Start security as an owner’s requirement, not as a late installation package. Appoint one accountable owner-side security decision maker, document the site’s threat and business requirements, and carry those decisions through contracts, design reviews, construction controls, commissioning and handover. A useful checklist covers people, process, physical protection, electronic access, building-management systems (BMS), sensitive project information and operational procedures. No single fence, camera, badge system or product suits every data center; the right controls depend on the facility’s location, customers, operating model, regulations and consequences of compromise.
The sequence below is designed for owners and project managers managing a new build or major expansion. It combines project-governance principles from Uptime Institute, risk-based guidance from the UK National Protective Security Authority (NPSA), and site-security advice from SafeWork NSW. Operator descriptions from Microsoft and AWS are identified as examples of their own programs, not universal specifications. Confirm current local codes, standards and contractual duties for the actual project.

1. Establish ownership, scope and risk before design is fixed
Name the accountable decision maker
Put a named owner-side security lead in the project organization chart. That person should coordinate with the future operator, architect and engineers, project manager, commissioning authority and principal contractor. The lead needs authority to approve security requirements, reject unreviewed changes and escalate unresolved risks. If responsibility is split between corporate security, facilities, information security and operations, define who has the final decision and who must be consulted.

Write a risk-based security brief
Record the facility’s business requirements, availability commitments, customer obligations, operating model, applicable laws and codes, and assessed threat profile. Consider unauthorized entry, theft, vandalism, sabotage, insider misuse, vehicle attack, protest activity, espionage, information disclosure and cyber compromise of operational technology. Rate consequences for people, service availability, data confidentiality, safety and recovery time.
NPSA recommends integrating physical, personnel and cyber measures. Revisit assumptions when the site boundary, neighboring development, utility arrangement, project scope or intended operator changes. A change from a private enterprise facility to a multi-tenant colocation site, for example, may alter visitor flows, segregation and customer commitments.
Make security contractual
Place objectives, approval authority and evidence requirements in the owner’s project requirements (OPR), consultant scopes, contractor agreements and design-review gates. Define which security decisions require owner approval, how exceptions are recorded and who signs acceptance. Include security in value-engineering rules so a cheaper door, camera layout or control-panel location cannot be substituted without a documented risk review.
2. Secure the project while the building is incomplete
Control sensitive design and engineering information
Create an inventory of drawings, equipment schedules, network diagrams, BMS points lists, security-system layouts, commissioning scripts, keys and credentials. Classify each item, limit access to people with a need to know, and specify approved storage, transmission, printing, copying and destruction methods. Keep a release log for information shared with contractors, authorities, vendors and prospective customers. Remove superseded files from shared workspaces or mark them clearly so obsolete layouts do not circulate.
Review planning applications, public portals, consultation documents, hoarding graphics, site signage and project announcements for information that could reveal room locations, delivery routes, security coverage or operating dates. Legal transparency requirements still apply; the objective is to disclose only what is necessary and avoid publishing exploitable detail.
Assess temporary construction conditions
Threats change as fences move, walls remain open, doors lack hardware, cameras are offline, temporary power and network routes appear, and subcontractors rotate. Add temporary states to the risk register and assign controls for each stage. Cover:
- Changing site boundaries, gates and pedestrian routes.
- Openings in walls, roofs, floors and secure rooms.
- Temporary offices, storage containers and fuel or material laydown areas.
- Deliveries, crane operations, after-hours work and weekend access.
- Uncommissioned doors, alarms, cameras and access-control panels.
- Subcontractor turnover and badges that outlive an assignment.
Run an unattended-site check
Give the principal contractor or site supervisor a written close-down procedure. SafeWork NSW says its site-security checklist can support basic checks by principal contractors or supervisors when a site is unattended; its legal context is specific to New South Wales, so check the duties in your jurisdiction. Record the inspection, defects, responsible person and correction time. Typical checks include perimeter gates and temporary fencing, locked buildings and containers, secured ladders and plant, lighting, alarm status, key custody, camera recording and emergency contacts.

3. Design physical and electronic layers as one system
Work from the outside in
Review security at the property boundary, site access points, building envelope, data halls, support rooms and critical control spaces. Uptime Institute’s Facility Security Review covers site access, fencing, gates, bollards, doors, windows, physical layering, computer rooms, support spaces, cameras, recording and archiving, electronic access systems, policies and staff training. Use that breadth to test whether a weakness in one layer is compensated by another, rather than assessing each device in isolation.
Where vehicle impact is credible, evaluate standoff distance, hostile-vehicle measures and delivery segregation with a qualified designer. Check sight lines, lighting, drainage, fire egress and accessibility whenever barriers or gates are added. Security must not create an unsafe evacuation route or an unmanageable maintenance burden.
Specify detection, delay and response
For each protected zone, define the desired combination of deterrence, delay, detection, assessment and response. Select camera types and positions based on the scene, lighting, identification distance, privacy obligations and retention need. Document recording resolution, time synchronization, archive protection, export procedure and who can retrieve footage. Define alarm monitoring, escalation, response-time assumptions and loss-of-communications behavior.
Govern badges, keys and visitors
Policies should state who may issue credentials, which identity checks are required, how temporary badges expire, where keys are stored, when visitors need escorts and how access is reviewed. Train personnel on those policies and their specific responsibilities. A lockable jobsite key box can provide supplemental storage for a small, controlled set of construction keys, but it is not a replacement for an access-control plan, a custody log or prompt rekeying.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Operator documentation from Microsoft describes approved, time-limited access, least privilege, visitor check-in and escorting, access reviews and access logging. AWS describes perimeter security and physical-access management with intrusion response. These are examples of controls used by those organizations; decide which principles fit your project and document the local implementation.
4. Govern contractors, vendors and visitors
Vet organizations and named personnel
Require the owner representative to review contractor qualifications, relevant data-center experience, staffing levels, supervision, leadership continuity and communication arrangements. Define minimum training, background-screening obligations where lawful, and rules for subcontracting. Keep a current roster of companies, supervisors and authorized workers; reconcile it with badge records.
Define the access envelope
For every contractor, vendor and visitor, specify identity proof, sponsor, permitted areas, work window, escort requirement, temporary credential, key custody, delivery route and equipment-movement rules. Apply least privilege and time limits: access should cover only the spaces and hours needed for the assigned task. Construction teams and the future operator should agree how this is implemented before badges are issued.

Close access when work ends
Make assignment completion a trigger for same-day badge disablement, key return and account closure. Require supervisors to report departures, lost credentials and role changes. Review access logs and exceptions at a defined cadence, investigate unexplained entries and retain records for the period set by policy, contract and law.
5. Protect BMS and operational-technology systems
Map connections and trust boundaries
List every BMS, energy-management, fire, life-safety, security and other control system, including controllers, engineering workstations, remote-support paths and connections to client or corporate networks. Show data flows, protocols, privileges and dependencies on shared infrastructure. A system that is physically inside a secure building can still be exposed through a poorly controlled network connection.
Secure administration and locations
Identify accountable administrators, approval for privileged changes, authentication requirements, backup and recovery arrangements, patch and vulnerability processes, and logging. Locate operator workstations, panels, network cabinets and security servers in rooms with appropriate physical access control. Control vendor remote access, record sessions where feasible and remove it when the task is complete.
Track a cyber-vulnerability assessment to closure
Commission a vulnerability assessment appropriate to the BMS and its connections. Record each finding, owner, remediation or compensating control, due date and verification evidence. NPSA specifically advises owners to consider BMS network connections, access assurance, secure operating locations and cyber-vulnerability assessment. Physical security does not replace cyber or operational-technology security; the two must share assumptions, incident paths and handover records.
6. Control design changes and construction sequencing
Require security impact review
Route proposed changes through formal change control. The submission should show the original requirement, proposed change, affected drawings and interfaces, threat or compliance impact, temporary risk, cost and schedule effect, and approval signatures. Examples include moving a security room, reducing camera coverage, changing door hardware, rerouting a cable, substituting a controller or relocating a BMS panel.

Protect installation sequence
Review the look-ahead schedule for points at which security is needed before the permanent system is complete. Coordinate openings, embeds, conduits, network paths, power, fire stopping and commissioning access so later trades do not block readers, cameras or maintainable equipment. Provide approved temporary controls when permanent barriers are absent, and define who monitors them.
Do not trade away commissioning time
Uptime Institute’s guidance says schedules should preserve time for rigorous commissioning. If construction slips, use contract remedies, resequencing and governance escalation rather than silently shortening tests or training. A system that is installed but not integrated, witnessed and documented is not an operational control.

7. Commission security before accepting the facility
Approve a commissioning plan
Uptime Institute describes a commissioning plan that includes scope, general schedule, documentation, risk identification and mitigation, required resources and testing methods. Adapt those elements to the project and obtain approval from the owner, designer, commissioning authority and future operator. Identify prerequisites, test scripts, witnesses, defect priorities, retest rules and evidence storage.
Test functions and interfaces
Acceptance evidence should be project-specific; the cited guidance does not establish universal data-center security criteria. Define measurable results for the actual design, such as:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Every controlled opening grants and denies access according to the approved role matrix.
- Expired, lost and revoked credentials stop working within the stated time.
- Visitor registration, escort and exit records are complete and retrievable.
- Cameras provide the specified view, time stamp, recording, retention and export result.
- Alarms reach the designated monitoring point, identify the zone and follow escalation procedures.
- Power, network or controller failures produce the documented fail-safe or fail-secure behavior.
- BMS and security-system interfaces exchange only the approved data and generate expected logs.
Test normal operation, denial, forced-door, tamper, communications-loss, power-loss and recovery scenarios where relevant and safe. Log the tester, date, configuration, expected result, observed result, defect and retest evidence.
Train the people who will operate it
Train security officers, facilities staff, control-room operators, help-desk personnel and incident managers on their actual procedures. Include badge issuance and revocation, visitor handling, alarm triage, camera export, key custody, emergency contacts, BMS escalation and evidence preservation. Record attendance and competency checks rather than relying on a slide presentation alone.
8. Make handover an explicit transfer of responsibility
Deliver a controlled information set
Handover should include current as-built drawings, security and BMS network diagrams, asset and point lists, approved policies, access-role matrices, credential and key registers, camera and alarm configurations, test results, open-defect status, warranties, maintenance schedules, vendor contacts and incident procedures. Transfer files and credentials through controlled channels, verify receipt and remove construction-only accounts.
Assign ongoing duties
State who approves access, performs periodic reviews, monitors alarms, retrieves video, maintains equipment, patches connected systems, tests backup power, manages keys and reports incidents. Define service levels, escalation paths and records retention. Obtain written acceptance from the owner and operator, with exceptions and residual risks visible.

9. Keep the checklist alive after opening
Set a review cadence
Schedule recurring reviews of threats, access groups, contractor lists, camera coverage, alarm performance, BMS connections, vulnerabilities, maintenance and incident trends. The interval should match risk and policy; high-consequence areas may need more frequent review than low-risk support spaces.

Record the decision, approver, resulting controls and next review date.
Owner’s phase-gate checklist
| Phase | Owner evidence to require | Decision before proceeding |
|---|---|---|
| Concept and site selection | Threat profile, business requirements, jurisdiction review, accountable security lead | Security objectives and risk assumptions approved |
| Design | Layered site and building design, access matrix, camera and alarm concept, BMS connection map | Security design intent signed into the OPR |
| Procurement | Contract clauses, contractor vetting, substitution and change-control process | Security cannot be changed without owner review |
| Construction | Temporary-condition assessment, unattended-site logs, visitor and badge records, defect register | Current risks have an owner and mitigation |
| Commissioning | Approved plan, scripts, witnesses, interface tests, training and retest evidence | Critical defects closed or formally accepted with mitigation |
| Handover | As-builts, credentials, policies, logs, maintenance and responsibilities | Operator signs for an operational, maintainable system |
Common failure modes and corrective actions
“Security will be added later”
Late additions often conflict with structure, fire systems, accessibility, cabling or power. Correct this by placing security requirements in the OPR and reviewing them at each design gate.
“The badge system is the whole solution”
A badge cannot compensate for an open perimeter, an unmonitored alarm, poor visitor practice or an exposed BMS network. Reassess the complete people-process-technology chain and test the interfaces.
“Every contractor has the same access”
Shared or permanent credentials erase accountability and expand the blast radius of misuse. Use named, time-limited permissions, sponsor approval, area restrictions and prompt disablement.
“Commissioning can be compressed”
Reduced testing hides integration defects and leaves operators unprepared. Escalate schedule pressure, resequence work and protect the approved commissioning window.
“Handover means delivering drawings”
Drawings without current credentials, procedures, test evidence, maintenance ownership and residual-risk decisions do not create a usable control. Make the handover package and acceptance signatures contractual deliverables.
