They work together, but solve different parts of an effect: a hover or focus rule supplies the new transform value, and the transition controls how the browser moves between values.
What is the difference between a transform and a transition?
A CSS transform changes an element’s visual coordinate space. It can move, rotate, scale, skew, or apply a 3D transformation to an element. The transformed element does not take up a newly sized or positioned space in normal document flow, so surrounding content does not reflow to follow its visual position. If neighboring content must move to make room, change the layout rather than relying on a transform. See MDN’s transform property reference and guide to using transforms.
A transition describes how a change in a CSS property is interpolated over time. It specifies the property to animate, duration, timing function and optional delay. It does not choose the new value: a state change, such as a hover, keyboard focus or added class, must provide it. MDN explains the controls in its CSS transitions guide.
How do I move an element with CSS?
Set a starting transform, then assign a different value in the state where the movement should occur. Add a transition to the base rule to make the change gradual:

translateY(-4px) visually moves the card upward by four CSS pixels. The transition makes that transform change take 180 milliseconds with an easing curve. The matching :focus-visible rule lets keyboard users receive the movement when focusing the card, assuming the card is an interactive or focusable element. Do not add focusability to a non-interactive element solely to reproduce a hover effect.
The movement does not change the card’s original layout space. If it overlaps nearby content, check spacing and stacking rather than expecting the surrounding page to rearrange.

Which transform function should I use?
Choose the function that expresses the visual change you need. MDN documents the transform functions and their composition in its transforms guide.

You can list several functions in one transform declaration. Their written order matters because they compose in that order; changing the order can change the result. Use transform-origin to change the point around which a transform operates. The separate translate, rotate and scale properties are also available. MDN documents their application order as translate, rotate, scale, then transform.

How do I choose transition timing?
The transition shorthand commonly accepts a property, duration, timing function and delay:
transition: transform 180ms ease 0s;
In this example, only changes to transform are transitioned; the duration is 180 milliseconds, the easing is ease, and the delay is zero. Start with a duration that makes the change easy to perceive without making the interaction feel sluggish, then check the result in context. Use a specific property name instead of all by default: a broad transition can animate unrelated property changes and make the effect harder to predict.

Do not depend on transitions to or from auto as a reliable animation endpoint. MDN cautions that user-agent behavior can differ and recommends avoiding those transitions. Choose values that can be interpolated predictably instead.
How do I respect reduced-motion preferences?
People can request less motion through their device or operating-system settings. For non-essential movement, use the prefers-reduced-motion media query to remove or reduce the animation while keeping the interface understandable and usable:

The reduced-motion rule suppresses both the animated transition and this non-essential movement. Make sure the hover or focus state still communicates any meaningful information without relying on motion. W3C documents this media-query approach in Technique C39. It is an example of a technique related to WCAG 2.3.3, not itself a standalone guarantee of conformance; W3C notes that techniques are not requirements. What can go wrong?
- The element jumps instead of moving gradually: Put the transition on the base rule, and confirm that the state change modifies the property named in the transition.
- Nearby content does not move with the element: That is expected for transforms; they change visual presentation, not normal-flow layout. Use a layout change if other content must reflow.
- The transform seems to rotate or scale around the wrong point: Set an appropriate
transform-origin. - The result changes when transform functions are reordered: Function order affects how transformations compose; keep the order that produces the intended result.
- A large transition animates unrelated changes: Replace
allwith the property or properties that should transition. - A positioned descendant behaves unexpectedly: A transform value other than
nonecreates a stacking context and can make the transformed element the containing block for positioned descendants. This can affectz-indexexpectations and cause aposition: fixeddescendant to behave relative to the transformed ancestor rather than the viewport. - Movement remains when reduced motion is requested: Check that the media query targets the same element and interaction states as the default rules, and verify that the reduced-motion state remains clear without animation.
