Cyber Attacks and Manufacturing Downtime: Is Your Cyber Policy Ready for 2026?

A cyber policy is ready for a manufacturer only when its issued wording and endorsements match the plant’s actual systems, interruption scenarios, supplier dependencies, recovery costs and claims obligations. A headline limit or a general promise of “business interruption” is not enough: definitions, triggers, sublimits, waiting periods and exclusions determine how coverage applies to a particular loss.

Why a cyber incident can become a production crisis

Manufacturing cyber risk is not confined to stolen files or unavailable office email. Industrial control systems (ICS) support physical processes; an incident affecting them can threaten safety, interrupt production and damage economic performance. That makes the link between a cyber event and a plant’s operations central to both insurance review and recovery planning.

Defensive controls can reduce the likelihood and impact of an incident, but they cannot eliminate cyber risk. The National Institute of Standards and Technology (NIST) makes that point in its SP 1800-41 guidance for manufacturing ICS response and recovery: organizations also need plans to restore operations. SP 1800-41 was an initial public draft when its comment period closed on July 8, 2026; it is useful planning guidance, not a final publication or a policy-coverage standard.

What the available incident and claims figures do—and do not—show

The FBI’s Internet Crime Complaint Center (IC3) 2025 Annual Report recorded more than 3,600 ransomware complaints and reported losses exceeding $32 million. Those are IC3 reports, not a complete estimate of ransomware’s economic cost or a manufacturing-only total. The FBI cautions that reported losses generally omit business downtime, wages, lost files or equipment, and outside remediation; underreporting is also possible.

  • EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.

Resilience’s April 2026 manufacturing claims summary offers a different view: its portfolio attributed over 90% of incurred losses to ransomware, even though ransomware represented 12% of claim volume. In the same portfolio, phishing and transfer fraud represented 30% of claims, and MFA misconfiguration was associated with about 26% of losses. These are findings about Resilience’s manufacturing portfolio, not market-wide rates and not an individual manufacturer’s probability of a claim. They illustrate why frequency and severity should be assessed separately: a threat may account for a smaller share of claims but a larger share of losses.

Review the actual wording against the plant’s exposure

Use the declarations, base policy form and every endorsement together. For each coverage area, record the relevant definition or clause, the applicable limit or sublimit, the trigger, and any condition that could affect a claim. Ask the broker or insurer to identify the controlling language rather than relying on a marketing summary.

Coverage area Question to answer from the wording Potential mismatch to investigate
Covered systems Do definitions include the facility’s OT, ICS, SCADA, manufacturing execution systems (MES), control networks and relevant software? Coverage may be framed around information technology systems or may exclude operational control systems. Check the exact definitions and exclusions.
Business interruption What event triggers cover? Is malicious cyber activity covered, and is non-malicious system failure treated differently? What interruption must be measurable, and how is the restoration period defined? A policy may respond differently to an attack, an accidental failure or another cause. Do not assume lost production qualifies without checking the trigger and measurement terms.
Dependent business interruption Does the wording address a covered outage at a critical supplier, logistics provider, cloud host, managed service provider or other dependent partner? Must the partner be named? Some structures may require named direct partners or apply separate sublimits. Check whether the clause reaches physical supplier or raw-material disruption, or only a partner’s computer-system outage.
Limits and time thresholds What aggregate limit and sublimits apply to interruption, extortion, restoration, dependent business interruption and system failure? What waiting period and restoration-period cap apply? A large headline limit can coexist with a lower sublimit, a separate trigger or a time threshold that changes the amount recoverable for a particular loss.
Exclusions and causation How do exclusions for infrastructure interruption, war or state-backed activity, physical damage, bodily injury, contractual penalties and other relevant causes apply? Do not infer that a cyber event is covered—or excluded—based on its label alone. The cause of loss and the wording’s treatment of resulting damage matter.
Recovery and response costs Which incident-response, restoration, recovery and extra-expense costs are covered, and under what conditions? Check for applicable sublimits, consent requirements, provider-panel rules and distinctions between restoring systems and making up lost production.
Claims duties What are the notice deadlines, insurer-consent requirements, provider rules, documentation standards, proof-of-loss requirements and cooperation duties? Operational decisions made during a fast-moving incident can have insurance implications. Know the requirements before an event, including who is authorized to contact responders or incur costs.

Contingent business interruption is one area where structures vary. Munich Re describes possible cover for an incident affecting a supplier or service provider’s computer system and discusses named direct partners and sublimits as possible design features—not universal rules. Beazley’s wording guidance likewise illustrates why triggers, waiting periods, restoration definitions and dependent-interruption language need close review. The policy actually issued, its declarations and endorsements, and applicable law govern a claim.

Map coverage to real production dependencies

A policy review is only as complete as the operational picture behind it. Build a concise dependency map with plant, OT, IT, finance, procurement, logistics and risk-management leads. Identify the systems and external services whose loss would stop, slow or make production unsafe, then compare those dependencies with the policy’s definitions and covered scenarios.

  • List production-critical OT and ICS, SCADA, MES, control networks, software and the people or service providers needed to restore them.
  • Identify suppliers, raw-material sources, logistics firms, cloud services and managed providers whose disruption could affect production or delivery.
  • For each critical dependency, record whether the policy addresses its outage, whether a partner must be named, and which limit, waiting period or restoration cap applies.
  • Connect recovery plans to production priorities and safety constraints. A technically restored network does not necessarily mean a line is ready to restart safely.

Then preserve the records that could substantiate a claim: outage start and end times, affected lines and output, lost income, extra expense, restoration work, and communications or decisions required by the policy. Claims duties and operational evidence should be understood before an incident, not reconstructed from memory afterward.

Use the review to close coverage and readiness gaps

  1. Start with the declared insured operations. Confirm that the policy description and schedules accurately reflect the facilities and manufacturing activities under review.
  2. Trace each plausible interruption scenario. For a direct plant incident, a non-malicious system failure and an outage at a critical partner, identify the trigger and the clause that would apply. Ask separately about physical supplier disruption and computer-system outages.
  3. Calculate usable protection, not just the headline limit. Match each scenario to its sublimit, waiting period, restoration definition and cap. Make the assumptions explicit so decision-makers can see where a loss could fall outside the intended protection.
  4. Resolve ambiguous wording with the broker or insurer. Request clarification tied to the issued form and endorsements. If a key operational system or dependency is not clearly addressed, ask whether an endorsement is available and review its exact language.
  5. Test operational recovery and claims readiness together. Align the incident-response plan, safe production-restoration steps, approved response providers, notification chain and recordkeeping with policy conditions.

There is no universally best cyber policy or carrier established by the available evidence. Compare the actual forms and endorsements on OT/ICS scope, malicious-attack and system-failure triggers, dependent interruption, limits, time thresholds, exclusions, recovery and response expenses, and claims duties. A comparison that stops at premium or aggregate limit misses the terms most likely to determine whether coverage follows a plant’s real dependencies.
