Article II requires the president to be a natural-born U.S. citizen, at least 35 years old, and a U.S. resident for 14 years. Applying those human-centered qualifications to an AI is a reasoned reading of the text—not the result of an AI-specific court ruling.
What the Constitution requires
Article II, Section 1, Clause 5 says that no person is eligible to the presidency unless they are a natural-born U.S. citizen (with a narrow exception for citizens at the Constitution’s adoption), have reached age 35, and have been a U.S. resident for 14 years. The Constitution Annotated reproduces the constitutional text. USAGov summarizes the requirements as natural-born citizenship, age 35 or older, and 14 years of U.S. residence.

The text does not mention artificial intelligence. The conclusion that an AI system itself does not meet these qualifications follows from applying terms such as “Person,” “Citizen,” and “Age” to the proposed officeholder. The official materials cited here do not resolve whether an AI could ever acquire legal personhood or citizenship, and no AI-specific judicial ruling is established here.
Campaigning is not the same as being eligible to serve
A campaign could use AI tools, or a human could run while relying on AI for advice, writing, or other campaign work. That does not by itself make the software the candidate who would take office. If a human is the officeholder, that person—not the AI—must meet Article II’s qualifications.

Federal campaign-finance rules also use “candidate” in a separate sense. In Advisory Opinion AO 2011-15, dated September 2, 2011, the Federal Election Commission said that a naturalized citizen was not barred by the Federal Election Campaign Act from being a candidate under that statute if the campaign-finance criteria were met, despite acknowledging that he did not meet Article II’s natural-born-citizen requirement. The FEC separately found him ineligible for presidential matching funds because he had acknowledged his constitutional ineligibility. The opinion concerned a human and does not decide whether an AI could campaign, register, or be recognized as a candidate. Read the FEC opinion summary.
USAGov says a candidate who raises or spends more than $5,000 for a campaign must register with the FEC and name a principal campaign committee. That is a campaign-finance registration rule; it does not establish that a candidate is constitutionally eligible to hold office. See USAGov’s presidential candidate requirements.

Could the qualifications change?
Yes. A constitutional amendment could change presidential eligibility rules, but it would have to clear Article V’s demanding process. Congress may propose an amendment with a two-thirds vote in both houses. Alternatively, Congress must call a convention to propose amendments after applications from two-thirds of state legislatures. Ratification then requires approval by three-fourths of the states, through their legislatures or conventions, as Congress specifies. The National Archives’ Constitution overview describes this process.
An amendment permitting an AI president would also need to address questions beyond the existing qualifications: what kind of AI or legal entity could hold office, who would be accountable for its actions, how command authority and presidential succession would work, and how voters could assess or remove the officeholder. Those are policy questions a change would need to confront, not rules already settled by the Constitution.

Other constitutional limits
The Twenty-Second Amendment separately limits how often a person may be elected president: no one may be elected more than twice, and a person who served more than two years of another president’s term may be elected only once afterward. This limit does not answer the AI question; the central issue is whether the proposed officeholder can meet Article II’s qualifications. See the Constitution Annotated’s Twenty-Second Amendment text.
