Currency conversion fees explained: banks, card networks and specialist services

The amount you pay for foreign currency is rarely determined by the headline exchange rate alone. Your final cost can combine the underlying rate, a card-network or provider markup, an explicit foreign-transaction or transfer fee, and charges taken by an intermediary or recipient bank. In a normal card purchase, the merchant charges you in local currency and your issuer converts it later. Dynamic currency conversion (DCC) reverses that arrangement by letting the merchant or ATM convert immediately, often at a less favorable rate. For transfers, compare the amount the recipient receives after every deduction—not an advertised interbank rate.

What a currency-conversion charge actually contains

“Currency conversion fee” is an umbrella term. Two transactions with the same purchase price can produce different account debits because each provider combines these elements differently:

As an Amazon Associate I earn from qualifying purchases.

  • Underlying exchange rate: the market, reference or network rate used to turn one currency into another.
  • Embedded markup: a spread added to that rate by a card issuer, bank or transfer provider. It may exist even when the provider advertises no separate foreign-transaction fee.
  • Explicit fee: a fixed amount or percentage shown separately for a card purchase, cash withdrawal or transfer.
  • Intermediary or recipient-bank deductions: charges removed while a transfer passes through other institutions, reducing what arrives.
  • Merchant or ATM DCC charge: an operator-controlled conversion when you choose to see and pay in your home currency at checkout or withdrawal.
Cost layer Who controls it Where you may see it
Base conversion rate Card network, bank or transfer provider Rate applied to the transaction
FX markup Issuer, bank or provider Included in the applied rate; sometimes disclosed separately
Foreign-transaction or transfer fee Issuer, bank or provider Statement line or quoted transfer costs
DCC conversion and markup Merchant or ATM operator Checkout or ATM screen before you accept
Intermediary or recipient-bank fee Other banks in the payment chain Deducted from the transfer or amount received

Rates also vary with the currency pair, transaction date, issuer, customer tier and geography. A rate shown by an online converter is therefore a reference point, not a promise of what your card or recipient will receive.

How a normal card payment is converted

In a standard, non-DCC card transaction, the purchase remains in the merchant’s local currency. The conversion normally happens after authorization through the card network and your card issuer.

  1. The merchant submits the local-currency amount. A purchase in euros, for example, remains a euro transaction at the terminal.
  2. The network applies its conversion process. Visa documentation describes a base conversion rate, any FX markup, a total conversion rate and an optional bank-specific fee. Mastercard’s 2025 DCC guide likewise says that, without DCC, the issuer may use Mastercard’s foreign-exchange rate.
  3. Your issuer adds its own pricing. The issuer can impose a separate foreign-transaction fee, add a markup, or do both. The final rate can therefore differ from the network’s published rate.
  4. The converted amount posts to your account. The statement amount reflects the rate and fees used for that transaction, which may not match the rate you saw when you tapped your card.

A card promoted as having “no foreign transaction fee” may still be more expensive than expected if its issuer embeds a spread in the exchange rate. To find the real cost, compare the statement debit with the local-currency amount and the relevant reference or network rate, rather than checking only for a separate fee line.

Dynamic currency conversion: the choice at a terminal or ATM

Dynamic currency conversion moves the exchange decision from your issuer to the merchant or ATM. The terminal or machine offers to convert the local-currency price into your home currency immediately. If you accept, the operator sets the conversion rate and any displayed markup or fee; your issuer then processes a home-currency transaction instead of converting the local amount later.

What a compliant DCC offer must show

Visa says a DCC offer must display both the local-currency amount and the home-currency amount, the exchange rate, and any additional fee or markup. You must be allowed to accept or decline without pressure, and the merchant or ATM should not make the choice on your behalf. Visa’s consumer guidance states: “Merchants and ATMs should give you a choice to accept or decline currency conversion and must not choose on your behalf.”

If the screen omits the two amounts, hides the rate, bundles an unexplained fee, or appears to select conversion automatically, decline the conversion and ask the issuer about the transaction. Keep the receipt or photograph the screen if you need to dispute a manipulated choice.

Why declining is usually the safer default

Wise advises: “We recommend saying no, because most ATMs and card terminals will use an unfair exchange rate when converting for you.” Wise also reports that its research found users are “usually charged 6%-13% more” when withdrawing with conversion. That percentage is Wise’s provider-specific research figure, not a universal average for every ATM, card or country.

What to select on the screen

  1. Look for the two choices, often phrased as “pay in local currency” and “pay in [your home currency].”
  2. Select the local currency. This leaves the conversion to your card issuer and network under the normal card path.
  3. Decline wording such as “accept conversion,” “guaranteed rate,” or “continue with conversion” when it refers to the ATM or merchant’s exchange.
  4. Confirm that the receipt shows the local amount. Check your statement later for the issuer’s rate and any separate fee.

ATM withdrawals: local currency versus home currency

An ATM withdrawal presents the same decision in cash form. The machine can dispense the local currency and let your issuer convert it, or it can offer DCC and show a home-currency debit immediately. Choose the local-currency option when you want the issuer and network to perform the conversion. The ATM’s own DCC rate and markup then do not replace that conversion path.

Record the amount dispensed, the local-currency amount shown on the receipt, and any operator charge. Your account statement may contain both the converted withdrawal and a separate cash or foreign-transaction fee, depending on the issuer’s tariff. If the ATM never gives a genuine choice, cancel and try another machine, then report the behavior to your card issuer.

Are card-network rates cheaper than specialist transfer services?

There is no universal winner. A card transaction and a bank or specialist transfer serve different purposes, and pricing changes by currency pair, amount, destination, customer tier and country. The meaningful comparison is the all-in result: how much leaves your account and how much reaches the recipient.

Comparison point Normal card/network path DCC path Specialist transfer
Exchange-rate basis Network or issuer rate, possibly with issuer markup Merchant or ATM rate shown at the point of sale Provider’s quoted rate, which may include a markup
Explicit fee Issuer may add a foreign-transaction fee Additional fee or markup must be shown in the offer Fixed or variable transfer fee may apply
Who controls conversion Issuer and network after the local-currency purchase Merchant or ATM immediately Transfer provider at the time you commit
Recipient outcome Card purchase posts to your account; no transfer recipient Card purchase or cash withdrawal posts in home currency Recipient amount can be reduced by intermediary or recipient-bank charges
Disclosure timing Rate and fees may appear on the statement after processing Local amount, home amount, rate and additional charges should appear before acceptance Firms should show rate, fees, markups and recipient amount before commitment
Geographic rule set Issuer and network rules plus local law Network DCC rules plus local law Transfer regulations in the sending and receiving jurisdictions

The UK Financial Conduct Authority (FCA) warns that “Tools which convert currency at the interbank rate may be used in such a way as to give consumers the misleading impression that the rates shown are available to them.” An online calculator can therefore help you benchmark a quote, but it cannot establish the rate your provider will actually deliver.

How to compare a transfer quote on an equal basis

Use the same sending amount, currency pair and delivery method for every quote. Before you authorize anything, capture these six figures:

  1. Reference or network rate: the benchmark used for context.
  2. Provider’s quoted rate: the rate actually offered to you, not merely a headline interbank rate.
  3. Provider markup: the difference between the reference rate and the offered rate, whether or not it is labeled as a fee.
  4. Fixed or percentage fee: include transfer, card-funding or cash-pickup charges where applicable.
  5. Intermediary and recipient-bank deductions: ask whether other institutions can subtract charges in transit or on arrival.
  6. Final amount received or posted: use this as the deciding number.

A provider with no separate fee can still deliver less if its rate includes a larger markup. Conversely, a visible fee can be cheaper overall when the quoted rate is closer to the reference rate. Compare the final recipient amount for transfers and the final statement debit for card spending.

EU disclosure rules and what they do not guarantee

For card-based currency conversion in the European Union, Regulation 2019/518 and the Cross-Border Payments framework require the conversion charge to be expressed as a percentage markup over the latest available European Central Bank euro foreign-exchange reference rate. The markup must be disclosed before the transaction is initiated. The European Banking Authority confirms this treatment for card transactions and notes that PSD2 requires applicable charges and the actual or reference exchange rate to be made available.

These rules improve comparability: a customer can see how far a card’s rate sits above the ECB reference benchmark. They are transparency requirements, not a worldwide price cap and not a guarantee that one issuer will be cheapest. Outside the EU, check the issuer’s tariff and the consumer-protection rules in the relevant country.

A practical workflow before you pay or send

  1. Identify who will convert. At a shop or ATM, determine whether the screen is offering DCC. For a transfer, identify the provider quoting the rate.
  2. Keep the transaction in the local currency when using a card. Decline merchant or ATM conversion unless you have compared the complete figures and deliberately prefer it.
  3. Read every fee line. Look for a foreign-transaction charge, transfer fee, ATM charge, markup and possible recipient-bank deduction.
  4. Write down both amounts and the rate. Save a screenshot or receipt before confirming a transfer or accepting a terminal offer.
  5. Calculate the all-in result. For a transfer, use the amount that arrives; for a card purchase, use the final statement debit.
  6. Check the statement or recipient confirmation. Compare the posted amount with the quote and investigate any unexplained difference promptly.

Why the amount on your statement can differ from an online rate

  • The converter may show an interbank or reference rate that is unavailable to retail customers.
  • Your issuer may have added a markup even though no separate foreign-transaction fee appears.
  • The network may have processed the transaction on a different date from the purchase or authorization.
  • You may have accepted DCC at the terminal or ATM, moving control of the rate to the operator.
  • A transfer may have lost money to intermediary or recipient-bank charges after the provider displayed its quote.

These explanations are distinct: check the receipt to determine whether DCC was selected, the statement for issuer fees, and the recipient confirmation for deductions in a transfer chain.

What to do when a conversion looks wrong

The merchant or ATM converted without a clear choice

Keep the receipt, note what the screen displayed, and contact the card issuer. Visa recommends declining and reporting a DCC offer when required details are missing or the choice is manipulated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The rate is worse than the network rate

Check the issuer’s tariff for a markup or foreign-transaction fee and confirm the processing date. “No foreign transaction fee” does not rule out an embedded spread.

The transfer recipient received less

Compare the promised recipient amount with the delivered amount and ask which intermediary or recipient bank deducted the difference. For future transfers, favor quotes that identify those possible deductions before commitment.

You cannot tell who set the rate

Use the transaction record: a home-currency amount printed by the merchant or ATM indicates DCC, while a local-currency purchase followed by a later converted statement amount indicates the normal issuer/network path.

The bottom line for each payment type

  • Card purchase: let the issuer and network convert the local-currency transaction unless you have a documented reason to choose DCC.
  • ATM withdrawal: select the local currency and decline the machine’s conversion offer.
  • Specialist transfer: compare the all-in delivered amount, including markups and intermediary or recipient-bank deductions.
  • EU card use: read the percentage markup over the latest ECB euro reference rate before authorizing, while remembering that the rule does not cap prices globally.
