Cottesloe Foreshore Project: Funding, Scope and What’s Known About the Cost Rise

Cottesloe has secured $15 million for the first stage of its foreshore redevelopment, but the Town is still seeking State Government support for the rest. Mayor Melissa Harkins said in May 2026 that the full project was estimated at just over $30 million and that she ideally wanted another $15 million from the state. An October 3 headline says the price tag has since grown, but the revised total and the basis for that increase are not verified by the available reporting.

How much funding has Cottesloe secured?

The funded first stage has $15 million in announced contributions: a $10 million Australian Government grant through the Urban Precincts and Partnerships Program and $5 million from the Town of Cottesloe. ABC News reported the combined amount on May 24, 2026, and the Town and federal government confirmed the funding split in their announcements.

The Town says Stage One represents 50 per cent of the overall project. That is the Town’s stated proportion; it does not mean half of the eventual total cost has been independently verified as funded.

Figure What it represents
$10 million Australian Government grant for Stage One, announced in 2026.
$5 million Town of Cottesloe contribution to Stage One, announced in 2026.
$15 million Combined announced funding for Stage One, as reported by ABC News in May 2026.
Just over $30 million Mayor Melissa Harkins’ May 2026 estimate for the complete project, as reported by ABC News; not a new October 2026 total.
A further $15 million The amount Harkins said the Town would ideally seek from the WA Government; this was a request, not a state award.

Harkins said in May that the Town would discuss the further funding request with the state. The Town’s official project page says discussions are continuing to seek outcomes that could deliver the remainder.

What is planned for Cottesloe Beach?

Stage One: public space and access

The first stage will convert carpark 1 into public open space, with terraced seating, an event plaza and landscaped areas. The plans also include wider Marine Parade footpaths, traffic calming, improved universal beach access, walking and cycling improvements, and tree planting. These are the project elements described in the Town’s and federal government’s 2026 announcements.

Later elements

Harkins has identified Napier Street parking and extending pedestrian-friendly works beyond Stage One as later project elements. They are part of the broader vision, not part of the funding already announced for the first stage.

Has the project’s price tag grown?

The October 3, 2026 headline says the price tag has grown, but the article text behind that headline was not available to establish the revised figure, which costs changed, or how the new estimate compares with the earlier scope. The exact increase and its cause therefore cannot be confirmed here.

There are two older figures, but they do not prove a like-for-like increase. A speaker in an October 2024 WA parliamentary Hansard record described a $32 million project. In May 2026, Harkins told ABC News the full project was estimated at just over $30 million. The sources do not establish that the figures cover identical designs, inclusions or project stages, and the Hansard figure is a parliamentary statement rather than an audited estimate.

Separately, PerthNow reported that the Town approved an $8 million capital works program in its 2026–27 budget, with Harkins describing the Town’s contribution to starting the foreshore redevelopment as its main aspect. That is a budget-wide figure, not the total cost of the foreshore project.

Why is the mayor seeking state support?

The Town has funding for Stage One but says it is pursuing support for the remaining work. Harkins said the Town wanted state funding to help deliver the overall project. In the May 24, 2026 ABC News report, WA Deputy Premier Rita Saffioti responded: “It’s a matter of us delivering on our commitments. We didn’t make a commitment to the foreshore.” That statement records the state’s position at the time of that report; it is not evidence of a new October decision.

Harkins described the need to improve the foreshore infrastructure, telling ABC News: “We really need to enhance the infrastructure to make it as fabulous as it should be.” The disagreement is therefore about how the remaining project should be funded, not whether the Town has secured the first-stage contributions.

When will work start?

An October 3 headline’s search excerpt refers to Stage One work planned for July 2027, but the underlying article and an official Town construction schedule were not available to verify that date. Treat July 2027 as a reported prospective start, not a confirmed construction timetable.
