Cyclomatic complexity measures a function’s control-flow decision structure. For a single connected control-flow graph, calculate it as V(G) = E − N + 2, where E is the number of directed edges and N is the number of nodes. For a graph with P connected components, use V(G) = E − N + 2P. In a standard single-entry, single-exit function graph, a convenient equivalent is to count decision nodes and add one.
What cyclomatic complexity measures
Cyclomatic complexity, commonly written V(G), v(G), or CC, describes the number of linearly independent paths in a program module’s control-flow graph. A graph represents statements or expressions as nodes and possible transfers of control between them as directed edges. The metric is about control flow—not the number of lines, the size of a function, or every possible runtime path.
Measure a clearly defined unit, usually one function or subroutine. A repository-wide aggregate can obscure the individual functions that need review or tests, so report per-function values or explain precisely how any aggregate was produced.
How to calculate it from a control-flow graph
- Choose the unit. Identify the function or subroutine being measured.
- Draw or obtain its control-flow graph. Mark statements or expressions as nodes and possible control transfers as directed edges.
- Count the graph. Record the number of edges (E), nodes (N), and connected components (P).
- Apply the formula. Calculate E − N + 2P. For the usual single connected function graph, P is 1, so the formula is E − N + 2.
Worked example
Suppose a function’s graph has 8 nodes, 9 edges, and one connected component. Its cyclomatic complexity is 9 − 8 + 2(1) = 3. The result indicates three independent paths in that graph; it does not mean that only three possible executions exist.

The decision-node shortcut
For a standard graph with one entry and one exit, count predicate or decision nodes and add one. If a function has two decisions, its score is 3. This shortcut depends on the graph convention and on what the tool treats as a decision. The graph formula is the clearer method when the control flow is unusual or tool behavior needs to be checked.
What counts as a decision
Branches such as if and loop conditions create decision points in ordinary control-flow graphs. But tools can differ in how they represent language constructs and exceptional control flow. For example, a language’s short-circuit boolean expressions, pattern matching, exception handling, or multiple exit paths may be modeled differently. Do not assume that every tool counts every construct identically.

When recording a result, name the measured unit and the tool or graph convention. If comparing scores from different tools, check that they analyze the same unit and handle relevant constructs consistently. The score is most useful when another developer can reproduce it from those details.
What the score tells you—and what it does not
A higher value signals more independent control-flow paths in the measured module and can help identify where to focus test planning or code review. It does not directly measure readability, correctness, security, data complexity, or overall maintainability. A low score is not proof of good code, and a high score is not proof of a defect.

There is no universal acceptable cutoff established by the primary sources cited here. If a team sets a threshold, treat it as local policy rather than a general law, and use it alongside tests, review, and other evidence.
Using the metric to plan tests
Watson and McCabe’s NIST SP 500-235 (1996), Structured Testing: A Testing Methodology Using the Cyclomatic Complexity Metric, presents cyclomatic complexity as a basis for structured, or basis-path, testing. Its executive summary states: “The number of tests required for a software module is equal to the cyclomatic complexity of that module.” That statement describes the report’s structured-testing method; it should not be treated as a universal modern testing rule.

In that method, tests are selected to exercise a basis set of independent paths and decision outcomes. This is not a claim that every conceivable execution or combination of runtime inputs has been tested. The report describes its structured-testing approach as providing more thorough testing than statement and branch coverage, but the metric alone cannot guarantee test adequacy or software quality.

NIST IR 8165, Impact of Code Complexity on Software Analysis, published in February 2017, reports that the NIST SAMATE team studied approximately 800,000 static-analyzer warnings and explains that code complexity can make weakness detection more difficult. This is evidence about challenges in static analysis; it is not a finding that cyclomatic complexity by itself predicts bugs.
