CVE-2026-94127 is reported as an unauthenticated remote-code-execution vulnerability in F5 BIG-IP Access Policy Manager (APM), but the documented result is execution in the data plane—not confirmed execution as root. Exposure requires a virtual server configured with both an APM access policy and an OAuth profile; it is not described as affecting every BIG-IP deployment. The advisory record says there is no control-plane exposure.
What CVE-2026-94127 does
The vulnerability is described as a heap-based buffer overflow: specially crafted network traffic can trigger remote code execution when the affected APM and OAuth configuration is present. The GitHub Advisory Database record characterizes the attack as unauthenticated and says BIG-IP Appliance mode is also affected. Its scope is the data plane, with no control-plane exposure reported.

That is the supported attack outcome. The reviewed public accounts do not establish that code runs as the root user, describe a privilege transition to root, or provide an exploit chain proving the execution context. The “to Root” part of the original title is therefore unverified; it should not be treated as a confirmed impact.
Severity scores use different CVSS versions
The GitHub Advisory Database record lists CVSS v4 9.3. Rapid7’s September 22, 2026 report gives CVSS v3.1 9.8, relaying F5’s advisory. These are scores calculated under different CVSS versions, not directly comparable measurements or evidence of different attack outcomes.

Which BIG-IP virtual servers may be exposed?
The central configuration check is whether the same virtual server has both an APM access policy and an OAuth profile. The vulnerability is not described as present in a default configuration, nor as affecting all BIG-IP systems simply because they run APM.
Expert Insights’ summary of F5’s advisory further specifies that APM must be acting as an OAuth authorization server; it reports that using APM strictly as an OAuth client or resource server is unaffected. That role-specific distinction comes from secondary reporting, so verify it against F5’s current advisory before relying on it to rule out exposure.

- HARDWARE PLUS SECURITY SERVICES: FortiGate-60F Firewall Appliance bundled with 1 year of FortiCare Premium and FortiGuard Unified Threat Protection.
- UNIFIED THREAT PROTECTION (UTP): Secures against advanced online threats with comprehensive web filtering and anti-botnet technologies.
- OPTIMIZED FOR MEDIUM-SIZED BUSINESSES: Tailored for businesses needing robust security without the infrastructure of larger enterprises.
- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
- Check the virtual server: identify whether an APM access policy and OAuth profile are both configured there.
- Check the OAuth role: determine whether APM is operating as an authorization server, as distinct from a client or resource server.
- Check the operating mode: Appliance mode is not an exclusion; it is also reported as affected.
- Check support status: the advisory record says releases that have reached End of Technical Support were not evaluated. That does not establish that those releases are safe.
Reported affected releases and engineering hotfixes
Rapid7’s September 22, 2026 summary of F5’s advisory reports the following release trains and engineering hotfixes. The table is not a substitute for checking the installed build and hotfix applicability against F5 advisory K000162605: confirm the current vendor instructions before changing a production system.
| Release train | Reported affected versions | Reported engineering hotfix |
|---|---|---|
| 21.1.0 | Versions before the listed fix | Hotfix-BIGIP-21.1.0.2.0.30.22-ENG |
| 17.5.0 | 17.5.0 through 17.5.1, before the listed fix | Hotfix-BIGIP-17.5.1.9.0.160.12-ENG |
| 17.1.0 | 17.1.0 through 17.1.3, before the listed fix | Hotfix-BIGIP-17.1.3.5.0.41.14-ENG |
These are reported engineering hotfixes, not a claim that every system on a listed train is vulnerable regardless of configuration or installed fix. Use F5’s current K000162605 guidance to match the exact installed version to the applicable remediation.

What was reported about exploitation
Rapid7 reported on September 22, 2026 that F5 had confirmed exploitation in the wild and that CISA had added CVE-2026-94127 to its Known Exploited Vulnerabilities catalog. Rapid7 said a publicly available proof of concept had not been confirmed as of that report. Those statements describe the status reported on that date; they do not establish whether a public exploit is available now.
What BIG-IP administrators should do
- Inventory systems and configurations. Record the BIG-IP release and installed hotfixes, then identify virtual servers where an APM access policy and OAuth profile coexist. Determine the OAuth role rather than assuming every OAuth configuration is equivalent.
- Apply the matching vendor fix. Check F5 advisory K000162605 for current release-specific instructions and confirm that the engineering hotfix applies to the installed build. Rapid7 advised applying the appropriate F5 hotfix as soon as operationally feasible.
- Use only the support-provided workaround if patching must wait. Rapid7 reports that F5 makes an iRule workaround available through F5 Support. Open a support case and follow F5’s implementation guidance; do not improvise or deploy an iRule based only on a secondary description.
- Assess possible compromise through your incident-response process. Active exploitation was reported, but the reviewed public accounts do not provide validated forensic indicators or detailed hunt procedures specific to this CVE. Use your organization’s established response procedures and current vendor guidance.
Rapid7 also reported that Exposure Command, Vulnerability Management, and Nexpose customers could assess exposure using checks expected in its September 23, 2026 content release. Confirm current coverage with Rapid7 if you use those products; a scanner result does not replace reviewing the actual virtual-server configuration or applying the vendor remediation.
Sources and evidence limits
The GitHub Advisory Database record references F5’s advisory and NVD and reports the vulnerability class, configuration condition, data-plane scope, lack of control-plane exposure, Appliance mode impact, and CVSS v4 score. Rapid7’s September 22, 2026 report summarizes F5’s affected releases, hotfixes, exploitation status, and workaround availability. Expert Insights is the source for the more specific OAuth authorization-server distinction. For operational decisions, use F5 advisory K000162605 as the current authority on applicability and remediation.
