Could Your Plastic Film Packaging Serve a Purpose? Recycling Laws Are Changing, but Collection Still Isn’t Universal

Sometimes—but not automatically. A plastic wrapper, mailer or produce bag has a useful end-of-life purpose only when it is accepted by a collection route, sorted without excessive contamination and processed into a verified new product or material. California and Oregon are moving responsibility and costs toward packaging producers, yet a legal target does not put every film package in a curbside cart.

Why plastic film is different from bottles and cans

Most curbside systems are designed around rigid containers. Thin films can wrap around conveyor belts, foul screens and optical sorters, and become contaminated by food, labels or mixed-material layers. They are also lightweight, so a truckload may contain relatively little saleable plastic. Those physical and economic problems explain why a city may accept bottles while rejecting snack wrappers, plastic bags or shipping mailers.

The practical test is not simply whether a package carries a recycling symbol. It is whether the material is accepted by the intended collection route, can be sorted into a consistent stream, has a processor and has an end market that will buy the resulting material.

What a film package must have to “serve a purpose”

  1. A recognized design: The film must be compatible with a specific recycling or composting pathway, rather than being a hard-to-separate laminate or a package with incompatible components.
  2. Collection: Your local authority, a qualified drop-off program or another clearly identified route must accept that exact film type.
  3. Sorting and preparation: The material must arrive dry and sufficiently clean so workers and equipment can separate it from other plastics and rubbish.
  4. Processing and an end market: A recycler must be able to turn it into usable feedstock and sell it into a new product or material.

Producer-responsibility laws can help pay for and organize these steps. They do not, by themselves, change the instructions printed on your local recycling cart.

California’s SB 54 moves from targets to implementation

Rules effective May 1, 2026

California’s Senate Bill 54 was signed in 2022. CalRecycle’s permanent packaging regulations were approved and filed on May 1, 2026, making them effective on that date. CalRecycle also launched the Packaging Extended Producer Responsibility (PEPRS) portal for producer registration, reporting, document submissions and compliance monitoring.

2032 goals

CalRecycle’s 2025 report to the Legislature sets enforceable 2032 goals for covered packaging and food-service ware:

Goal California target for 2032
Reduction in single-use plastic packaging and food-service ware 25%
Recycling 65%
Packaging eligible to be recycled or composted 100%

These are statewide policy targets, not a promise that every household will have a film-collection option by 2032. CalRecycle Secretary for Environmental Protection Yana Garcia described the intent this way: “This approach pushes producers to innovate and design packaging that truly supports a circular economy.”

California’s plan is still being reviewed

CalRecycle’s current program information says it received Circular Action Alliance’s producer-responsibility plan on October 13, 2026, and is reviewing it. That review matters because the plan will detail how covered producers meet registration, reporting, financing and material-management obligations.

Oregon began packaging EPR earlier

Oregon’s packaging, paper and food-serviceware extended producer responsibility implementation began July 1, 2025, under the Recycling Modernization Act. Oregon’s Department of Environmental Quality approved Circular Action Alliance as the producer-responsibility organization. The program shifts operational and financial duties toward companies that place covered packaging on the Oregon market, while collection and processing systems continue to require local coordination and oversight.

What extended producer responsibility changes

Extended producer responsibility (EPR) makes the businesses that introduce packaging into commerce more accountable for what happens after use. Depending on the jurisdiction and covered material, duties can include:

United Solutions 23 Gallon Highboy Plastic Recycling Bin Kitchen Trash Can with Lid, Pass Through Handles, and Dustpan Edge, Blue
  • Space Saving Profile - The Highboy bin is perfect for tight or compact spaces; its narrow design and sleek shape make it ideal for the kitchen, garage, office, or other areas where space is limited while still large enough for household recycling.
  • Easy Bag Removal - This indoor or outdoor recycle bin was designed with a tapered shape and vented sides to make it simple to remove a trash bag. Eliminate the struggle to remove a full bag of waste. The recommended bag size for ideal use is 33 gallons.
  • Dustpan Edge - Sweep debris directly into the slim trash can with a dustpan edge that eliminates the need for a separate dustpan, making it easy and efficient to clean. The waste container is also made with smooth plastic to ensure easy cleaning.
  • Swing Top Lid – The Highboy comes with the premium feature for functionality; a swing top lid to conceal trash while also providing easy access to discard waste. Remove the lid to empty the receptacle and reattach it with ease.
  • Easy to Carry - Designed with you in mind, the Highboy durable plastic recycling bin has sturdy pass-through handles on top and a hand groove on the bottom. This makes moving the heavy-duty garbage can easier than ever.
  • Registering as a producer and reporting packaging placed on the market.
  • Paying fees that support collection, sorting, processing or system improvements.
  • Meeting recycled-content, reduction or redesign requirements.
  • Submitting documentation and participating in compliance monitoring.
  • Working through an approved producer-responsibility organization.

For manufacturers, this can make a difficult-to-recycle film more expensive than a simpler design, or make redesign worthwhile. For residents, however, the immediate question remains local acceptance: the law can fund infrastructure without creating an overnight curbside route.

Why legal status and your local recycling route can differ

The U.S. Environmental Protection Agency says collection and sorting capacity must expand so recyclers can obtain consistent plastic feedstock. EPA also emphasizes facility oversight and reliable markets. A package may therefore be covered by an EPR law, or count toward a state’s future recyclability goal, while your municipality still lacks the equipment, contract or end market to collect it.

Do not place loose film in a curbside cart unless your program expressly says to do so. Film can tangle machinery and contaminate otherwise marketable recyclables. Instead, check your city or county’s current instructions for the exact item. If the program directs residents to a retailer drop-off, follow that site’s preparation rules; many such programs require clean, dry film and exclude food residue, compostable plastics or mixed-material pouches.

How to decide what to do with a package today

  1. Identify the material. Separate a stretch film, produce bag, bread bag, shipping mailer, cling film, snack wrapper or multilayer pouch; they may have different rules.
  2. Read the local program’s accepted-material list. Search the official municipal or regional recycling page, not just the package symbol.
  3. Check preparation requirements. Remove food, receipts and non-film components only when the program instructs you to; do not guess about labels or zippers.
  4. Use the specified route. Put accepted material in the designated bin or take it to the named drop-off location. Keep unaccepted film out of curbside recycling.
  5. When no route exists, use disposal guidance. A landfill instruction is preferable to contaminating a recycling load; reducing or reusing packaging remains useful where practical.

A framework for choosing packaging under changing rules

Businesses comparing a film package with a rigid, paper or compostable alternative should evaluate the same five questions:

Question What to verify
Collection acceptance Is the intended route documented for the markets where the package is sold?
Sortability and contamination Can facilities identify and separate it without creating unsafe or costly equipment problems?
Legal design requirements Will the applicable state require reduction, recycled content, redesign or recyclability documentation?
Producer burden What registration, reporting, fees and records will be required?
End market Is there a verified buyer for the recovered material, rather than only a collection claim?

A package that performs well on all five measures is more likely to remain useful as EPR systems mature. A package that fails collection or end-market tests may still be legal to sell today but is a poor candidate for a circular system.

What changes next

California’s effective regulations, Oregon’s operating EPR program and EPA’s infrastructure warnings point in the same direction: producers will face stronger incentives to reduce unnecessary film, simplify designs and help finance recovery. The transition will be gradual because contracts, sorting equipment, processor capacity and end markets must be built and monitored. Until a local authority or an officially identified drop-off program accepts your specific film, treat it as non-recyclable through that route—even if the package is covered by a state policy goal.
