There is no defensible universal winner. A data center, factory, warehouse or other large industrial project can produce very different electricity demand, water use, jobs, tax revenue, traffic and neighborhood burdens depending on its design and location. The fair test is a proposal-to-proposal comparison using the same geography, operating assumptions, time horizon and accounting boundaries.
That means asking who pays for grid, water, roads and emergency-service upgrades; separating temporary construction work from permanent employment; and treating voluntary promises differently from enforceable permit conditions.

Why a project label cannot decide the outcome
“Data center,” “factory” and “warehouse” describe broad building types, not standardized resource profiles. A small, highly efficient facility on a previously developed parcel may have a different footprint and utility burden from a very large campus with backup generation. A factory’s impacts likewise depend on its process, production schedule, emissions controls and truck movements. A warehouse can have modest water demand but substantial delivery traffic, lighting and road wear.

Use common accounting boundaries
For each option, define whether the analysis covers only the building, the full parcel, dedicated substations and generation, public infrastructure, or upstream utility impacts. Use the same construction period and operating lifetime for every option. A 20-year comparison can produce a different result from a first-year snapshot, especially when one project has a large construction spike and another has a larger continuing load.
| Axis | Comparable evidence to request | Common analytical mistake |
|---|---|---|
| Land | Parcel acres; previous and planned use; wetlands, habitat and farmland; distance to homes; opportunity cost; options for later reuse | Counting building floor area while ignoring the rest of the site and reserved infrastructure |
| Electricity and grid | Peak and annual load; ramp-up schedule; firm capacity; generation, transmission and substation work; tariff; responsibility if demand is delayed or cancelled | Applying a national projection to one facility or assuming ratepayers will—or will not—pay without utility evidence |
| Water and wastewater | Withdrawals and consumption by source and month; cooling design; electricity-related water; drought rules; wastewater and blowdown capacity | Reporting one annual volume without source, season, consumptive use or discharge effects |
| Jobs and economy | Construction headcount and duration; permanent headcount, wages, local hiring; suppliers; taxes, incentives and public-service costs | Comparing a temporary construction peak or investment announcement with continuing jobs |
| Neighborhood and health | Noise contours and night levels; generator testing and emissions; construction traffic; emergency-service demand; setbacks and enforceable controls | Assuming every facility design has the same neighborhood effect or that voluntary commitments are enforceable |
| Public costs and benefits | Utility and road spending; abatements; required services; revenue over time; binding mitigation and reporting | Comparing gross tax or capital-investment figures without public costs and incentives |
How much electricity will the data center use?
At the national level, data centers are now a major planning issue. The U.S. Department of Energy’s December 2024 announcement of a Lawrence Berkeley National Laboratory report estimated that U.S. data centers used 176 terawatt-hours (TWh), about 4.4% of total U.S. electricity, in 2023. The report projected 325–580 TWh, or approximately 6.7–12% of U.S. electricity, by 2028. The 2028 figures are projections, not observed consumption at a particular site. See the DOE announcement.
Those national numbers cannot substitute for a project load study. Request the facility’s maximum demand in megawatts, expected annual consumption, commissioning schedule and any expansion phases. A proposal that begins with one building but reserves land for several more should disclose each phase and the conditions that trigger it.
Grid questions that change the local result
- What firm generation, transmission lines, substations or voltage upgrades are required?
- Will the facility use a utility connection, on-site generation, batteries, or a combination?
- Who pays for each upgrade, and how are costs recovered if the project is delayed, downsized or cancelled?
- Does the tariff charge the project for reservation of capacity, actual use, or both?
- How will backup generators be tested, and what emissions and noise controls apply?
Reliability benefits and burdens should be counted together. A large, steady customer can help finance infrastructure, but a sudden load increase can force earlier investment in generation or transmission. Only the utility’s interconnection study, tariff and cost-allocation documents can establish the local effect on other customers’ bills.
Do digital services use less electricity than physical alternatives?
UK government research compared digital service delivery with selected physical alternatives in three use cases and found the digital option matched or undercut the physical option’s electricity use in those cases. That is a bounded, service-level comparison—not evidence that a data center has less local impact than a factory or warehouse. The study is available from the UK Department for Energy Security and Net Zero.

How much water will it use?
Water accounting has two distinct parts: water withdrawn or consumed at the facility for cooling, and water used indirectly to produce the electricity that serves it. A project can have low onsite water demand but a substantial electricity-related water footprint, or the reverse. The answer depends on cooling technology, climate, facility size, electricity source, seasonal conditions and local water availability.
Michigan’s data-center guidance explains that some facilities use substantial water while others use comparatively little. It identifies cooling equipment and generators as potential noise sources and notes that design, setbacks, barriers, equipment selection and operating practices affect community exposure. The guidance also distinguishes state responsibilities for water, emissions, wastewater and utility regulation from local authority over land use and community impacts. It is a Michigan example, not a nationwide permitting rule; consult the state guidance and the rules in the project’s jurisdiction.
Numbers that need a date and boundary
The 2023 National Climate Assessment estimated that data centers accounted for 1.8% of total U.S. electricity use and 510 million cubic meters of water in 2018. It cautioned that precise facility-level energy and water measurement is difficult. Those figures describe 2018 nationally; they are not a forecast for a new facility. Read the assessment’s discussion of interacting stresses at the U.S. Global Change Research Program.
A 2026 U.S. Geological Survey synthesis describes cooling-water, wastewater and electricity-linked water pathways. Its estimates depend on underlying studies and technologies, so use it to understand mechanisms and ranges—not as a site-specific water forecast. The report is available from USGS.
Water and wastewater evidence to require
- Monthly withdrawals, consumptive use and discharge, separated by potable, reclaimed, groundwater and surface-water sources.
- Cooling-system type, cycles of concentration, treatment chemicals and expected blowdown.
- Peak-day demand and performance during heat waves or drought restrictions.
- Available water rights or supply contracts, plus the party responsible for new mains, treatment capacity and pumping.
- Wastewater temperature, salinity and other characteristics that could affect the receiving system.
- Public reporting of actual use after operation begins, with a process for corrective action.
An Australian Government consultation paper published in September 2026 makes an important policy point: a small national share can still create concentrated local water pressure when facilities cluster. That is consultation material, not a binding rule or universal measured outcome; it is documented in the paper on AI infrastructure.

How much land does each option consume?
Compare the entire controlled parcel, not just the building’s footprint. Include parking, substations, cooling yards, fuel storage, stormwater ponds, access roads, security setbacks and land reserved for future phases.
Land questions for the site plan
- What was on the parcel before, and what realistic uses would be available if this project did not proceed?
- How many acres are wetlands, habitat, floodplain or productive farmland?
- How close are homes, schools, hospitals and public recreation areas?
- Will transmission corridors, water lines or road widening take additional land outside the parcel?
- Can the buildings be reused for another industry, or do specialized systems limit future options?
A warehouse may spread truck circulation over a large paved area; a factory may require process yards and buffers; a data center may need electrical and cooling infrastructure that is not visible in its floor-area ratio. The relevant opportunity cost is what the site and its infrastructure could support under credible alternatives, not an abstract comparison of building types.
How many permanent jobs will it create?
Separate three categories: construction employment, continuing onsite operations and indirect jobs at suppliers or contractors. Report headcount, full-time-equivalent methodology, duration, wage levels, shift pattern and the share expected to be filled locally.
The UK Department for Business and Trade and Department for Business, Energy & Industrial Strategy examined commercial-property development through eight case studies plus econometric analysis of employment, turnover, wages and productivity. Its scope included offices, manufacturing and warehousing; it did not provide a matched data-center-versus-factory comparison. The 2019 study is published by the UK government.
A 2025 Southwest Energy Efficiency Project report cited an estimate of roughly 25 long-term jobs per megawatt for an average new non-data-center commercial or industrial facility versus fewer than one job per megawatt for a new data center. That is a secondary report citing another publication, and the extract does not establish that the projects, accounting methods or operating conditions are comparable. Treat it as a reported estimate requiring verification, never as a universal jobs ratio. See the SWEEP report.

Economic benefits that need net accounting
List wages, local procurement, property and sales taxes, utility revenue and any supplier activity. Then subtract tax abatements, publicly financed infrastructure, additional policing or fire capacity, road maintenance, school or housing pressures and environmental mitigation. A large capital-investment announcement is not a measure of annual local benefit.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does the project do to farmland, traffic, noise and nearby homes?
Construction traffic and long-term movement
Request a construction-truck schedule, haul routes, lane closures, worker-trip assumptions and restoration obligations. For operations, distinguish employee trips, deliveries, fuel deliveries and occasional oversized equipment moves. A low-headcount facility can still create intense construction traffic or periodic heavy-vehicle demand.
Noise, generators and emissions
Require a modeled noise contour for daytime and nighttime conditions, including cooling equipment, transformers, pumps and generator testing. Ask whether limits apply at property lines or at nearby homes, how tonal noise is handled, and what happens when multiple facilities operate together. Generator permits should specify testing hours, fuel, emissions controls, monitoring and emergency exemptions.
Setbacks, lighting and emergency services
Map residences and sensitive uses against equipment yards, fuel storage, cooling towers, exhaust stacks and access gates. Evaluate glare, night lighting, stormwater and visual screening. Determine whether the fire department, emergency medical service and hazardous-material response teams need new staff, training or equipment, and identify who funds them.

Who pays for infrastructure and who bears the risk?
A credible comparison follows money and responsibility through the project’s life. Ask for written commitments covering:
Best Value
- Generation, transmission, substations and interconnection studies.
- Water mains, wells, treatment plants, wastewater lines and discharge controls.
- Road construction, intersections, bridge upgrades and future maintenance.
- Tax abatements, grants, discounted utility arrangements and clawback terms.
- Emergency-service expansion, monitoring and independent compliance audits.
- Decommissioning, site restoration and responsibility if the project is abandoned.
Distinguish a permit condition, development agreement or utility tariff from a press release or unenforceable pledge. The comparison should also test what happens if forecast demand never arrives, an expansion is cancelled, water restrictions tighten or the facility changes ownership.
A step-by-step method for comparing two real proposals
- Define the alternatives. Name the actual data-center design and the plausible factory, warehouse or other use for the same site. State the study area, operating years and included infrastructure.
- Collect primary documents. Obtain site plans, utility studies, water and wastewater applications, traffic studies, noise models, tax agreements and permit conditions.
- Normalize units and timing. Compare acres with acres, peak megawatts with peak megawatts, monthly water with monthly water, and permanent full-time-equivalent jobs with permanent full-time-equivalent jobs. Keep construction years separate.
- Model high and low cases. Include phased expansion, delayed interconnection, drought restrictions, lower occupancy and cancellation. Show which assumptions are estimates.
- Assign every public cost. Identify the payer for each upgrade and the financial exposure if the project underperforms.
- Check enforceability. Mark each mitigation promise as a permit requirement, contract term, monitoring obligation or voluntary statement.
- Set public reporting rules. Specify the data, frequency, measurement boundary, independent verification and remedy for noncompliance.
- Publish the trade-offs. Present benefits and burdens side by side rather than reducing the decision to a single jobs, tax or electricity number.
Questions to take to a public meeting
“How much electricity will the data center use?”
Ask for peak demand, annual consumption, phase-by-phase ramp-up and the utility’s cost-allocation decision. Do not substitute the national DOE projection for a facility forecast.
“Will it raise my utility bill?”
Request the tariff, interconnection agreement and written allocation of generation and transmission costs. Without those documents, neither a bill increase nor no increase is established.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →“How much water will it use?”
Ask for monthly onsite withdrawals and consumption by source, cooling technology, drought operations, electricity-related water accounting and wastewater capacity.
“How many permanent jobs will it create?”
Require continuing full-time-equivalent headcount, wages, shifts, local-hiring assumptions and the method used to count indirect jobs. Keep construction totals in a separate line.
“Is a factory or warehouse better for the community?”
There is no answer from the label alone. Compare the specific designs on land, utility load, water, traffic, noise, jobs, tax revenue, incentives and public-service costs using identical assumptions.
What a defensible decision looks like
A sound review does not promise a universal ranking. It documents the project’s measurable demands, the alternative use of the site, who pays for shared infrastructure, which protections are enforceable and how actual performance will be reported. That record lets residents and officials judge whether the proposed benefits justify the local costs under the conditions that will really apply.
