ISO/IEC 18013-5:2021 is the interface standard that makes a mobile driving licence (mDL) a verifiable digital credential rather than a digital picture of a licence. It defines how a mobile device presents licence data, how a reader retrieves and checks it, and how a reader can connect to issuing-authority infrastructure.

Its security model has four practical outcomes: prove that data came from the claimed issuer, detect alteration, bind the credential to the person presenting it, and protect presentation sessions where the deployment is online. Consent flows, storage of mDL data, and storage of private keys are outside the public Part 5 abstract, so an enterprise architecture must specify those controls separately.

What is ISO/IEC 18013-5?

ISO/IEC 18013-5:2021 establishes interface specifications for implementing a driving licence in association with a mobile device. The first edition is 152 pages and was published on 2021-09-30. ISO describes it as enabling parties other than the issuing authority to use a machine to obtain mDL data, tie the mDL to its holder, authenticate the origin of the data, and verify its integrity.

The standard covers three boundaries that an enterprise programme must design and operate:

Yojaro 4Pack Silicone Suction Phone Case Mount, Silicon Adhesive Smartphones Stand Sticky, Hands-Free Phone Accessories Holder for Selfies and Videos (Black & White & Translucent & Light Pink)
  • 【Strong Adsorption】The inspiration of the silicone phone suction case comes from the adhesive force of the octopus. Each suction cup phone mount is 3.15 inches long and 2.17 inches wide, with 24 independent suction cups providing a stronger and more stable suction force, so you don't have to worry about your phone falling during use.
  • 【Back of Phone Suction Grip】Remove the adhesive film on the phone suction cup and stick it on the phone case. You can then fix the phone on any smooth surface, which is very convenient. (The phone suction cup cannot be removed and reused after being attached to the phone case. It is recommended to attach it to a regular phone case, not a valuable one.)
  • 【Widely Used】Our non-slip silicone phone sticky grip mount attaches to almost any flat phone case and make it compatible with common mobile phones such as iPhone and Android. You can shoot, watch videos or video calls in the kitchen, gym, dance studio, bathroom and other places.
  • 【Capture the Wonderful Picture】Whether you are a TikTok creator or just like to share videos and photos, this phone suction cup can help you hands-free capture wonderful videos and photos for sharing with friends.
  • 【Note】You can fix the phone suction cup on a smooth surface such as a mirror or glass. If necessary, wipe the suction cup with a damp cloth to obtain stronger suction. Before releasing your hand, make sure the phone is firmly fixed. (Not applicable to rough walls, wooden surfaces, and other uneven surfaces)
  • Mobile-device interface: the wallet or other mobile application stores and presents the mDL.
  • mDL-to-reader interface: a reader retrieves requested data and performs authenticity and integrity checks.
  • Reader-to-issuing-authority-infrastructure interface: a reader can use issuer infrastructure when the deployment requires an online status or additional issuer check.

Part 5 is currently listed as published and “To be revised,” with ISO/IEC DIS 18013-5 shown as the next version under development. Treat the 2021 edition as the baseline for an implementation dated 2026, and check the successor edition before freezing interface contracts or certificate policies.

Which actors and trust boundaries matter?

Actor or service Primary responsibility Boundary to design
Issuing authority Creates authoritative licence attributes and publishes issuer trust material. Protect issuance keys, maintain trust distribution, and define status or revocation policy.
Holder wallet and mobile device Stores and presents the mDL to a reader. Protect stored data and private keys, enforce consent UX, and handle device loss or recovery.
mDL reader or verifier Retrieves mdoc data and verifies its authenticity and integrity. Validate issuer trust, reject malformed or altered data, and bind received data to the person presenting it.
Trust and policy services Provide trust lists, status information, consent policy, audit, and fraud controls. Define retention, access, incident response, and availability rules.

ISO/IEC 18013-5 does not prescribe how holder consent is obtained or how mDL data and private keys are stored. A platform secure element, hardware-backed keystore, or equivalent control can be an appropriate implementation choice, but it is not a blanket Part 5 requirement. Select the control from the threat model, then document generation, backup, rotation, revocation, device replacement, and compromise response.

How does a mobile driver’s licence prove it is genuine?

Use the cryptographic controls as a sequence of trust decisions rather than as a list of algorithms.

1. Authenticate the issuer

The reader first determines whether the data originated with the claimed issuing authority. That requires a trust anchor and issuer-validation process managed by the verifier or its trust service. A successful transport connection alone is not proof of origin.

Apple EarPods Headphones with USB-C Plug, Wired Ear Buds with Built-in Remote to Control Music, Phone Calls, and Volume
  • SUPERIOR COMFORT — Unlike traditional circular ear buds, the design of EarPods is defined by the geometry of the ear. Which makes them more comfortable for more people than any other ear bud–style headphones.
  • HIGH-QUALITY AUDIO — The speakers inside EarPods have been engineered to maximize sound output and minimize sound loss, which means you get high-quality audio.
  • BUILT-IN REMOTE — EarPods with USB-C plug also include a built-in remote that lets you adjust the volume, control the playback of music and video, and answer or end calls with a pinch of the cord.
  • COMPATIBILITY — Works with all devices that have a USB-C port.
  • INTEGRATED MICROPHONE — A built-in microphone precisely captures your voice while you’re on the phone, taking a FaceTime call, or summoning Siri — so you’re always heard loud and clear.

2. Verify integrity

Signed or MAC-protected structures allow the reader to detect changes made after issuance, during storage, or while data is being presented. If verification fails, the reader should stop processing the affected data and record the failure according to incident policy.

3. Bind the credential to its holder

Authentic issuer data does not, by itself, prove that the person holding a phone is the licence holder. The verifier must combine mDL evidence with an approved identity-binding step, such as the organization’s face-to-document, biometric, or supervised identity procedure. ISO/IEC TS 18013-7 explicitly leaves matching received data to the person presenting the mdoc as the verifier’s responsibility.

4. Protect the presentation session

For online presentation, the design must cover session encryption and session-transcript handling. ISO/IEC TS 18013-7 also identifies MacKeys and OID4VP as protocol topics. These controls address confidentiality, message authenticity, and protection against replay or transcript substitution during a particular presentation.

5. Operate the key lifecycle

Cryptographic assurance ends if keys are unmanaged. Define issuance-key protection, wallet-key handling, trust-list updates, expiry, rotation, revocation or status checks, lost-device response, backup restrictions, and compromise recovery. Those operational rules belong in enterprise policy because the public Part 5 abstract does not mandate private-key storage.

The public ISO summaries establish these security outcomes but do not provide a complete algorithm profile. Do not promise a particular elliptic curve, hash, signature suite, secure-element requirement, or key length until the licensed normative edition and its applicable profiles have been reviewed.

What cryptography does an mDL use?

An mDL implementation uses cryptography to authenticate issuer-originated data, detect alteration, bind presentation to the holder, and protect a session. Depending on the selected protocol profile, structures can be digitally signed or protected with message-authentication codes; online profiles add session keys and transcript processing.

That description is intentionally capability-based. ISO’s public pages and previews do not establish one universal curve, hash, certificate chain, or key size for every 18013-5 deployment. Architecture documents should therefore separate:

  • Normative requirements: the structures, identifiers, certificate rules, and test assertions in the licensed edition and selected profiles.
  • Implementation choices: hardware-backed storage, operating-system APIs, trust-list delivery, key rotation intervals, and recovery controls selected for the programme’s threat model.

Which presentation paths should an enterprise support?

Part 5 deployments commonly distinguish a local device-retrieval flow from an online flow. An optional issuer connection can add status or authority checks.

Path Connectivity model Protocol and policy focus Operational trade-off
Device retrieval Reader-to-mobile-device engagement, typically used for controlled proximity transactions. Transport engagement, requested attributes, holder consent, issuer authentication, integrity, and holder binding. Can reduce network dependency, but offline acceptance depends on the selected status and trust model.
Internet presentation Presentation to a reader over the internet. ISO/IEC TS 18013-7 topics include session encryption, session transcripts, MacKeys, and OID4VP; its public preview references HTTP, OAuth/JAR, X.509, and related dependencies. Supports remote transactions but adds network, endpoint, latency, and privacy dependencies.
Issuer-assisted verification Reader connects to issuing-authority infrastructure when policy requires it. Status or revocation policy, issuer service authentication, availability, logging, and failure handling. Can strengthen freshness checks while making acceptance dependent on issuer service availability.

“Offline” is a deployment property, not a universal promise in the standard abstract. A local reader may retrieve and cryptographically verify an mDL without reaching an issuer, but the programme must decide how it handles stale status, expired trust material, clock errors, lost devices, and transactions that require an online check. Document those decisions as acceptance policy.

What does an mDL reader verify?

An mDL reader is defined in ISO/IEC TS 18013-7 as a device or service, or both, that can retrieve data from an mdoc and verify its authenticity. A production verifier should execute a decision flow such as this:

  1. Establish the intended engagement and identify the reader application or service.
  2. Request only the attributes required for the transaction.
  3. Show the request to the holder and obtain consent through the enterprise’s approved UX, since Part 5 does not define the consent mechanism.
  4. Retrieve the response and validate its structure before interpreting attributes.
  5. Validate issuer trust and cryptographic authenticity.
  6. Verify integrity and reject altered, malformed, expired, or policy-prohibited data.
  7. Perform the approved identity-binding step to determine whether the presenter is the holder.
  8. Apply status, freshness, jurisdiction, purpose, and retention policy.
  9. Record an auditable result without retaining more personal data than the transaction requires.

Reader software should distinguish a cryptographic failure from a holder-matching failure. A genuine, unaltered mDL can still be presented by the wrong person; conversely, a person can be the rightful holder while presenting corrupted data.

How should consent and data minimization work?

Selective attribute requests are the central privacy pattern: the reader asks for only the fields needed, the wallet displays the request, and the holder approves release. For example, a venue may need an age threshold result rather than a full address, while a law-enforcement transaction may require a broader legally defined set.

Apply even pressure for a few seconds to allow the suction cup to adhere properly. To maintain the grip and prevent accidental falls, it's a good practice to periodically reapply pressure to the suction cup.

Because Part 5 does not specify consent, the enterprise must define purpose limitation, denial behavior, accessibility, audit events, retention periods, onward disclosure, and what happens when a reader requests an unnecessary attribute. These rules should be consistent across wallet, reader, issuer, and trust-service teams.

How do we test an ISO/IEC 18013-5 implementation?

Conformance testing

ISO/IEC TS 18013-6:2025, published on 2025-11-28, defines functional conformity tests for mDL and reader interfaces. It also covers an optional reader-to-issuing-authority interface. Use it to build repeatable vectors for retrieval, authenticity, integrity, holder-binding messages, malformed data, replay handling, and expected failures.

The technical specification does not test everything an enterprise needs. Its stated exclusions include internal secure-area behavior and other non-functional requirements; provisioning interfaces outside its scope also require separate assessment. Passing functional tests is therefore evidence of interface behavior, not a complete security certification.

Assurance beyond the test suite

  • Run threat-led penetration tests against wallet, reader, issuer, and trust services.
  • Review key generation, storage, rotation, backup, revocation, and compromise procedures.
  • Test privacy controls, consent records, retention, and denial paths.
  • Exercise offline acceptance, issuer outages, clock drift, stale trust lists, device loss, and recovery.
  • Verify accessibility and operational monitoring under realistic transaction volumes.

Keep these activities labelled as enterprise assurance work rather than ISO/IEC TS 18013-6 conformity tests.

What should an enterprise architecture blueprint contain?

  1. Freeze the standards baseline: record the exact 18013-5 edition, selected profiles, and any 18013-7 online dependencies; recheck the successor edition before contractual sign-off.
  2. Draw the trust boundaries: show issuer, wallet, reader, trust services, status services, and audit systems, including every data and key transition.
  3. Define cryptographic decisions: map issuer authentication, integrity, holder binding, session protection, and key lifecycle controls to normative requirements and implementation choices.
  4. Specify data policy: list requested attributes, consent screens, purpose, retention, disclosure, and denial behavior for each transaction type.
  5. Choose availability modes: document which transactions can run locally, which require issuer connectivity, and the exact stale-status and outage behavior.
  6. Build the test matrix: map each interface and failure condition to TS 18013-6 tests, then add security, privacy, recovery, and operational scenarios.
  7. Operate the lifecycle: assign ownership for trust-list updates, issuer-key rotation, wallet upgrades, incident response, and deprecation when the standard is revised.

Bottom line for programme owners

ISO/IEC 18013-5 supplies the interoperability and cryptographic-verification foundation for an mDL, not the whole identity programme. A credible architecture proves issuer origin and data integrity, binds the credential to its presenter, protects online sessions where used, and explicitly governs consent, storage, keys, status, privacy, and recovery outside the Part 5 abstract. Use TS 18013-7 for internet presentation requirements and TS 18013-6:2025 for functional conformity testing, while keeping broader security and operational assurance under enterprise control.
