Circle and the Hyperliquid Policy Center made separate proposals in the European Commission’s MiCA review: Circle addressed stablecoin reserve rules and multi-issuance, while the policy center argued that perpetual futures belong under MiFID II. Neither proposal is an adopted rule. Pepeto said in a July 11 release that a Binance listing was approaching, but the sources cited here do not include an exchange-confirmed listing or date.
What did Circle ask the EU to change?
Circle submitted a response to the European Commission’s MiCA review consultation. Its policy hub lists “Circle’s Response to the European Commission’s MiCA Review Consultation,” by Patrick Hansen, dated October 1, 2026. The listing establishes that Circle published a response; it does not mean the Commission accepted its recommendations.
According to The Block’s October 1, 2026 report, Circle advocated preserving multi-issuance and changing MiCA’s reserve bank-deposit rules for e-money tokens.
Reserve deposits and multi-issuance
The Block described the relevant requirements as a minimum 30% of e-money-token reserves held in commercial bank deposits, rising to 60% for tokens designated significant. These figures describe requirements in the context of Circle’s advocacy; they are not newly enacted changes. Circle’s request to change the rules remains a proposal, not a Commission decision.

- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Circle’s submission, as quoted by The Block, said: “Of the top 25 stablecoins globally by market capitalisation, only three are currently MiCA-regulated (USDC, USDG, EURC).” That is Circle’s characterization of the market, not a finding that the Commission adopted.
Circle is a stablecoin issuer, so its position concerns rules that affect its own business as well as the wider market. The available account describes what it sought, but does not establish that regulators, banks, issuers or users will ultimately benefit from a particular change.

What did the Hyperliquid Policy Center propose?
The Hyperliquid Policy Center separately urged the Commission to treat perpetual futures as derivatives under MiFID II rather than as crypto-assets under MiCA, and to keep them distinct from EU rules for contracts for difference (CFDs). This was the policy center’s consultation position—not an official rule or a confirmed position of the Hyperliquid trading platform or its token holders.
The Block described the center as a Washington-based group funded by the Hyperliquid Foundation. Its recommendations therefore belong to that policy organization, whose position concerns how perpetual-futures trading is classified and supervised. The sources do not establish how the Commission will resolve that question.

How are the two proposals different?
| Proposal | Activity affected | Rule or framework at issue | What has been established |
|---|---|---|---|
| Circle | Stablecoin issuance and reserves | MiCA reserve bank-deposit requirements and multi-issuance | Circle submitted its recommendations; the Commission has not thereby adopted them. |
| Hyperliquid Policy Center | Perpetual-futures products | Classification under MiFID II rather than MiCA, and separation from CFD rules | The policy center submitted its position; it is not an adopted regulatory classification. |
These are separate policy questions, not a joint filing. Circle and Hyperliquid do have a business and infrastructure connection: in a May 14, 2026 post, Circle described its technical role supporting USDC on Hyperliquid, including minting, redemption and cross-chain transfers, and said it had staked 500,000 HYPE. That Circle account establishes a relationship, not joint authorship of the MiCA submissions.
Is Pepeto confirmed for a Binance listing?
No exchange confirmation or listing date appears in the sources cited here. A July 11, 2026 release attributed to Pepeto said a Binance listing was approaching. That wording is a project claim, not evidence that Binance announced a listing.

For confirmation, look for an announcement from Binance itself; a project statement does not establish that a listing will occur or when.

The Block reported that the European Commission’s consultation closed on September 30, 2026. Circle’s and the Hyperliquid Policy Center’s positions are therefore submitted views in the subsequent policy debate, not invitations to comment on an open consultation. The materials cited here do not establish that the Commission has adopted either proposal or changed the relevant rules.
