparing isolated percentages. The 20% chiller figure, 30% liquid example and DOE’s 6%-versus-70% illustration use different contexts and are not a single ranking.
- Ignoring water outside the server loop. Towers, humidification, treatment and electricity generation can dominate the water footprint.
- Retrofitting without service planning. Piping, leak detection, fluid handling, lifting and technician training must be commissioned with the IT equipment.
- Designing for average load. Sustained peak density, future accelerator deployments and failure conditions determine whether a system remains reliable.
Bottom line: use a hybrid decision, not a technology slogan
Choose air for lower-density and broadly compatible zones when airflow and room cooling capacity are adequate. Consider direct liquid cooling when component and rack density make air delivery, fan power or mechanical refrigeration the limiting factors. Consider immersion only when the organization is prepared for tanks, dielectric-fluid operations and a fundamentally different service model.
At many sites, the most resilient answer is a zoned architecture: air for ordinary racks, liquid-assisted or direct-to-chip cooling for high-density clusters, and carefully evaluated immersion where its operational model fits. The winning design is the one that meets thermal limits while balancing energy, water, climate, integration, maintenance and failure recovery across the entire facility.
