Could Cigarette-Control Strategies Reduce the Appeal of Firearms? What a New Paper Argues

A new paper argues that firearm-violence prevention could complement interventions aimed at people considered at risk with universal public-health strategies that reduce demand for firearms, especially handguns. Daniel Romer points to the cigarette-control campaign as a model for studying public education, limits on promotion, and entertainment portrayals—not as proof that those tactics will reduce firearm violence.

What does the paper propose?

Daniel Romer’s “Universal Strategies to End Appeal of Firearms in America,” published online September 23, 2026, in the American Journal of Preventive Medicine, makes the case for adding population-wide demand reduction to firearm-violence prevention. The abstract contrasts this approach with strategies focused on people considered at risk of unjustified firearm use. It presents universal strategies as complementary, not as a replacement for existing prevention efforts. Read the paper’s abstract; the article is also listed as ahead of print by PubMed.

The idea is to examine how public attitudes and consumer appeal might be influenced, rather than focusing only on particular individuals. The paper’s abstract argues that entertainment portrayals are closely related to handgun sales and use in assaults, particularly among young people, and proposes the cigarette-demand-reduction approach as a useful model. It does not report a trial showing that media interventions reduce firearm violence.

How might cigarette-control strategies translate?

The comparison is about possible public-health tools, not an assertion that firearms and cigarettes are equivalent or that the same policies will have the same effects. The Annenberg Public Policy Center (APPC) summary describes several potential targets Romer proposes for consideration or study:

#1 Best Overall
FSDC (Firearm Safety Devices - FSDC-CL1020RKD 15" Gun Cable Lock with 2 Keys - California DOJ Approved Lock - Scratch-Resistant Plastic Body & Cable Cover
  • [Safety First] Provide peace of mind for your family preventing accidents and unauthorized firearm use
  • [Cable Lock for Guns] Fits most pistols, handguns, rifles, shotguns, modern sporting rifles, BB-guns, as well as paintball, pellet, and airsoft guns
  • [Suicide Prevention] Gun locks are a deterrent for those considering self-harm
  • [How-To Content] EN/ES/FR instruction sheet
  • Promotion and product placement: Examine firearm promotion and portrayals in movies and television, including paid placement.
  • Public education about ownership risks: Communicate risks associated with firearm ownership alongside common beliefs about protection.
  • Education about unsecured firearms: Make the risks of leaving firearms unsecured at home part of public risk communication.

APPC frames the cigarette campaign as a model that combined public education with reductions in promotion and entertainment product placement. Romer says public education about cigarettes showed how communication can challenge the idea that a consumer product is worth its risks; he describes the broader cigarette approach as a model for reducing firearms’ consumer appeal. These are proposed avenues for firearm-focused research, not established firearm interventions. APPC’s summary of the paper gives further context.

What does the evidence say about guns in movies and television?

APPC reports that earlier Annenberg Health and Risk Communication Institute research found an association between rising firearm portrayals in popular movies and television crime dramas and firearm homicides, particularly among people aged 15–24. It also reports that firearm portrayals in popular movies from 2000 to 2021 tracked increases in handgun purchases.

Those findings, as summarized by APPC, are associations. They do not by themselves show that portrayals caused the homicides or purchases. Romer and APPC say more research is needed to establish the causal impact of firearm exposure in movies, as research has done for cigarette portrayals. The available abstract and APPC summary do not provide methods or effect sizes for the underlying studies, so they do not support a numerical estimate of the effect.

Why focus on portrayals and self-protection?

APPC’s account says personal protection is the most commonly cited reason for firearm ownership and notes the role of handgun self-defense in New York State Rifle & Pistol Association v. Bruen. In that context, Romer raises the possibility that fictional portrayals could shape how viewers assess handguns as a means of protection.

As quoted by APPC, Romer says crime dramas can make hitting a target look easy and bloodless, potentially giving a young viewer the impression that a handgun is a simple, effective way to protect oneself. This is his explanation of a possible influence, not proof that viewers adopt the belief or that changing portrayals would change firearm use.

How does a universal approach differ from targeted prevention?

Dimension Targeted prevention frame Universal demand-reduction frame
Who it addresses People considered at risk of unjustified firearm use The population broadly
Potential mechanism Deterrence or selective intervention Reduced consumer demand and appeal through public education, promotion-related measures, and media-focused strategies
Potential setting Individual programs Media, promotion, and public education
Evidence status in this argument The paper contrasts this established prevention frame with its proposal Cigarette-control experience is offered as a model; firearm-specific effects remain unproven

The comparison describes the paper’s framing; it is not a head-to-head evaluation of firearm-prevention programs. Its central question is whether population-wide approaches can usefully complement measures aimed at people more likely to cause harm.

What is established—and what remains an open question?

  • Established in the paper’s argument: Romer proposes studying universal strategies to reduce firearm appeal, drawing on the public-health experience with cigarette demand.
  • Reported by APPC: Earlier studies found associations linking firearm portrayals with firearm homicides and handgun purchases.
  • Not established by the available evidence: That entertainment portrayals cause those outcomes, or that changing portrayals, promotion, or public education will reduce firearm violence.
  • Still needed: Research capable of testing causal effects and determining whether firearm-specific demand-reduction strategies work.
