Credit Monitoring vs. Identity Theft Protection: What Do You Need After a Data Breach?

Short answer: Credit monitoring watches for selected changes on your credit reports; identity theft protection may include broader monitoring, recovery assistance, or insurance, but its coverage varies. Neither service prevents every kind of fraud. After a breach, follow the notice’s instructions, check your credit reports, consider a free credit freeze or fraud alert, and use any relevant free service offered by the affected organization. If you confirm identity theft, report it at IdentityTheft.gov.

This guidance is for U.S. consumers and reflects Federal Trade Commission guidance reviewed October 7, 2026. The right response depends on what information was exposed.

Credit monitoring and identity theft protection are not the same thing

Credit monitoring looks for selected changes on your credit reports, such as a new account, a credit inquiry, or a late-payment report. A service may monitor one, two, or all three nationwide credit bureaus. It sends alerts when it detects activity; it does not block someone from applying for credit in your name. See the FTC’s guide to identity theft.

“Identity theft protection” is a broad label, not a uniform package. Depending on the provider, it may include credit monitoring, checks of other databases, help recovering from identity theft, or identity theft insurance. Compare what a particular service actually monitors and includes rather than assuming the label means comprehensive coverage.

What each option does—and where it falls short

Option What it does Important limit Cost or action
Credit monitoring Alerts you to selected changes on monitored credit reports, such as new accounts or inquiries. May not catch a bank-account withdrawal or someone using your Social Security number to file a tax return. An alert is not a block. Often paid monthly or annually; a breached organization may offer it free for a period. You can also review free reports directly.
Identity monitoring May check databases beyond credit reports for signals such as address changes, utility-service requests, or information appearing in certain online databases. Providers check different sources. Some tax, benefits, and other identity misuse may go undetected. Check which databases and events the specific service covers.
Identity recovery service May provide a counselor or case manager to help with tasks such as letters, freezes, and paperwork. Some providers may act for you with formal authorization. Scope varies, and some recovery steps are possible to handle independently for little or no cost. Confirm whether help is included or costs extra.
Identity theft insurance May cover certain expenses involved in reclaiming an identity, such as document costs, lost wages, or legal fees. It generally does not reimburse money stolen by scammers. Coverage may overlap with homeowners or renters insurance. Review the deductible, exclusions, and other insurance coverage.
Credit freeze Restricts access to your credit report, making it harder for a new creditor to open an account in your name while the freeze is active. Does not stop someone from using existing cards or accounts. You must arrange access when a lender needs your report. Free to place and lift, does not affect your credit score, and stays in place until you lift it. Place it with all three bureaus.
Fraud alert Asks businesses to verify your identity before granting new credit. Does not block access to your report or prevent every fraudulent application. Free. An initial alert lasts one year; placing it with one nationwide bureau prompts that bureau to notify the other two.

The FTC explains the distinctions and limitations in its identity theft guidance and its pages on credit freezes and fraud alerts.

What to do after receiving a breach notice

  1. Read the notice and identify what was exposed. Follow the organization’s breach-specific instructions. The information involved affects which steps are most relevant. If your Social Security number was exposed, the FTC advises obtaining your credit reports and looking for unfamiliar accounts. See What To Do After a Data Breach.
  2. Review your credit reports. Look for accounts and activity you do not recognize. The FTC points consumers to AnnualCreditReport.com for free reports.
  3. Consider the organization’s free offer. The FTC advises taking advantage of free credit monitoring or identity theft insurance offered after a breach. Check how long the offer lasts, what it monitors or covers, and any terms that matter to you.
  4. Consider placing a credit freeze. Contact Equifax, Experian, and TransUnion separately to freeze your reports. If you apply for credit, temporarily lift the freeze at the bureau the lender will check. The FTC calls a freeze the best way to protect against an identity thief opening new accounts in your name; learn more in its freeze-or-fraud-alert guide.
  5. Consider a fraud alert instead, or as an additional safeguard. Contact any one of the three nationwide bureaus. That bureau must notify the other two. An initial alert lasts one year and can be renewed.
  6. If you find misuse, act on the affected account. Contact the company where the fraud occurred and ask its fraud department to secure or close the account. Change affected logins and PINs, then use IdentityTheft.gov to report identity theft and get a personalized recovery plan.

Choose based on the breach and the help you need

  • If the exposed information could be used to open credit: Review your reports and consider a freeze. A freeze is a free preventive step for new credit; monitoring can alert you to selected report changes.
  • If you want alerts beyond credit activity: A broader identity-monitoring service may be useful, but check its covered databases and event types. Do not treat a lack of alerts as proof that no misuse has occurred.
  • If you want help handling recovery paperwork: Check whether a recovery service includes a case manager and what tasks it will actually handle. Some steps can be completed independently at little or no cost, and the FTC offers a free reporting and recovery resource.
  • If an offer includes insurance: Read the policy for covered expenses, deductibles, exclusions, and overlap with other insurance. Do not assume it will repay money stolen from you.

What monitoring and freezes cannot guarantee

A freeze is aimed at new credit access, not all misuse of personal information. Existing cards may still be used, so review bank and card statements. Monitoring detects only the signals and sources a service checks; a clean alert history does not establish that your information has not been misused. For confirmed theft, follow the recovery steps rather than relying on monitoring alone.
