Could the Former Fawley Power Station Site Become a Data Centre Campus?

The former Fawley Power Station site in Hampshire is being considered for a mixed employment-led redevelopment of up to 143,000 square metres—not a confirmed data-centre-only campus. Data centres are one possible use within a broader digital category, but the number, size, power needs, operators and tenants of any data centres have not been disclosed.

What is proposed for the Fawley site?

Fawley Waterside Limited is promoting an emerging masterplan for the former power station on the western side of Southampton Water. The developer describes up to 143,000 square metres of floorspace for a mix of energy, digital, maritime, commercial and start-up activity. The plans also include storage and commercial buildings, waterfront-related maritime uses, flexible start-up units and the retention of selected existing structures, including the former canteen, security building and turbine hall basement. These are proposed elements, not approved development. Fawley Waterside consultation information and the developer’s masterplan material describe the evolving scheme.

What role could data centres play?

The developer uses “digital industries” as a broad category that could include data centres, AI and advanced computing, software and cybersecurity. It says the outline planning application would establish the range of potential uses, while the exact mix would be set later at reserved matters. Fawley Waterside’s consultation information puts the status plainly: “Data centres are one of the potential uses being considered.” The developer’s digital-sector description explains the category.

Data Center Dynamics reported on 5 October 2026 that the number and size of any data centres have not been shared. Its report says site plans show three large buildings and several smaller ones that could be developed, but it does not identify all of those buildings as data centres. The plans therefore do not establish a data-centre building count, and the proposal does not yet disclose data-centre capacity, power demand, water use, an operator or tenants. Data Center Dynamics’ report covers the potential use and the limits of the available detail.

What is the planning status and timetable?

As of 7 October 2026, the scheme is at pre-application engagement, not an approved or submitted outline application. The developer says its second public consultation runs from 29 September to 18 October 2026. It anticipates submitting an outline application to New Forest District Council in late autumn 2026, with a committee decision expected in spring 2027. Those are forecasts, not completed planning milestones. Check the developer’s consultation page for current updates.

The developer says an earlier consultation took place in June and July 2026 and that the proposal was revised afterwards. It reports reducing planned floorspace from approximately 190,000 square metres to 143,000 square metres. It also describes a proposed permissive path linking Fawley and Calshot, a possible crossing on the B3053, dark-sky-conscious lighting, landscape and habitat measures, and flood-defence improvements. These are the developer’s stated design intentions and account of consultation changes, not proof that the measures are final or that particular impacts have been resolved. The developer’s project material sets out those proposals.

How does the site’s history and location matter?

Data Center Dynamics describes the former Fawley station as a 2GW oil-fired power station that opened in 1971 and was decommissioned by RWE in 2013. That 2GW figure is the historical generating capacity of the power station; it is not a proposed data-centre capacity or a commitment of electricity for a new development.

The current mixed-use proposal follows a residential-led Fawley Waterside scheme announced in 2017. According to Data Center Dynamics, the developers shelved that £1 billion proposal in 2024 after saying it was “not financially viable.” That figure describes the earlier scheme, not the investment value of the current masterplan. Data Center Dynamics’ account of the site’s history reports both points.

The New Forest National Park Authority’s July 2026 proposed local-plan review describes Fawley Waterside as a Solent Freeport tax site with a dedicated dock and a focus on marine innovation, port-centric manufacturing and energy. It says part of the site lies within the National Park. This is draft planning-policy context; it is not a decision on the emerging outline application. The proposed local-plan review provides that context.

What remains unknown?

The present proposal is too early and too broad to assess as a defined data-centre development. The following project-specific details are not established in the cited material:

  • Whether data centres will be included in the final mix, and how much floorspace they might occupy.
  • The number and scale of data-centre buildings, their IT capacity, and their operators or tenants.
  • Electricity demand, grid connection arrangements and timing, cooling design, and water requirements.
  • Project-specific effects such as noise, traffic, lighting and visual impact, and how these would be addressed alongside habitat, flood protection and the site’s relationship to the National Park and Southampton Water.
  • Current project investment or job totals.

Those questions can be assessed more concretely if an outline application and its supporting assessments provide details. Until then, the accurate description is a proposed mixed employment and commercial redevelopment that could include data centres—not a confirmed data-centre campus.
