Cyber Resilience Act Compliance Tools: What Software Manufacturers Should Look For

The best CRA compliance tool is not one that displays a “compliant” badge. It is a system that helps your team assess each product, inventory shipped components, generate a machine-readable SBOM, manage vulnerabilities through remediation, preserve decisions as evidence, support user disclosure, and prepare reports for the official ENISA process. The Cyber Resilience Act (CRA) assigns those duties to manufacturers; software can organize and prove the work, but it cannot provide a legal safe harbor or guarantee conformity.

This guide explains the capabilities to require, a practical way to compare platforms, and the reporting deadlines that your operating process must meet.

What CRA compliance software needs to accomplish

The CRA applies to products with digital elements made available on the European Union market. The European Commission’s manufacturer guidance separates the lifecycle into three connected phases:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Before market placement: perform a cybersecurity risk assessment, implement the essential cybersecurity requirements, assemble technical documentation, and complete the applicable conformity-assessment work.
  • At market placement: provide the required user and product information, issue the declaration of conformity, apply CE marking where required, and state an appropriate support period.
  • After market placement: monitor and handle vulnerabilities, issue security updates, communicate fixed vulnerabilities, and report covered actively exploited vulnerabilities and severe incidents.

A platform should connect these phases to the exact product, version and release that customers receive. A general GRC repository may store policies, while a product-security platform may track findings; neither is sufficient if your team cannot reconstruct how a specific release was assessed, fixed and supported.

The Commission describes the allocation of responsibility plainly: “The CRA acknowledges that manufacturers along the entire supply chain are responsible for security outcomes.” Your procurement criteria should therefore be based on demonstrable workflows and exportable evidence, not marketing terminology.

1. Product scope and cybersecurity risk assessment

Map products, variants and boundaries

Start with a product register that distinguishes editions, firmware or software variants, cloud-connected elements, bundled third-party modules and release versions. The tool should let you define what is in scope, identify the manufacturer and maintainers involved, and record the markets and dates in which each version is made available.

Ask for version-aware records rather than a single risk document attached to a product name. When a dependency changes or a feature is substantially modified, reviewers need to see which assessment applies to which build.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record risks and decisions

The CRA manufacturer guidance places the risk assessment at the start of implementation. A useful system should capture the threat or vulnerability, affected asset, likelihood and impact, chosen control, owner, due date, residual risk and approval. It should preserve the reason for accepting, mitigating or transferring a risk, including links to test results and design evidence.

Confirm that the assessment can be exported into your technical-documentation package and conformity-assessment workflow. Proprietary dashboards that cannot produce a durable record create an audit problem when a product leaves the platform or a reviewer needs evidence years later.

2. Component inventory and machine-readable SBOMs

Inventory what was actually shipped

The CRA requires manufacturers to identify and document components and vulnerabilities, including a software bill of materials (SBOM) in a commonly used, machine-readable format covering at least top-level dependencies. The critical test is whether the tool describes the artifact customers receive, not merely the dependencies declared in a development repository.

Require inventory records for every releasable version. They should retain component name, supplier or maintainer where known, version, package identifier, license metadata when relevant, relationship to the product and the source of the information. Container images, operating-system packages, libraries, plug-ins and generated bundles should be included where they form part of the product.

Check SBOM formats and traceability

ENISA’s technical mapping discusses SPDX and CycloneDX as examples of machine-readable formats. Support for either format is useful interoperability, but a format alone does not prove CRA conformity. Verify that exports are complete, validate successfully, and can be regenerated for an older release.

Most importantly, follow a vulnerability finding from an identifier to the affected component, product release, fixed version and security update. If a tool overwrites the old SBOM when a package is upgraded, it cannot establish what was shipped or whether a customer’s installed version is affected.

3. Vulnerability intake, triage and remediation

Provide a clear intake path

Manufacturers need a monitored point of contact for vulnerability reports. A suitable platform can accept reports from security researchers, customers, suppliers and internal testing, assign a tracking identifier, record the date and source, and protect confidential details while the issue is investigated.

Look for configurable intake forms and email or API ingestion, but do not treat automation as a substitute for a staffed process. The responsible team must be able to acknowledge a report, request additional information and document communication with the reporter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relate findings to products and versions

Triage should show whether a finding affects one release, a product family or a component used across many products. Require severity assessment, exploitability notes, affected configurations, ownership, target dates and an approval trail for every decision. A platform that only stores a CVSS score will not capture the product-specific context needed for CRA decisions.

Track remediation through the support period

The regulation requires vulnerabilities to be addressed and remediated without delay and calls for effective, regular security tests and reviews. Your system should create remediation tasks, record the patch or mitigation, link the change to test evidence, and show which supported versions received the update.

Where technically feasible, security updates should be separable from functionality updates. Check whether the release workflow can identify a security-only update, its advisory, affected versions and deployment status. The support period should be recorded per product based on how long it is expected to remain in use; the CRA does not establish one universal number of years for every product.

Handle third-party and open-source components

If you identify a vulnerability in an integrated component, the CRA requires you to report it to that component’s manufacturer or maintainer and to address and remediate it. This includes open-source components. Select a tool that logs the supplier or maintainer contact, outgoing notice, response, requested fix, escalation and the action taken in your own product.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Supplier communication should remain attached to the affected component and release. Otherwise, a later reviewer cannot tell whether the manufacturer investigated a dependency issue or simply closed an internal ticket.

4. Testing and security-review evidence

Annex I of Regulation (EU) 2024/2847 states: “Manufacturers of products with digital elements shall apply effective and regular tests and reviews of the security of the product with digital elements.” A compliance-oriented platform should therefore store more than a scan count.

  • Link static, dynamic, dependency, penetration and other applicable test results to the tested build.
  • Record test scope, tool or method, date, environment, tester, findings and retest outcome.
  • Keep evidence of security reviews, exceptions and compensating controls.
  • Show when a failed test blocked release or was accepted by an authorized person.

Ask whether evidence can be exported in common formats and retained under your organization’s retention policy. A screenshot in a dashboard is weaker evidence than a signed result tied to a reproducible release identifier.

5. Disclosure and user-facing information

After a security update is available, the CRA generally requires information about fixed vulnerabilities to be shared and publicly disclosed. The information should identify affected products, explain impact and severity, and help users remediate. Your workflow should connect the advisory to exact product versions, update packages, release notes and user instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Disclosure is not unconditional or automatically immediate in every case. The CRA allows a limited delay when the manufacturer is duly justified in concluding that publication risk outweighs the security benefit, and the delay lasts only until users have had an opportunity to apply the patch. Configure approval and justification fields for that decision; do not rely on an informal email trail.

Useful capabilities include coordinated-disclosure timelines, researcher communications, advisory templates, translation or regional publication controls, and a public record that can be updated when the affected-version assessment changes.

6. Technical documentation and conformity workflow

Build an evidence graph

Technical documentation should be assembled from product-specific evidence: the risk assessment, architecture and component inventory, SBOM, test results, vulnerability decisions, security updates, user information and support-period rationale. A platform should link those records rather than forcing a compliance manager to copy files manually into an unconnected folder.

Check for immutable or versioned records, role-based approvals, timestamps, audit logs and export in a format that remains readable outside the vendor’s service. Ask how records are preserved if the subscription ends, a product is retired or the vendor changes its data model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Support conformity assessment and CE records

The tool does not perform a legal conformity assessment unless it is part of a separately qualified service. It should, however, identify the applicable assessment route, list required evidence, track reviewers and capture the declaration-of-conformity and CE-marking status for each product version. Keep legal sign-off with the manufacturer and, where applicable, the notified body.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

7. Reporting readiness and the ENISA platform

Since 11 September 2026, manufacturers submit covered actively exploited vulnerability and severe-incident reports through the CRA Single Reporting Platform, an online ENISA system. A commercial workflow product can prepare information, route alerts and capture timestamps, but it is not the official submission channel.

Report event Initial deadline Later report
Actively exploited vulnerability Early warning within 24 hours of awareness Full notification within 72 hours; final report no later than 14 days after a corrective measure is available
Severe incident Early warning within 24 hours of awareness Full notification within 72 hours; final report within one month from the 72-hour notification

Configure the clock from the moment of awareness, not from the time a ticket is created. The system should record who recognized the event, when the threshold was reached, what information was submitted, who approved it and the confirmation received from the official platform. Maintain a fallback procedure for an outage or unavailable approver.

How to compare CRA tool options

Use a capability matrix based on your actual products and releases. “CRA-ready” claims are not a substitute for a demonstration.

Evaluation axis Questions to ask Evidence to request
Coverage Does it support risk assessment, component inventory, SBOM, vulnerability intake, testing, remediation, disclosure and documentation? A workflow map showing each CRA activity and its owner
Traceability Can a finding be traced to a dependency, shipped version, fix, advisory and approval? A versioned record from a real release
Interoperability Can it import and export machine-readable SBOMs and connect to repositories, CI/CD, issue tracking and disclosure systems? Sample SPDX or CycloneDX export and API documentation
Lifecycle support Can it track support periods, maintainer communications and security-update status? A dependency issue showing supplier contact and release closure
Reporting operations Does it alert on 24-hour and 72-hour deadlines and preserve submission timestamps? A simulated incident timeline and exportable report packet
Evidence and fit Does deployment, data handling, retention and access control fit your technical-documentation process? Retention, export, access-control and exit documentation

Ask each supplier to demonstrate a shipped release and a simulated vulnerability from discovery through triage, component-owner notification, remediation, testing, advisory preparation and reporting preparation. This is an evaluation method, not a claim that any particular product has passed an independent test.

Standards, applicability and dates to verify

The Commission says standardisation request M/606 contains 41 standards supporting the CRA. Horizontal standards address shared frameworks and processes, including vulnerability handling; vertical standards address product types and risks and may support a presumption of conformity. These roles are different, and standards work continues.

Before relying on a standard in an assurance statement, verify its current status, whether it has been adopted or harmonised, and whether it applies to your product category. ENISA’s standards mapping is useful technical context, but it is not itself a binding legal instrument.

The Commission’s current reporting information states that reporting obligations apply from 11 September 2026. Products placed on the market before 11 December 2027 are subject to the CRA from that date if they are substantially modified; reporting obligations also apply to products already made available on the Union market. Applicability depends on the product’s facts, modifications and market status, so obtain a product-specific legal assessment rather than applying these dates mechanically.

Common procurement mistakes

  • Buying a badge: A “CRA-compliant” label does not establish that the platform covers your product scope or that your organization performed the required work.
  • Scanning only source repositories: The SBOM and vulnerability record must represent shipped artifacts and retained versions.
  • Ignoring suppliers: Integrated-component vulnerabilities and maintainer communications need a traceable workflow, including for open source.
  • Leaving disclosure outside the system: Advisory approval, affected-version mapping and any justified publication delay should be recorded with the remediation.
  • Confusing preparation with reporting: A workflow tool may prepare a packet, but the manufacturer must submit through the official ENISA Single Reporting Platform.
  • Assuming standards are final: Check the latest Commission status and product applicability before making a conformity claim.
  • Failing to plan an exit: Ensure that records, SBOMs, audit trails and technical-documentation exports remain usable if the service changes or ends.

A practical selection sequence

  1. Define the product set. List products with digital elements, variants, releases, EU availability and expected support periods.
  2. Map the evidence. Identify where risk decisions, SBOMs, test reports, advisories, supplier notices and conformity records are created today.
  3. Write capability requirements. Include version traceability, machine-readable export, retention, approvals, integrations and reporting-clock controls.
  4. Run a release-based demonstration. Use one shipped version and one simulated vulnerability; require the supplier to show every handoff and export.
  5. Validate operational ownership. Assign product security, engineering, legal, support and incident-response responsibilities before purchase.
  6. Test evidence retrieval. Have an internal reviewer reconstruct why the release was accepted and how a vulnerability was fixed using only exported records.
  7. Document residual gaps. Record activities the platform does not perform, such as legal interpretation, notified-body assessment or ENISA submission, and assign those tasks explicitly.
