A bank may offer stronger governance, segregation records and regulatory oversight, but crypto is not FDIC-insured and the exact bankruptcy and withdrawal protections depend on the product and jurisdiction. An exchange is convenient and liquid, yet adds platform, cyber, withdrawal and insolvency risks. A hardware cold wallet removes exchange counterparty exposure and most online attack exposure, but makes you responsible for private keys, backups and physical security.
What “safer” means for a long-term crypto holder
Custody safety is about whether you can keep control of the asset and recover it when needed. It is separate from investment risk: Bitcoin, ether and other cryptoassets can lose value regardless of where their keys are held.

For a multi-year holding, evaluate eight risks rather than relying on a provider’s brand or marketing:
- Key control: who can authorize a transaction and how many approvals are required?
- Connectivity: are signing systems online, offline, or a mixture?
- Ownership records: are your assets legally segregated from the provider’s assets?
- Failure treatment: what happens in a custodian, exchange or bank insolvency?
- Access: can you withdraw promptly, and under what suspension or review powers?
- Protection scope: does any insurance or restitution arrangement cover the crypto itself, and under which losses?
- Jurisdiction: which regulator and insolvency law govern your account?
- Operational resilience: how are backups, employees, software, subcontractors and incident response managed?
No arrangement eliminates every failure mode. The safest choice is the one whose remaining risks you understand and can manage.

At-a-glance comparison
| Factor | Bank crypto custodian | Exchange wallet | Hardware cold wallet |
|---|---|---|---|
| Who controls keys? | The bank or its disclosed sub-custodian; account terms determine your rights. | The exchange or a third-party custodian; the customer normally does not hold signing keys. | You control the device and recovery credentials. |
| Online exposure | Depends on the bank’s architecture and transaction workflow. | Platform systems and withdrawal infrastructure are internet-connected. | Normally offline except when signing a transaction. |
| Trading and liquidity | Often slower or limited to supported transfer windows. | Fast deposits, trades and withdrawals, subject to controls and outages. | Requires a separate service to trade; moving funds takes a blockchain transaction. |
| Segregation and insolvency | Must be confirmed in the contract, records and applicable law; bank supervision does not make terms identical. | Must be confirmed in terms and records; customer priority can differ by jurisdiction. | No custodian insolvency claim, but loss of the device and recovery material can make assets inaccessible. |
| Insurance | Crypto is not covered by FDIC deposit insurance. Any private policy has its own exclusions and limits. | Exchange insurance or restitution, if offered, may cover only specified incidents and not price losses or insolvency. | No third-party insurance unless you arrange it separately. |
| Main failure mode | Custodian error, sub-custodian failure, legal uncertainty, access suspension or bank failure. | Cyberattack, internal-control failure, insolvency, frozen withdrawals or account seizure. | Lost, damaged or stolen device; destroyed or mismanaged recovery phrase. |
What bank custody actually provides
On July 14, 2025, the Federal Deposit Insurance Corporation (FDIC), Federal Reserve Board and Office of the Comptroller of the Currency (OCC) said banks providing crypto-asset safekeeping must operate safely and soundly and comply with applicable laws and regulations. OCC Bulletin 2025-17 likewise says existing laws, regulations and risk-management principles apply to this activity.
Those statements are supervisory expectations, not a guarantee that every bank product has the same segregation, insurance or bankruptcy outcome. A bank may operate the wallet infrastructure itself or appoint a specialist sub-custodian. Your legal claim depends on the custody agreement, the records identifying your assets and the law governing the relationship.
Questions to put to a bank before depositing
- Is the bank the legal custodian, or is a sub-custodian holding the keys? Name every material subcontractor.
- Are client coins segregated from the bank’s proprietary assets both on-chain and in internal records?
- Who controls signing keys? Are there multi-party approvals, geographic separation or withdrawal whitelists?
- Can the bank lend, pledge, rehypothecate or otherwise reuse customer assets?
- How are ordinary withdrawals, emergency withdrawals and blockchain congestion handled?
- What happens to your coins if the bank, a sub-custodian or a key-management vendor fails?
- How are chain forks, airdrops, network upgrades and unsupported assets treated?
- Which country’s law governs ownership and insolvency, and which court would resolve a dispute?
- What audits, control reports and incident disclosures can customers review?
Why bank status does not mean FDIC coverage
FDIC deposit insurance protects covered deposit accounts at FDIC-insured banks. The FDIC’s consumer guidance, updated April 1, 2024, lists “Crypto assets” among items not covered. Holding crypto through a bank therefore does not convert it into an insured deposit. A bank’s own insurance, crime policy or contractual reimbursement may exist, but it is separate from FDIC insurance and may exclude losses caused by market moves, user error, cyber events or insolvency.

How exchange wallets differ
An exchange wallet is designed for convenience: you can trade, convert and withdraw without managing a seed phrase for every asset. That convenience creates dependence on the platform’s cybersecurity, solvency, employee controls, withdrawal systems and legal terms.
Ask whether the exchange holds assets in its own wallets or uses a third-party custodian. The SEC’s custody guidance tells investors to determine whether a custodian stores crypto in its own facilities or subcontracts storage; the same question applies to exchanges and banks.
Exchange due-diligence checklist
- Segregation: Does the platform maintain identifiable customer wallets and prohibit commingling with corporate funds?
- Use of assets: Can it lend, stake, rehypothecate or pledge your coins without a separate, explicit agreement?
- Insolvency claim: Do terms say customers own the assets, or merely hold an unsecured contractual claim?
- Withdrawal controls: What limits, review periods, address whitelists and emergency freezes apply?
- Key custody: Which legal entity controls keys, and where are signing systems and backups located?
- Insurance: What events are covered, what deductibles and limits apply, and are losses from insolvency excluded?
- Jurisdiction: Which entity contracted with you, and which country’s law governs a bankruptcy?
- Evidence: Are audits, attestations, reserve reports and material incident notices independently reviewed?
Do not infer protection from a platform’s reputation, a proof-of-reserves presentation or the fact that its fiat banking partner is regulated. A reserve report can show that specified assets existed at a point in time; it does not by itself establish customer priority, liabilities, withdrawal rights or protection from fraud.

Hot wallets and cold wallets: different trade-offs
The SEC describes a hot wallet as internet-connected and exposed to cyberthreats. A cold wallet is typically a physical device that is not connected to the internet. Cold storage is generally more resistant to remote attacks, but a device can be lost, damaged or stolen, and a destroyed or mismanaged recovery phrase can cause permanent loss.
“Cold” does not mean risk-free. Malware can target the computer used to prepare a transaction, a user can approve a malicious address, and an attacker who obtains the recovery phrase can recreate the wallet elsewhere. The security benefit comes from keeping signing secrets offline and operating them carefully.
When a hardware cold wallet fits
Cold storage is most suitable for a reserve you rarely move, when you can maintain tested backups and protect them from fire, theft, moisture and unauthorized access. It is less suitable when you trade frequently, need rapid recovery by a support team or are likely to misplace recovery credentials.

Safe setup and recovery procedure
- Buy the device through an authorized channel and inspect packaging and software-integrity instructions.
- Initialize it in private, with no camera, cloud note or unattended observer able to capture the recovery phrase.
- Write the recovery phrase on a durable offline medium. Never photograph it, email it or store it in a password manager unless you have deliberately accepted that additional digital exposure.
- Create at least two backups and keep them in geographically separated, access-controlled locations.
- Use an additional passphrase only if your heirs or recovery plan can reproduce it exactly; a forgotten passphrase creates a different wallet with no recovery service.
- Verify the receiving address on the device’s own screen, not only on a potentially compromised computer.
- Send a small test transaction, wait for the required confirmations and practice restoring a backup before transferring a substantial balance.
- Document the recovery instructions for a trusted successor without revealing the phrase to people who do not need it.
Keep the device and recovery backups separate. A thief who finds both can take the funds; a disaster that destroys every copy can make recovery impossible.

- Title: Does the customer retain beneficial or legal title to specific units, or receive a general repayment promise?
- Segregation: Are wallets and ledger entries separated from corporate and other customer property?
- Rehypothecation: Is lending, staking or pledging allowed, and can you opt out?
- Netting and set-off: Can the provider use your crypto to satisfy another debt?
- Withdrawal discretion: Can the provider suspend transfers for security, compliance or liquidity reasons?
- Insolvency venue: Which entity and jurisdiction control a bankruptcy proceeding?
- Forks and unsupported networks: Who decides whether to support an upgrade and who receives resulting assets?
A regulated bank may have more established governance and examination, but that does not answer these product-specific questions. An exchange may offer excellent technical controls while still giving customers an unfavorable insolvency claim. A self-custodied wallet avoids a custodian’s bankruptcy, but introduces the possibility of irreversible personal mistakes.

Withdrawal access and operational resilience
Long-term holders often focus on hacking and overlook access failure. A provider can be solvent and still suspend withdrawals during a security incident, chain congestion, sanctions screening or an internal investigation. Ask how you would prove ownership, change a trusted withdrawal address and recover access if a phone, email account or authentication key is lost.
Evaluate multi-factor authentication, hardware security keys, withdrawal address allowlists, transaction limits, dual approvals and out-of-band notifications. Keep account recovery codes offline and test the recovery path with a small balance. For self-custody, test restoring a backup on a spare device without exposing the main wallet’s funds.
Choosing among the three arrangements
Prefer regulated custody when key management is not realistic for you
A bank or other carefully vetted custodian can be reasonable if you cannot reliably secure a recovery phrase, need formal institutional controls or require an estate and compliance process. Confirm segregation, key control, withdrawal rules and insolvency treatment rather than assuming they follow from the word “bank.”

Prefer cold self-custody when you can run the process
A hardware wallet can be reasonable for a long-term reserve when you can maintain two tested backups, protect them physically and accept that there is no help desk that can reset a lost phrase. It reduces exchange counterparty and online attack exposure, but transfers responsibility to you.
Use an exchange mainly for liquidity and trading
Keep only the amount needed for near-term trading, spending or transfers on an exchange that passes the due-diligence checklist. Move a strategic reserve elsewhere after confirming the destination address and completing a test transaction. The split reduces dependence on any single failure, although it adds more records, procedures and transfer events to manage.
A practical decision workflow
- Define the balance: separate emergency liquidity, active trading funds and a long-term reserve.
- Set your tolerance: decide whether you are more able to manage legal-provider risk or irreversible key-management risk.
- Collect documents: obtain the custody agreement, fee schedule, insurance wording, audit or control reports and latest incident disclosures.
- Map the chain of custody: list the contracting entity, every sub-custodian, key holder, backup location and governing jurisdiction.
- Test access: complete a small deposit and withdrawal, verify address controls and record how an account or hardware device is recovered.
- Document succession: tell a trusted person where instructions and legal documents are held, without casually disclosing signing secrets.
- Review annually and after incidents: reassess terms, supported networks, provider ownership, insurance and your own ability to maintain backups.
Common mistakes and how to correct them
- Assuming FDIC coverage: crypto assets are excluded from FDIC deposit insurance. Read the separate policy or contract for any private protection.
- Treating proof of reserves as a guarantee: check liabilities, segregation and withdrawal rights, not just an asset snapshot.
- Keeping everything on an exchange: retain only operational liquidity there and move the reserve after testing the destination.
- Buying a cold wallet but never testing recovery: restore a backup with a small amount before relying on it for a large balance.
- Storing the recovery phrase digitally: remove photographs and cloud copies; create offline, geographically separated backups.
- Ignoring subcontractors: ask who actually holds keys and which entity’s insolvency law applies.
- Using a passphrase without a plan: document a recoverable process; an unrecorded passphrase is effectively a lost wallet.
- Confusing custody with investment safety: custody controls access and counterparty risk; it cannot prevent a market price decline.
What the evidence can—and cannot—show
There is no authoritative, current apples-to-apples statistic showing that bank custody loses fewer assets than exchange custody. Regulatory guidance is the strongest comparable evidence: the July 14, 2025 interagency statement and OCC Bulletin 2025-17 describe governance expectations, while SEC Investor.gov guidance describes hot-wallet cyber exposure and cold-wallet physical-loss risk. Outcomes still depend on each provider’s contract, controls, jurisdiction and the holder’s own procedures.
