Walmart is often cheaper for small baskets, smaller packages, promotions, and shoppers who do not want an annual warehouse membership. A 21.4% Costco advantage reported across the metropolitan baskets studied by Consumer Reports is an average, not a guarantee for your local store. A separate June 2024 Denver online test found Walmart’s 40-product basket totaled $186.95 and was the lowest in that sample. Your best answer comes from pricing your own recurring basket, adding the membership cost, and charging yourself for waste, storage, travel, delivery, and time.
The short answer: neither store is always cheaper
Costco’s model is built around membership access, buying power, and large packages. Walmart lets you shop without a membership gate and usually offers more package-size choices. That creates two different kinds of value:

- Costco value: a lower unit price on items you buy frequently enough to use in bulk quantities.
- Walmart value: a lower checkout total, less food left unused, broader convenience, and the ability to buy exactly what you need.
For a large household with freezer and pantry space, Costco can lower the cost of paper goods, cleaning products, meat, dairy, snacks, and other staples. For a one- or two-person household, an occasional shopper, or anyone buying highly perishable food, Walmart’s smaller packs may produce a lower real cost even when the shelf price per unit is higher.

The practical answer is frequently a split basket: buy proven bulk winners at Costco and use Walmart for perishables, small quantities, urgent purchases, or items on sale.

What published comparisons actually found
Published figures are useful starting points, but each result has a date, location, channel, and basket definition. They should not be treated as a permanent national ranking.

Costco’s customer-service explanation, published July 10, 2024, states: “We strive to give our members the best products at the lowest possible prices, and our membership fee allows us to offset many of our operating costs and price our merchandise lower.” The same page describes access to Costco’s buying power and a 100% satisfaction guarantee with limitations. That is Costco’s stated pricing rationale; your basket still determines whether the fee pays off.
How to calculate your real cost
A shelf-price comparison is incomplete. Use a total-cost calculation that reflects how your household shops.

1. Convert every item to a unit price
Divide the package price by the comparable quantity. Use price per ounce or pound for food, price per count for individually packaged goods, price per sheet for paper towels, and price per square foot when roll dimensions differ. For detergent or other concentrates, compare the amount of usable product or stated loads rather than the bottle’s fluid ounces alone.
Record the package size and the unit in your notes. “$18” is not comparable by itself; “$18 for 12 rolls” and “$10 for six rolls” still require sheet counts or square footage because rolls can contain different amounts of paper.
2. Compare identical or genuinely equivalent products
Use the same brand, formulation, size, and count whenever possible. If one store’s private-label item is cheaper, check ingredients, concentration, quality tier, durability, and warranty terms before calling it an equivalent. A lower price for a smaller towel sheet, weaker trash bag, or diluted cleaner is not a like-for-like saving.

3. Add the membership fee to Costco purchases
Costco’s annual membership price is not stated in the available evidence and can change by country, membership tier, tax, or promotion. Enter the current fee shown for your location. Allocate it across the Costco purchases you expect to make during the membership year:

To estimate a break-even point against Walmart, calculate the annual merchandise savings before the fee and compare it with the fee:
Break-even annual Costco spending = annual membership fee ÷ average percentage savings
For example, if your measured Costco unit-price advantage is 10%, divide the current fee by 0.10. This is an illustrative formula, not a claim about a particular fee or savings rate. Use your measured rate, not the 21.4% metropolitan average, unless your basket and location resemble that study.
4. Charge for waste, spoilage, and duplicate purchases
If a bulk package costs less per unit but you discard part of it, your effective unit price rises. Track food thrown away, products that expire, and items you buy again because the bulk pack was inconvenient to open or store. A simple adjustment is:

Effective unit price = total paid ÷ units actually used
Include freezer burn, stale snacks, spoiled produce, and cleaning products that leak or dry out. For shelf-stable products, waste may be negligible; for fresh produce, bakery items, and refrigerated meals, it can dominate the calculation.
5. Include travel, delivery, and time
Add fuel, parking, tolls, delivery fees, and the value you place on shopping time. Walmart has no required shopping membership. Walmart+ is optional and is documented at $98 per year or $12.95 per month, plus applicable tax. Its listed benefits include free delivery from the store, free shipping with no order minimum, fuel savings, pharmacy delivery, and Mobile Scan & Go; availability can vary by location. Treat Walmart+ as a convenience subscription and include it only if those benefits replace costs you would otherwise pay.
Why package size changes the winner
Bulk is an advantage only when consumption is predictable
Costco’s large packs reduce the number of shopping trips and can lower the unit price. That works best for products with a stable usage rate: toilet paper, trash bags, detergent, coffee, canned goods, frozen food, and frequently eaten snacks. Estimate monthly use before buying. If your household uses two rolls of paper towels a week, a pack containing many months of supply may be economical; if usage varies or the product loses quality, the theoretical saving may never be realized.
Storage has an economic value
Measure pantry, refrigerator, freezer, and closet capacity before committing to bulk. Overflow can force you to store food in less suitable conditions, hide items until they expire, or make it harder to rotate older products. Walmart’s smaller packages can be cheaper in practice when they prevent a second freezer, extra shelving, or a long drive to return an unwanted item.
Perishables need a time limit
For meat, dairy, produce, bakery goods, and prepared foods, decide how much can be consumed or frozen within the safe storage period. Divide the pack into usable portions on the day you buy it. If you cannot identify a realistic consumption or freezing plan, compare the smaller Walmart package instead of assuming a bulk discount is real.

Category-by-category guidance
Paper goods
Paper towels, toilet paper, tissues, and napkins are ideal unit-price exercises because package counts and dimensions vary substantially. Compare price per sheet or square foot, not roll count. Check sheet thickness and ply as well. A lower price per roll can conceal fewer sheets or smaller sheets. The Consumer Reports retailer work specifically included cleaning and paper supplies, making this a category where careful measurement is more useful than a store-wide slogan.

Compare loads, ounces of active or concentrated product, and included accessories. A large bottle of concentrate may outperform a smaller ready-to-use bottle, while a large package can be a poor choice if the formula degrades or the dispenser is difficult to use. Keep hazardous products secured; a larger quantity increases the consequences of a spill.
Meat, dairy, and frozen food
Costco’s pack sizes can lower the price per pound, but the saving depends on freezing capacity and portioning time. Price the edible portions you will actually use, not trim or bones that are included in the package weight. Walmart can be preferable when you need one dinner’s worth of meat, a specific cut, or a small amount before a trip.
Produce and bakery
Large produce packs have the highest spoilage risk. Compare the amount your household eats in a week with the pack size and note whether the item freezes well. A smaller Walmart purchase may cost more per pound but less per meal after waste. Bakery items can sometimes be frozen, but include packaging and thawing effort in your decision.
Snacks, beverages, and pantry staples
Bulk is attractive when everyone in the household consumes the same product. It is less attractive when a novelty flavor, dietary change, or changing schedule leaves unopened packages. Compare unit prices for canned goods, cereal, coffee, rice, and bottled drinks, then check storage space and expiration dates.
Membership economics: Costco versus Walmart+
Costco membership
Costco ties its annual fee to warehouse access and merchandise pricing. Its official explanation says the fee helps offset operating costs so merchandise can be priced lower, and it advertises access to buying power. The 100% satisfaction guarantee has limitations, so read the current terms for your membership and location rather than assuming every purchase or fee is refundable without conditions.

Because the fee amount is not established here, write the current local fee into your basket worksheet. If two adults share the membership and both use the warehouse, divide the fee across their combined eligible purchases. If you join late in the year or shop only a few times, the same fee is spread over fewer transactions.
Walmart+ membership
Walmart+ is priced at $98 annually or $12.95 monthly, plus applicable tax, according to Walmart’s current help information accessed October 18, 2026. The documented benefits are free delivery from the store, free shipping with no order minimum, fuel savings, pharmacy delivery, and Mobile Scan & Go. Confirm local eligibility and delivery coverage before valuing a benefit.
Do not subtract the Walmart+ fee from every Walmart shelf price. Instead, compare your actual delivery charges, shipping charges, fuel savings, and time saved with the subscription cost. A shopper who always picks up in-store and rarely orders online may receive little value; a household replacing frequent delivery fees may recover it quickly.

How to run your own Costco-versus-Walmart basket test
- List 20 to 40 recurring items. Use products you bought in the last two or three months rather than an idealized shopping list. Include paper goods and cleaners, which often have misleading package counts.
- Record exact specifications. Write brand, formulation, net weight, count, sheet count, concentration, and whether the product is refrigerated or frozen.
- Capture prices on the same date. Record warehouse shelf prices, Walmart shelf or online prices, pickup or delivery charges, and any promotion conditions. Do not combine a one-day sale at one retailer with a regular price at the other without labeling it.
- Normalize the units. Calculate price per ounce, pound, count, sheet, square foot, load, or usable meal. Keep a separate column for package size so an apparently cheaper total cannot hide a smaller quantity.
- Mark waste risk. Rate each item low, medium, or high based on your household’s actual spoilage history. For high-risk items, calculate using units you expect to consume, not units in the package.
- Add annual costs. Enter the current Costco membership fee, if you would join, and the Walmart+ fee only if you would subscribe. Add estimated travel, delivery, shipping, and parking costs.
- Separate must-buy items from optional items. A membership decision should rely on products you will buy repeatedly, not one unusually attractive seasonal purchase.
- Review after several trips. Compare planned quantities with what was actually used. Update the worksheet when prices, promotions, household size, or storage conditions change.
Common comparison mistakes
- Comparing package prices instead of unit prices: a $25 pack is not automatically cheaper than a $15 pack.
- Using roll counts for paper: sheet count and square footage can differ dramatically.
- Ignoring product strength: concentrated detergent and diluted cleaner cannot be compared by bottle size alone.
- Counting a promotion as permanent: record the end date or treat it as a one-time opportunity.
- Forgetting the membership fee: annual savings must exceed the fee and any extra travel.

How to interpret changing prices and promotions
Recheck local prices before making a long-term membership decision. The strongest Walmart basket evidence cited here is a Denver online collection from June 18–20, 2024, while the Costco figure is an average summarized in 2025 from selected metropolitan baskets. Neither fixes today’s price in another city. Warehouse inventory, regional distribution, seasonal promotions, taxes, and delivery channels can all change the comparison.
Keep two results in your worksheet: a regular-price result for recurring planning and a promotion result for opportunistic purchases. If Costco wins only during a promotion, do not use that temporary difference to justify a year-round membership. Conversely, if Walmart wins on a sale but Costco wins at regular prices, decide whether you can reliably wait for the sale without making extra trips.
A decision rule you can use today
Choose Costco when your measured unit-price savings on repeat purchases are large enough to recover the current membership fee, your household can store the packages, and your waste rate is low. Choose Walmart when you need smaller quantities, shop irregularly, rely on nearby pickup or delivery, or find your local promotions and online basket cheaper. Consider Walmart+ only as a separate calculation for delivery, shipping, fuel, pharmacy, and checkout convenience.
If the worksheet is close, split the basket instead of forcing a single-store answer. Buy durable, frequently consumed essentials where the unit price is demonstrably lower, and buy perishables or uncertain quantities in the smaller package. Re-run the comparison whenever your household size, storage, shopping frequency, or local prices change.
