The central danger is that disruption originating outside a bank could spread through the financial system’s interconnected institutions, payment systems, markets and technology providers.
What did the RBI Governor warn about?
In his address, “Preserving Financial Stability in an Evolving World,” at the Fifth Kautilya Economic Conclave, Malhotra said a future crisis might begin beyond banking or even finance. He identified geopolitical events, cyberattacks and technological failures as possible starting points, with effects reaching financial institutions through multiple channels. The Economic Times’ October 3, 2026 report also summarized the warning and its policy implications.

This is a scenario warning, not a claim that cyberattacks are certain to cause the next crisis. Cyber risk is one part of a wider set of pressures the address describes, including elevated global debt, geopolitical and geo-economic fragmentation, supply shocks, technological disruption and climate-related risks. Simultaneous shocks could put pressure on the global financial architecture.

The systemic risk lies in the links between organizations and services. A disruption at one institution or provider could affect others that depend on shared technology, payment infrastructure, market services or cross-border networks. The address emphasizes mapping these dependencies and contagion channels, rather than assessing institutions only in isolation.
#1 Best Overall
- Origin: A shock could begin with a geopolitical event, cyberattack, technology failure or broader macro-financial stress.
- Transmission: It could cause direct operational disruption, then spread through dependencies and exposures between institutions or across borders.
- Reach: The relevant network includes banks, non-bank financial intermediaries, markets, payment systems, technology infrastructure and critical third parties.
That is why Malhotra said, “A strong banking system is necessary, but not sufficient.” Resilience has to extend across the financial system and the infrastructure on which it relies. The address calls for scenario analysis to become a cornerstone of risk management so policymakers and institutions can examine how connected shocks might amplify.
What does the address say about India’s current resilience?
Malhotra described India’s financial system as resilient to current shocks, while warning that present strength does not guarantee protection from future ones. He cited June 2026 Financial Stability Report stress tests, which he said found banks’ aggregate Common Equity Tier 1 ratio comfortable under all adverse scenarios; the address did not provide a numerical CET1 result.
He also cited an average capital-to-risk-weighted-assets ratio (CRAR) of 24.6% for non-bank financial companies (NBFCs) as of March 31, 2026, compared with a regulatory requirement of 15%. These are figures presented in the Governor’s address, which attributes the bank stress-test finding to the June 2026 Financial Stability Report.

It points to strong macroeconomic fundamentals and measures such as diversifying import sources, building self-sufficiency in energy and critical resources, maintaining strategic petroleum reserves, advancing the energy transition, strengthening domestic manufacturing, integrating with global value chains and settling trade in local currencies as supports for withstanding current shocks.

What safeguards does the Governor call for?
The policy response outlined in the address is system-wide: understand where risks connect, improve the information available to monitor them and make institutions and markets better able to absorb disruption.
- Map dependencies and test scenarios: Analyze how a shock could move across institutions, markets and infrastructure, including through cross-border connections.
- Improve data: Use better, more granular information to spot vulnerabilities and monitor changing risks.
- Extend resilience beyond banks: Include non-bank intermediaries, payment systems, markets, technology infrastructure and critical third parties.
- Strengthen the capacity to manage failure: Build resilient institutions, deeper markets, credible safety nets and effective resolution mechanisms.
- Keep oversight forward-looking and proportionate: Adapt supervision as technology and financial intermediation change, without treating every new risk as the same.
The address also links trust in a changing financial system to sound institutions, settlement finality, the singleness of money and financial integrity. As AI, tokenisation and new forms of intermediation develop, the Governor argues, preserving those foundations matters alongside responding to operational threats.

What does the speech say about cyber and technology oversight?
Malhotra said 2026 directions for commercial banks strengthened technology and cyber-risk governance, including board oversight, defined responsibilities for chief information security officers, and controls covering access, third-party arrangements and incident response. He also referred to draft model-risk guidance for regulated entities, including NBFCs, with risk-based oversight, explainability, red-teaming and human oversight. These are descriptions of the regulatory position in the address; they should not be read as a detailed account of every applicable requirement or its implementation.
