Buy Cyberpunk 2077 if you want the core Night City role-playing game and the lowest-commitment starting point. Buy Phantom Liberty only as an addition to Cyberpunk 2077: it is an expansion, not a standalone game. Choose Cyberpunk 2077: Ultimate Edition when you already want both the base game and the expansion in one package. The right choice also depends on your console generation, the edition available in your region, and whether a physical box contains a region-compatible download code.

Phantom Liberty is an expansion
CD PROJEKT RED calls Phantom Liberty “the expansion to Cyberpunk 2077.” It cannot be played without the base game. Its new adventure is presented as a spy-thriller story in Dogtown, so Dogtown and that additional campaign belong to Phantom Liberty rather than to the base purchase.

Buying Phantom Liberty by itself is therefore not a way to obtain Cyberpunk 2077. Treat it as add-on content for a compatible copy of the base game.
Ultimate Edition combines both products
The Ultimate Edition is the all-in-one purchase. In the publisher’s wording, it contains “the base game and spy-thriller expansion Phantom Liberty in one ultimate package.” That makes it the simplest option for a new player who already knows they want both parts.
Ultimate Edition is sold in physical and digital forms in select markets. The exact contents of a listing still need to be checked: a physical package may include a code for Phantom Liberty rather than putting the expansion on the disc or cartridge.

The table separates content from packaging. A listing that says “Phantom Liberty” is not equivalent to a listing that says “Ultimate Edition”: the former is the expansion only, while the latter includes the base game as well.

Which purchase fits your situation?
You want the lowest-commitment entry
Choose the base game alone. It is the only purchase in this comparison that gives you the main game without requiring an immediate decision about the expansion. This is the sensible route when you are testing whether the setting, role-playing systems and open-world format suit you, or when the base game is substantially cheaper during a sale.
Before paying, confirm that the product page says Cyberpunk 2077 rather than Phantom Liberty. A store can show both products in adjacent search results, and the expansion title does not mean the base game is included.
You already want both stories
Choose Ultimate Edition when it is available for your platform and region. It avoids buying two separate products and gives you the base game and Phantom Liberty together. If Ultimate Edition is not offered, compare the individual base-game and expansion listings and add them separately only when the platform account will recognize both products.

You already own Cyberpunk 2077
Buy Phantom Liberty as an expansion for the same compatible platform and account. You do not need to repurchase the base game in Ultimate Edition merely to obtain the expansion. Check the store listing carefully so that you select the add-on rather than a bundle that duplicates a game you already own.
You are buying for a PlayStation 4 or Xbox One
Do not plan around Phantom Liberty on those previous-generation versions. CD PROJEKT RED states that Phantom Liberty is not supported on the previous-generation PlayStation 4 or Xbox One versions. A base-game purchase for one of those systems does not create expansion compatibility. If Phantom Liberty is essential, use a platform and SKU explicitly supported by the store listing and publisher documentation.
You play on a current console or PC
Publisher announcements identify Ultimate Edition availability for Xbox Series X|S, PlayStation 5 and PC, with physical and digital releases in select markets. An announcement also covers a Nintendo Switch 2 launch-day edition. Availability can differ by country, retailer and format, so verify the exact platform label before ordering rather than relying on a similarly named product.

What to check in a physical box
A physical Ultimate Edition package may include Phantom Liberty as a redemption code. The disc, game card or installation media and the code are separate parts of the purchase; having the box does not by itself guarantee that the expansion is already installed.

- Confirm that the base game and the expansion are for the same platform family.
- Check whether the code is unused. A previously redeemed code cannot normally be transferred simply because the physical box changed hands.
- Keep the receipt and packaging until the code has been redeemed successfully.
PlayStation account-region matching
CD PROJEKT RED says that physical Ultimate Edition boxes containing a Phantom Liberty code require a matching country or region on the PlayStation account. This is the most important extra check for imported copies. A disc can fit your console while its included code still fails because the account region does not match.
For an imported PlayStation copy, check the game’s stated distribution region and your account country before opening the package. If the code does not match, contact the retailer before attempting repeated redemption; the publisher’s region requirement cannot be solved by simply reinstalling the base game.
Why digital purchases reduce packaging risk
A digital store listing normally ties the purchase to the account and platform selected at checkout, so there is no physical code card to misplace or import from another territory. Digital availability is still subject to regional storefronts, platform compatibility and the product selected. Read the included-content line before confirming payment.

- Identify your exact hardware. Write down whether you use PlayStation 5, Xbox Series X|S, PC, Nintendo Switch 2 or a previous-generation console. Phantom Liberty is not supported on PlayStation 4 or Xbox One versions.
- Decide whether you need the expansion now. If you want only the main game, select Cyberpunk 2077. If you already want the Dogtown spy-thriller adventure, look for Ultimate Edition or a base-game-plus-expansion combination.
- Read the included-content line. “Phantom Liberty” means the expansion. “Ultimate Edition” means the base game and expansion together. Do not infer the contents from the product artwork alone.
- Choose physical or digital deliberately. For a physical Ultimate Edition, look for wording that identifies a Phantom Liberty code. For digital, confirm that the store page lists both products before checkout.
- Check the country or region. PlayStation physical packages with an expansion code require a matching account country or region. Imported copies deserve extra scrutiny.
- Compare the live totals. Check the current prices for the base game, Phantom Liberty and Ultimate Edition in your own storefront. Sales, regional pricing, stock and promotional windows change, so there is no single price that applies everywhere.

Is Ultimate Edition worth buying?
Ultimate Edition is worth choosing when convenience and completeness matter more than keeping the initial purchase small. It gives a new player both products in one transaction and avoids the risk of forgetting which separate listing contains the expansion. It is especially straightforward when the store clearly identifies the correct current-generation platform.

The bundle is not automatically the best value in every sale. Because prices and discounts are regional and change over time, calculate the difference between the Ultimate Edition total and the current prices of the base game plus Phantom Liberty. A temporary sale on only one component can make separate purchases cheaper; a bundle promotion can reverse that result.
For someone undecided about the expansion, the base game is the more flexible purchase. For someone certain that they want the complete package, Ultimate Edition removes one compatibility and ordering decision, provided the platform and region checks pass.

Mistaking the expansion for a complete game
The title “Phantom Liberty” identifies add-on content. It requires Cyberpunk 2077. If the product page does not explicitly include the base game, do not treat it as a complete entry purchase.
