The October 16, 2026 report places those agents inside deployments across the firm’s Corporate & Finance, Litigation & Arbitration, and Regulatory/IP practice groups. The report attributes the details to Harvey and the firm; it is not presented as a standalone press release from either organization.

International Arbitration is the third named example. That focus fits the merged firm’s stated emphasis on complex, cross-border client work, but no public material establishes how the agent performs on particular rules, seats, languages or procedural stages.

The report also described lawyers collaborating on playbooks. That matters because an agent can encode not only general legal information but also a firm’s preferred sequence of checks, drafting conventions and escalation points.
How Harvey Agent Builder is designed to work
Harvey’s May 5, 2026 product announcement described Agent Builder as a way for firms to tailor agents to their own knowledge, processes and ways of working. Harvey said more than 500 prebuilt use-case Agents were live in early access at that time, covering common legal workflows.

Harvey Chief Product Officer Anique Drumright said the agents are “designed by lawyers who’ve done the work these agents handle,” rather than by prompt engineers alone. In practical terms, a firm-led build generally requires lawyers to define the job, supply approved knowledge and playbooks, set boundaries for the workflow, and test outputs against representative matters. The public announcement does not disclose Hogan Lovells Cadwalader’s specific configuration or approval gates.
Harvey says its agents are tested against evaluation benchmarks for accuracy and relevance. That is a vendor statement: the cited announcement does not publish the benchmark methodology, test sets, scores or independent validation. Readers should therefore distinguish between the existence of an evaluation process and evidence of performance in a particular Hogan Lovells Cadwalader workflow.

Harvey CEO Winston Weinberg characterized this shift by saying the legal industry is “well past AI as an assistant and officially in the era of legal agents.” The figures indicate broad reported adoption, but they do not by themselves show how often agents are used, how much work they complete without revision, or whether results are comparable across firms.
Where this fits in the merged firm’s technology strategy
Hogan Lovells Cadwalader launched on July 1, 2026, following the merger of Hogan Lovells and Cadwalader, Wickersham & Taft. The firm said the combination brought together more than 3,200 lawyers, more than 900 partners, over $3.6 billion in revenue and a presence in more than 18 countries. Those are the firm’s own figures for the newly combined organization.

The firm also said it would continue investing in AI and other tools that support clients on complex cross-border work. Custom agents for arbitration, capital markets and knowledge management can be understood as an attempt to make that investment practice-specific rather than treating AI as a single general-purpose chatbot.

The October 16 report said the firm unveiled a broader AI strategy and governance structure alongside agreements involving Harvey and Legora, proprietary client solutions and an AI Board. According to that report, the board is expected to review ideas from practice groups and sectors, decide whether a solution should be built or sourced, allocate resources and oversee deployment.
The report named Paul Otto as Managing Partner – Legal Technology and AI, Oliver Campbell as Chief Transformation Officer, and Bill Ferreira as Managing Partner – Commercial Unit and Client Delivery. Because these governance details were reported rather than independently confirmed in a primary release, they should be treated as the account of that contemporaneous report.
For a law firm, governance is as important as an agent’s drafting ability. A workable control framework must define which client and matter data an agent may access, who approves a playbook, how changes are logged, when a lawyer must review an output, and how errors or confidentiality incidents are escalated. None of those operating details has been publicly specified for the named Hogan Lovells Cadwalader agents.
What the announcement means for legal AI adoption
- Use cases are becoming narrower and more consequential. The named agents target identifiable legal functions instead of a generic “ask AI” experience.
- Firm knowledge is a differentiator. Agent Builder’s value depends on how accurately an organization can encode its own precedents, processes and playbooks.
- Lawyer ownership remains central. Harvey’s description emphasizes agents built by lawyers, while the firm’s reported board structure suggests ongoing human oversight.
- Adoption numbers need context. Harvey’s counts are substantial but self-reported and do not replace independent accuracy, security or productivity evidence.
- Cross-border scale raises implementation questions. A firm operating across more than 18 countries must resolve data controls, jurisdiction-specific guidance and consistent review standards before expanding an agent broadly.
What is still unknown
Public descriptions do not provide pricing, contract terms, integration details, deployment geography, data-retention settings, independent benchmark results or verified productivity measurements for this rollout. They also do not show whether the three named custom agents are available firmwide, limited to particular offices, or still being expanded. Those omissions make it premature to infer that the agents replace legal judgment or deliver uniform results across matters.

The reported Hogan Lovells Cadwalader deployment is a concrete example of a large post-merger law firm moving from general AI assistance toward lawyer-designed, practice-specific agents. Its significance lies less in the agent count than in the operating model: custom workflows grounded in firm knowledge, developed with playbooks and placed under a proposed governance structure. The public evidence confirms the direction of adoption, while detailed performance and control results remain undisclosed.
