Ctrl+C usually fails for one of five reasons: nothing is selected, the current app does not allow copying, you are using a terminal where Ctrl+C interrupts commands, the clipboard service is stuck, or the Ctrl key is not being detected. On Windows desktop apps use Ctrl+C; on macOS use Command-C; in Windows Terminal and many Linux terminals use Ctrl+Shift+C to copy.
Use the shortcut that matches your platform and context
The first troubleshooting step is to identify where you are pressing the keys. A shortcut that is correct in a document editor can have a deliberate, different meaning in a terminal.

| Where you are working | Copy shortcut | What Ctrl+C may do instead |
|---|---|---|
| Windows graphical applications | Ctrl+C (Microsoft also documents Ctrl+Insert) | Nothing if no text, file or object is selected |
| macOS applications | Command-C | Ctrl+C generally is not the Mac copy command |
| Windows Terminal | Ctrl+Shift+C by default | Ctrl+C sends an interrupt to a running command |
| Linux terminal in Visual Studio Code | Ctrl+Shift+C and Ctrl+Shift+V | Ctrl+C can stop the foreground process |
| Browser or web application | Usually the platform shortcut | The page, browser permissions or edit mode may restrict clipboard access |
Microsoft’s Windows shortcut reference describes “Ctrl+C Ctrl+Insert” as copying the selected text. Apple’s Mac guidance says, “Press Command-C on your keyboard to copy the selected item.” Those rules apply only when the application supports copying and an item is selected.

Run this two-minute isolation test
These checks identify whether the fault is the keyboard, one application, the clipboard or the shortcut context. Perform them in order so each result narrows the cause.

- FULL-SIZED CONVENIENCE: The standard QWERTY layout of this keyboard set offers a familiar typing experience, ideal for both professional tasks and personal use.
- Select a short, ordinary piece of text. Drag across a sentence in a document or web page. For a file, click it once so it is visibly highlighted.
- Try the application menu. Choose Edit > Copy, or use the item’s right-click menu. If Copy is dimmed, the application is explicitly refusing the operation in that context.
- Paste into a plain-text editor. Use Notepad on Windows or TextEdit in plain-text mode on macOS. A successful paste proves that the source app and clipboard can transfer at least that sample.
- Repeat in a second application. Copy a short sentence from another editor or browser tab and paste it into the same plain-text editor. If this works, the original app is the likely problem.
- Test the correct terminal shortcut when relevant. In Windows Terminal, select text, then press Ctrl+Shift+C. In a Linux terminal embedded in Visual Studio Code, use Ctrl+Shift+C. Do not use a running command as the first test because Ctrl+C may intentionally interrupt it.
- Check another key combination. On Windows, try Ctrl+Insert after selecting text. If that works while Ctrl+C does not, the clipboard is functioning and the issue is likely a shortcut conflict or a C-key/input problem.
Make sure something is actually selected
Copy commands operate on a selection. A blinking cursor in an empty document, a web page with no highlighted text, or a file folder with nothing selected gives the application nothing to place on the clipboard.
Text and documents
Drag over the characters you need until they are highlighted, then press the platform’s copy shortcut. In editors with column, block or multi-cursor modes, verify that the selection is visible; an insertion point alone is not a selection.
Files and objects
Click the file, folder, image, shape or message once. Some applications require opening a separate selection mode before objects can be copied. If the object is locked, read-only, protected or owned by another workspace, the application may disable Copy even though it can still display the object.

Use the menu as a permission indicator
Apple explains that when cut, copy or paste is impossible, the relevant menu item is dimmed so it cannot be chosen or triggered by its shortcut. The same visual clue is useful in Windows and many third-party applications: a dimmed Copy command points to selection or permission rules, not a dead keyboard.

When Ctrl+C works in one app but not another
An app-specific failure is more common than a broken operating-system clipboard. Compare the working and failing cases by platform, context, selection state and input method.
Check the application’s own shortcuts
Code editors, remote-desktop clients, virtual machines, games and media tools can assign Ctrl+C to their own command. Open the application’s keyboard-shortcut settings and search for “copy.” Restore the default binding or remove the conflicting command, then restart the application.
Check edit versus read mode
Web documents, email previews, PDF viewers and shared files often have separate reading and editing modes. A viewer may allow selecting text but block copying, while an editor permits it only after you enter an editable state. Look for an Edit, Unlock, Check out or Request access control before changing keyboard settings.

Try a different content type
Copy plain text first. If plain text works but an image, formatted table or rich document does not, the application may restrict that object type or be unable to serialize its formatting. This distinction prevents you from treating a content-policy limitation as a system-wide clipboard failure.

Check Windows Clipboard history
Windows provides a direct way to see whether a copy operation reached the system clipboard.
- Press Windows+V.
- If Windows asks for permission, choose Turn on to enable Clipboard history.
- In a simple text editor, select and copy a short plain-text sample.
- Press Windows+V again and look for that sample in the history panel.
If the sample appears, Windows received the copy; focus on the original application, its selection, or its shortcut mapping. If it does not appear from any application, close and reopen the affected apps, then restart Windows and test again. A restart is the appropriate next step when copying fails across unrelated applications because it reloads the clipboard components and clears transient process errors.
Understand terminal behavior: Ctrl+C may be an interrupt
Terminals treat Ctrl+C as a control signal rather than a universal copy command. In a shell running a program, the keystroke normally sends an interrupt request to the foreground process. That is why a command can stop immediately instead of placing text on the clipboard.
Windows Terminal
Windows Terminal assigns Ctrl+Shift+C and Ctrl+Shift+V to copy and paste by default, leaving Ctrl+C available to interrupt commands. Select terminal text first, then press Ctrl+Shift+C. If you changed the terminal key bindings, open its Settings and inspect the Actions or keyboard-shortcut entries for Copy.

Linux terminals and Visual Studio Code
Visual Studio Code documents Ctrl+Shift+C and Ctrl+Shift+V for its Linux terminal. Other Linux terminal emulators may use different bindings, so consult that terminal’s preferences. A visible text selection is still required; pressing Ctrl+Shift+C with no selection may do nothing.
Copying command output safely
Wait for the command to finish, select the output with the mouse, and use the terminal copy command. If you need to stop a command, press Ctrl+C deliberately and do not interpret the resulting interruption as evidence that the clipboard is broken.

Copying in a browser combines the operating system, the browser and the web application. Microsoft 365 for the web can behave differently by product, edit or read mode, browser and clipboard permission. A keyboard shortcut may continue to work when a page’s visible menu command is restricted, or the reverse can occur.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Test whether the page is the blocker
- Copy a sentence from the page and paste it into a plain-text editor.
- Try the page’s own Edit or Copy command, if present.
- Open a private or guest browser window and repeat the test without extensions.
- Check the browser’s site permissions for clipboard access and allow it only for a site you trust.
- Update or restart the browser, then retest in a second browser if available.
If copying works in a second browser or private window, an extension, permission or cached site state is the likely cause. If the page intentionally disables copying, use the service’s permitted export or download function rather than attempting to bypass its controls.

Tell a system-wide failure from an app failure
| Observed result | Most likely scope | Next action |
|---|---|---|
| Copy works in other apps but not one app | Application setting, mode or permission | Inspect shortcuts, selection rules, updates, repair or reinstall |
| Copy fails in several unrelated GUI apps | Windows or macOS clipboard process | Restart the operating system and retest plain text |
| Only terminals fail with Ctrl+C | Expected terminal signal behavior | Use the terminal’s copy shortcut and select text first |
| Menu Copy is dimmed | No permitted selection or protected content | Change mode, obtain access or select a copyable object |
| Ctrl is ignored everywhere | Keyboard, layout, remapping or hardware | Test a known-good USB keyboard |
Check the keyboard and key mapping
If Ctrl is not recognized in multiple applications, isolate input hardware before changing system settings. Try the left and right Ctrl keys separately, then test a known-good USB keyboard. On a laptop, check whether an accessibility, gaming or remapping utility has reassigned Ctrl or C. Also verify that the keyboard layout has not changed unexpectedly.
A replacement keyboard is a diagnostic step, not a guaranteed software repair. If another keyboard restores Ctrl+C, inspect the original keyboard for stuck, worn or contaminated keys and replace it if necessary. If neither keyboard works, return to application and operating-system checks.
Repair an application that alone refuses to copy
- Save your work and fully quit the application, including any background process shown in the system tray or task manager.
- Reopen it and test plain text before loading extensions, plug-ins or a large document.
- Review its keyboard-shortcut, security, privacy and read-only settings.
- Install the application’s current update if one is available.
- Use the operating system’s built-in Repair or Reset option when offered. Reset can remove preferences, so export settings first.
- Reinstall only after the preceding steps fail, and confirm that important profiles, templates and local data are backed up.
Do not install clipboard utilities or registry cleaners as a first response. They can add shortcut conflicts and make it harder to identify whether the original application or the operating system caused the failure.
A practical decision path
Use the first difference between a working and failing test to choose the fix:
- Different platform: switch from Ctrl+C to Command-C on macOS.
- Different context: switch to Ctrl+Shift+C in a terminal.
- Different selection: highlight text or select the object before copying.
- Different permission: leave read-only or protected mode, or use an approved export.
- Different application: repair its shortcut, update or installation.
- Different keyboard: replace or remap the failing input device.
- Same failure everywhere: inspect Windows Clipboard history, restart the operating system and retest plain text.
This sequence avoids guessing: each test changes one axis—platform, context, scope, selection, permission or hardware—so the result identifies the next action.
