The fairest comparison is not a contest over which project has the biggest electricity number. A community should put a proposed data center beside other large users—such as factories, warehouses, or processing facilities—using the same geography, time period, accounting boundaries, and verification rules. Compare annual and peak electricity, grid-upgrade costs, who pays, water and wastewater capacity, construction versus permanent jobs, net tax revenue, public-service demands, and enforceable protections if promised demand or benefits do not appear.
National forecasts can show why the issue matters, but they cannot tell residents what one site will consume or whether local electric bills will rise. Those answers depend on the project’s interconnection agreement, utility tariffs, system conditions, contracts, and actual operating schedule.

Why a data center cannot be judged by a national electricity statistic alone
Data centers are electricity-intensive facilities, but their effects are local and project-specific. A national estimate combines thousands of facilities, equipment assumptions, and locations. It does not establish the load, water demand, tax contribution, or neighborhood effects of a proposed building in your county.
Use national figures to establish scale, then require site-level evidence. Every comparison should identify:

- the geographic boundary (site, utility territory, county, state, or nation);
- the measurement period and whether figures are annual, monthly, hourly, or peak-day;
- direct facility use versus indirect effects from generation, transmission, or fuel supply;
- the project’s construction phase and full operating phase; and
- the assumptions, uncertainty range, and independent method used to verify claims.
The same rules must apply to an alternative proposal. A data center should not be compared with a factory using the factory’s peak load but the data center’s annual average, or with a warehouse whose tax estimate includes no public-service costs.
What the current national electricity evidence actually says
LBNL’s 2030 estimate is a modeled range, not a project quote
The June 2026 update from Lawrence Berkeley National Laboratory estimates that U.S. data centers will use 649 terawatt-hours (TWh) in 2030 in its reference case. Its combined uncertainty scenarios span 521 to 843 TWh, corresponding in the report’s abstract to 9.5% to 15.3% of U.S. electricity use. These are national modeling results, not a forecast for an individual facility.
LBNL builds the estimate from equipment-shipment data, device-power models, cooling simulations, facility types, and locations. Results are sensitive to assumptions about information-technology shipments, specialized chips, chip lifetimes, server idle power, and utilization. The named sensitivity cases include:
Quick wins for a faster PC:

|---|---|---|
| Lower installations | 578 TWh | Fewer installed systems than the reference assumptions |
| More specialized graphics chips | 664 TWh | Greater deployment of specialized chips |
| Shorter assumed artificial-intelligence chip lifetime | 590 TWh | More frequent replacement of AI chips |
| Higher AI-server idle power and utilization | 782 TWh | More power consumed while servers are idle and higher use of installed capacity |
Those four values are sensitivity cases, not the endpoints of the final combined uncertainty range. The broader range reflects multiple assumptions moving together.
The previous LBNL report estimated data centers at 6.7% to 12% of U.S. electricity by 2028. That is not a clean before-and-after comparison with the 2026 update: the horizon changed to 2030, shipment information changed, and equipment and modeling assumptions were updated.
EIA’s commercial-computing category answers a different question
The U.S. Energy Information Administration’s Annual Energy Outlook 2025 reference case estimated that commercial computing used 8% of commercial-sector electricity in 2024 and projected 20% by 2050. EIA’s commercial-computing category includes data-center servers, desktop and laptop computers, and monitors, so it is broader than data centers alone.

EIA describes its outlook as “a product suite for alternative futures analysis, not a set of predictions.” Its reference case also did not add assumptions for revolutionary AI growth or special measures to curb data-center energy demand. Treat those percentages as sector context, not as a measurement of a proposed site.
The electricity comparison a planning board should demand
Put annual use, peak demand, and operating shape in separate columns
Request the proposed facility’s annual megawatt-hours, maximum megawatts, ramp-up schedule, hourly load profile, expected utilization, and a forecast range. Ask the same questions of every alternative project.
Annual energy measures the total amount consumed. Peak demand determines how much generation, transmission, substations, and distribution capacity must be available at the busiest moment. A facility that runs at a high, steady load can have a different system effect from a plant with a short but very high production peak, even if their annual totals are similar.
Department of Energy guidance notes that data-center demand can be geographically variable, arrive in steep increases in load size, and often require firm power sources to operate continuously. That supports scrutiny of local interconnection and supply plans; it does not prove that any particular project will raise household bills.
Identify every grid investment and its payer
Obtain the interconnection study and list each proposed generation, transmission, substation, distribution, protection, and reliability upgrade. For every item, specify:
Recommended Free Tools
- the estimated cost and construction schedule;
- whether it serves only the facility or also benefits other customers;
- the customer, developer, utility, or public body responsible for payment;
- the rate class, contract terms, minimum bill, security, or collateral supporting the obligation; and
- what happens if the project is delayed, downsized, or never reaches its forecast load.
Lawrence Berkeley National Laboratory’s January 2025 large-load rate-design brief identifies fair cost allocation, stranded-investment risk, resource adequacy, technology risk-sharing, and clean or on-site supply options as central issues. Its concern is “Fair allocation of electricity system costs to large-load customers without unfair shifting of costs to other customers.”

Answer the household-bill question without overpromising
There is no national yes-or-no answer to “Will a data center raise my electric bill?” The outcome depends on the local tariff, contract, utility system, cost allocation, and whether the facility pays the incremental costs it causes.
A review should show how the proposal treats demand charges, minimum bills, contribution to interconnection work, security for long-term commitments, and any discounted or special rate. It should also disclose demand flexibility: can the facility reduce load during emergencies, and what compensation or penalties apply? A community should not accept a promise that other customers will be protected without a tariff, contract, commission order, or other enforceable instrument.
Protect against stranded assets
Large-load forecasts can fail because of financing, permitting, equipment delays, market changes, or a tenant that never arrives. Require milestones tied to deposits, construction, energization, and actual demand. Contracts can assign upgrade costs, require collateral or minimum payments, and provide recovery if expected consumption does not materialize. The protection should cover both a complete cancellation and a facility that operates far below its approved load.
Water is a local-capacity question, not a national average
Electricity forecasts are national; water constraints are intensely local. Ask for annual withdrawal and consumption, maximum-day demand, source, cooling method, wastewater flow, discharge characteristics, drought response, and remaining water and sewer capacity.
Why peak-day water matters
Annual averages can hide the day that controls a municipal system’s design. New Jersey municipal guidance specifically emphasizes peak-day use. That is a useful review practice elsewhere, not a nationwide rule. Compare a data center’s maximum-day demand with the system’s permitted capacity, existing peak use, seasonal availability, and emergency reserves.
Separate withdrawal, consumption, and discharge
“Water use” can mean water withdrawn from a source, water consumed through evaporation or other losses, or water sent to a sewer or treatment plant. Require each definition in the application. Identify the source, treatment needs, cooling technology, blowdown or other wastewater, discharge limits, and who pays for new mains, treatment, storage, or capacity expansions.

New Jersey’s Economic Development Authority municipal hub advises communities to examine infrastructure, utility, emergency-service, workforce, and nearby-resident demands before finalizing community-benefit terms. It offers technical assistance on water projections, grid and interconnection filings, and tax and fiscal estimates. Other jurisdictions can adapt those questions, but New Jersey programs and laws do not automatically apply elsewhere.

Compare jobs by definition, duration, and verification
“How many permanent jobs will the data center create?” is different from “How many construction jobs will it support?” Put those categories in separate rows and report full-time equivalents, duration, occupations, wages, benefits, local hiring, and training commitments.
Construction work is temporary
Count construction positions by trade and expected duration, explain whether the number is a peak or total over the build, and identify the share expected to be hired locally. Include apprenticeship, safety, and workforce-training commitments if they are part of the proposal.
Operations jobs need an actual staffing plan
For permanent operations, request the number of positions by occupation and shift, wage and benefit ranges, contractor versus employee status, and the expected date each job begins. A headline total that includes security, maintenance, food service, or indirect employment is not comparable with a count of direct technical employees unless the definitions are disclosed.

Require reporting and audit rights
Washington State’s Joint Legislative Audit and Review Committee preliminary July 2026 review of a tax preference in urban counties illustrates why verification matters. The review said the program had not verified beneficiaries’ reported jobs because no beneficiary had reached the six-year mark; it also said the annual report did not require actual wages, benefits, or job duties. That is evidence about one program, not proof that every data-center job claim is unreliable. It is a reason to write definitions, reporting deadlines, records access, and audit remedies into the agreement.
Best Value
Calculate net fiscal benefit, not an advertised tax total
Ask for property and other local taxes, the value and duration of abatements, tax-sharing agreements, infrastructure outlays, public-service costs, and the timing of receipts. Then calculate the net result over a stated period.
A gross property-tax estimate can overstate the public benefit if the project receives an abatement, requires new roads or utility capacity, increases fire and emergency-service costs, or displaces another development. Show receipts after incentives and subtract recurring and one-time public costs. State which government receives each tax and whether revenue is guaranteed, conditional, or dependent on assessed value and occupancy.
Include downside protections: clawbacks, minimum payments, performance milestones, security, or termination rights if investment, jobs, energy use, or tax revenue falls short. “Projected” and “committed” are not interchangeable.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteAccount for land, air, noise, traffic, and backup systems
Electricity and water are only part of a site’s footprint. Use the same boundary and time horizon to compare:
- site acreage, zoning and land-use fit;
- construction traffic, delivery routes, and road wear;
- operating noise, including cooling equipment;
- backup generators, fuel storage, testing schedules, and emissions;
- air-quality permits and emergency operation limits; and
- cumulative effects when several large facilities share a water, sewer, or electric system.
A national electricity share can look modest while a local substation, aquifer, road, or neighboring community bears a concentrated impact. Conversely, a large annual load may be manageable if the system has capacity and the customer pays the incremental cost. Quantify the local condition rather than inferring it from national averages.
Use one comparison sheet for the data center and every alternative
The following framework keeps unlike claims from being mixed. Require evidence in the same units and boundary for each proposal.
| Axis | Comparable evidence to request | Why it matters |
|---|---|---|
| Electricity | Annual MWh/TWh, peak MW, ramp-up schedule, hourly load profile, utilization, and forecast range | Large, steady loads can require generation and network investment; a national forecast does not specify a local load. |
| Grid cost and rates | Interconnection and transmission/distribution upgrades, payer, rate class, contract terms, minimum bills or collateral, flexibility, and stranded-asset protections | The public-interest issue is whether costs or reliability risks shift to other customers. |
| Water and wastewater | Annual and peak-day withdrawal/consumption, source, cooling method, sewer demand, discharge, drought resilience, and spare capacity | Average use can conceal peak-day constraints, and local supply and reporting rules differ. |
| Air, land, and neighborhood | Acreage, land-use fit, construction traffic, noise, backup generation, emissions, and cumulative effects | Local footprint may matter more than a national energy share. |
| Jobs and workforce | Construction versus operations, full-time equivalents, duration, occupations, wages, benefits, local hiring, training, and verification method | Aggregate claims are not comparable without common definitions and reporting. |
| Fiscal balance | Taxes, abatements, sharing agreements, public-service burden, infrastructure outlays, and downside protections | Gross announced revenue is not the same as net municipal benefit or guaranteed revenue. |
| Alternatives and commitments | Same time horizon, geography, energy and water definitions, fiscal assumptions, enforceable mitigation, and public reporting | Prevents selective comparison with a different type of project. |
A practical review sequence for residents and officials
- Define the baseline. Record current peak electric demand, annual energy, peak-day water use, sewer capacity, tax base, emergency-service workload, and available industrial land.
- Set the boundary and clock. Choose the site, utility territory, or county boundary and a period such as construction, first operating year, stabilized operations, and a longer fiscal horizon.
- Obtain primary documents. Request the interconnection study, utility tariff or special contract, water and sewer projections, site and noise plans, tax agreement, workforce plan, and backup-generation permits.
- Normalize the numbers. Convert energy to MWh and demand to MW; label annual averages, maximum hourly demand, and peak-day water separately. Identify direct and indirect effects.
- Test low, reference, and high cases. Include a delayed build, lower utilization, partial occupancy, and cancellation—not only the sponsor’s full-build case.
- Price public obligations. Add generation, transmission, distribution, roads, water, sewer, fire protection, emergency response, inspections, and administration. Assign each cost to the party that actually pays.
- Compare alternatives under identical rules. Apply the same definitions and fiscal horizon to factories, warehouses, processing facilities, or other proposals under consideration.
- Write enforceable terms. Tie benefits and mitigation to milestones, require periodic energy and water reporting, preserve audit access, and specify remedies for missed jobs, investment, payments, or demand.
- Publish updates. Report actual load, water, jobs, taxes, incentives, and public costs at a regular interval so the community can compare commitments with outcomes.
Common comparison mistakes—and the correction
- Using a national forecast as a site estimate: require a project-specific load profile and interconnection study.
- Comparing annual energy with peak capacity: show MWh and MW as separate measures.
- Using average water use: disclose maximum-day demand and source capacity.
- Counting every job as permanent: separate construction, direct operations, contractors, and indirect estimates.
- Calling gross taxes a community benefit: subtract abatements, infrastructure, and public-service costs.
- Assuming a state rule is national: identify the jurisdiction and check the current local requirements.
- Relying on unverified promises: add definitions, reporting, audit rights, milestones, and remedies.
- Ignoring alternatives: place every proposal in the same spreadsheet and disclose the assumptions.
What a well-grounded decision can—and cannot—say
The available evidence supports a disciplined process, not a universal ranking of data centers against factories, refineries, warehouses, or other large users. No standardized national dataset was established that compares all of those sectors on electricity, water, jobs, tax revenue, infrastructure costs, and neighborhood effects using one consistent method.
