It becomes suspect when a broad impression—such as “green,” “carbon neutral,” or “net zero”—rests on undisclosed boundaries, offsets, weak comparisons, or a badge that does not substantiate the claim being made. The practical test is not whether a company uses sustainability language; it is whether the specific statement can be checked.
This guide gives consumers, investors, journalists, and business teams a repeatable way to examine claims without treating every imprecise statement as proven deception. Legal standards differ by jurisdiction. The United States discussion describes Federal Trade Commission (FTC) guidance, while the European Union section separates an adopted consumer directive from a still-pending Green Claims proposal.

What greenwashing means—and what it does not prove
ISO 14021 describes greenwashing as an environmental statement that is unsubstantiated, misleading, or irrelevant. That definition points to three different failures:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Unsubstantiated: the company cannot produce competent evidence for the factual claim.
- Misleading: the wording, imagery, omission, or headline creates a broader impression than the evidence supports.
- Irrelevant: the statement highlights a minor or legally required attribute while distracting from a material environmental impact.
A missing public document is evidence of a transparency gap, not proof that no internal record exists. Likewise, a claim can be broad or unpopular without being legally false. Your task is to identify exactly what was promised, what was measured, and whether the supporting evidence covers that promise.

Start with the claim’s scope
Before checking a number, determine what the number is about. A product-level result cannot automatically support a company-wide statement, and a facility improvement says nothing by itself about a global supply chain.
| Possible scope | Question to ask | Common overreach |
|---|---|---|
| Product or package | Which model, ingredients, materials, and life-cycle stages are included? | A lower-impact package is presented as evidence that the entire company is environmentally friendly. |
| Facility or project | Which site, process, or activity changed, and during what period? | One efficient plant is used to imply a reduction across all operations. |
| Direct operations | Are the company’s fuel and purchased-energy emissions included? | Operational reductions are described as a value-chain or product life-cycle result. |
| Wider value chain | Are suppliers, logistics, product use, and end-of-life emissions counted, and under what method? | Only easy-to-measure categories are counted while material sources are omitted. |
| Future intention | Is this a target, a forecast, or a result already achieved? | A pledge for a future year is worded as if the company is already at the destination. |
Write the boundary in plain language: “The claim covers emissions from these entities, products, and activities during this reporting period.” If the company will not state that boundary, you cannot fairly compare the claim with another one.
Translate vague language into a testable statement
The FTC says broad, unqualified environmental claims such as “green” and “eco-friendly” are difficult or impossible to substantiate. A responsible claim supplies a qualification that is clear, prominent, and specific rather than hiding the limitation in a footnote.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsQuestions for any environmental statement
- What exact environmental attribute is being asserted: greenhouse-gas emissions, renewable energy, recycled content, recyclability, compostability, water use, or something else?
- Which entities, products, facilities, and emissions sources are included?
- What metric and accounting method were used?
- What baseline year or comparison product establishes the change?
- What reporting period does the number cover?
- Is the statement describing a measured result, a target, or an aspiration?
- What exclusions, assumptions, and uncertainty ranges apply?
For example, replace “Our business is carbon neutral” with a statement that identifies the year, organizational boundary, emissions categories, direct reductions, and any credits used to address the remainder. The narrower wording may be less dramatic, but it is testable.
Use a consistent evidence framework
When comparing two claims or companies, apply the same axes to both. A polished sustainability report should not receive credit for transparency that a less polished company would need to document separately.

| Axis | Evidence to seek | Warning sign |
|---|---|---|
| Scope | Named products, legal entities, facilities, and value-chain categories. | “Company-wide” language with no list of included operations. |
| Metric and boundary | Emissions gases, calculation protocol, data sources, exclusions, and treatment of acquisitions or divestments. | A percentage with no unit, method, or boundary. |
| Baseline and period | Base year, reporting year, restatements, and whether the comparison is like-for-like. | A reduction percentage with no dates or a changing baseline. |
| Action mix | Absolute reductions, efficiency measures, renewable-energy instruments, removals, and offsets shown separately. | One “net” number conceals unchanged or rising gross emissions. |
| Evidence and transparency | Inventory tables, calculation files or methods, project records, assumptions, and retention of documentation. | Only a marketing page or badge is available. |
| Independent checking | Assurance provider, criteria, level of assurance, period, entities covered, and limitations. | An assurance statement does not name the climate claim at issue. |
| Wording and prominence | Headline, images, labels, and nearby qualifications read consistently. | A small disclaimer narrows a much larger headline impression. |
ISO 14021 emphasizes transparent, scientifically sound, documented assessment and retained documentation for self-declared product claims. That is a useful evidence discipline, but the standard is not a universal legal test for every corporate net-zero pledge.
What “carbon neutral” actually means
“Carbon neutral” is not self-explanatory. It can refer to a product, an event, a facility, a company’s direct operations, or a wider value chain. It can also describe different mixes of measured reductions and purchased credits. Require the company to define the boundary, year, gases, accounting method, and treatment of credits before accepting the label.
Separate reductions from offsets
Ask the company to show two quantities rather than only a net result:
- Emissions reduced or avoided within the stated boundary through operational, energy, process, or product changes.
- Emissions addressed with credits, removals, or other instruments for the remainder.
The FTC says carbon-offset claims need competent and reliable scientific evidence, appropriate accounting, and safeguards against selling the same reduction more than once. A credible explanation should identify whether credits represent measured reductions or removals, who owns the environmental attribute, the relevant vintage, and how double counting is prevented. These checks do not establish that every project is valid or invalid; they show whether the claim is transparent enough to evaluate.
Why offsets cannot be treated as automatic proof
An offset may address a portion of reported emissions while the company’s own emissions remain unchanged. A headline that says “zero impact” can therefore obscure the difference between reducing pollution and financing an external project. The claim should state the proportion handled by direct reductions and the proportion handled by credits, with the accounting relationship explained.

How to evaluate net-zero and emissions-reduction promises
A target is a future commitment, not a measured achievement. Test it as a plan with milestones:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Target year and interim milestones: Are near-term checkpoints specified, or is there only a distant end date?
- Coverage: Does the target include direct operations only, or also purchased energy, suppliers, logistics, product use, and end-of-life?
- Baseline: Is the base year stable and are restatements disclosed?
- Absolute versus intensity: A lower emissions-per-unit figure can coexist with higher total emissions if output grows.
- Implementation: Are capital plans, procurement changes, energy decisions, and governance responsibilities described?
- Residual emissions: Does the plan explain which emissions may remain and how they will be addressed?
- Progress reporting: Are annual results published against the same boundary and method?
Do not convert a target into a present-tense claim. “We aim to reduce value-chain emissions 50% from a stated base year by a stated date” is materially different from “We have cut our emissions in half.”
Can sustainability certifications and green labels be trusted?
Treat a seal as evidence to inspect, not as a conclusion. Determine:
- What exact attribute or process the certification evaluated.
- Whether the evaluation covers the product, a site, a company, or a single project.
- Who sets the criteria and who performs the assessment.
- How the certifier is funded and whether material connections are disclosed.
- What period, sample, and exclusions apply.
- Whether the logo is being used to imply benefits outside the certified scope.
The FTC says a third-party certification does not relieve a marketer of substantiating express and implied claims. A certified recycled-content percentage, for example, does not by itself prove that the company is carbon neutral. Read the certificate’s scope and compare it with the words and images surrounding the logo.
Product and packaging claims: the FTC examples
For recycled content, recyclability, renewable energy, compostability, and similar claims, ask whether the alleged benefit is specific, material, qualified, and realistically available to consumers. The FTC Green Guides use a 60% access threshold in the United States for when recyclability claims should be qualified: facilities should be available to at least 60% of consumers or communities to support an unqualified claim. That threshold belongs to the FTC context; it is not a worldwide rule.

Check the actual product and location. A package may be technically recyclable yet lack collection or processing facilities where most buyers live. A renewable-energy claim may concern purchased instruments rather than electricity physically delivered to a facility. The qualification should be adjacent and prominent enough that an ordinary reader sees it before forming the broader impression.
What the United States FTC guidance says
The FTC Green Guides explain how general truth-in-advertising principles apply to environmental marketing. The FTC’s rules page lists the most recent revision as October 11, 2012. The guidance advises against broad, unqualified benefit claims; calls for clear qualifications; addresses competent and reliable scientific evidence for carbon-offset claims; and stresses accounting that prevents a reduction from being sold more than once.
The FTC also says material connections to certifiers should be disclosed where relevant. The guidance remains useful for claim discipline, but it is older guidance and does not, by itself, settle every current question about substantiating corporate net-zero or full value-chain claims. Do not present it as a new climate-specific rule or as a complete legal answer for every case.

The Green Claims Directive proposal
The European Commission page describes the Green Claims Directive as a proposal and lists its status as pending. The measures described include criteria for substantiating explicit voluntary claims and independent accredited verification. A proposal is not enacted law; do not state those proposed requirements as if they already apply everywhere in the EU.

In an April 30, 2024 release, the Commission said the Empowering Consumers for the Green Transition Directive bans product claims that a product has a neutral, reduced, or positive greenhouse-gas impact when those claims are based on offsetting. The release also describes requirements for claims about future environmental performance. Implementation and application dates can depend on national measures and the publication date of the advice you are reading, so check the legal text and current official implementation information before relying on a date-specific conclusion.

The Commission’s policy page displays EU green-claims figures from a 2020 context: 53% of green claims gave vague, misleading, or unfounded information; 40% had no supporting evidence; and half of green labels offered weak or non-existent verification. The same page, accessed in 2026, displays 230 sustainability labels and 100 green-energy labels in the EU, with varying transparency. These figures describe the Commission’s EU green-claims material, not the share of corporate climate claims worldwide and not a new 2026 global study.
A practical claim-checking procedure
- Capture the original claim. Copy the exact words, take note of accompanying imagery, record where it appeared, when it appeared, and which audience it targeted.
- Classify the statement. Mark it as a factual environmental representation, a target or promise, a comparison, a certification, or a broad impression created by language and design.
- Rewrite it as questions. Ask which emissions, business units, products, base year, reporting period, and method are included.
- Trace evidence to the claimant. Prefer disclosed inventory data, boundaries, methodology, assumptions, and assurance scope over a headline or badge.
- Check the comparison. Confirm that the baseline, product version, geography, and period are comparable and that absolute and intensity figures are not being mixed.
- Split reductions and instruments. For a neutral, net-zero, or offset claim, identify direct reductions, removals, avoidance credits, and other instruments separately.
- Test accounting integrity. Look for controls against double counting or selling the same reduction more than once.
- Match assurance to the sentence. Verify who checked what, against which criteria, for which period, and whether the assurance statement covers the claim itself.
- Record unresolved gaps. Request the missing substantiation and distinguish “not publicly demonstrated” from “demonstrably false.”
Red flags that warrant questions
- A headline says “100% green” while the qualification appears in a distant footnote.
- A percentage lacks a unit, baseline year, reporting period, or organizational boundary.
- Only net emissions are shown, with no gross emissions or offset share.
- A target date is displayed as a current achievement.
- A certification logo has no accessible criteria, scope, issuer, or funding disclosure.
- A product claim relies on infrastructure that is unavailable to most intended users.
- The company changes its baseline or boundary without explaining the effect on historical results.
- An assurance statement covers selected data but is presented as assurance of every environmental message.
None of these signals alone proves greenwashing. They identify where a precise question or document request is needed.
Checklists for different readers
Consumers
- Read the qualification next to the headline, not only the logo.
- Check whether the claim covers the item you are buying or the whole company.
- Look for a specific attribute, date, and location.
- For “carbon neutral,” find the direct-reduction and offset split.
- Do not treat a missing public report as conclusive proof of deception; use it to ask for substantiation.
Investors and analysts
- Reconcile marketing language with the emissions inventory and financial-risk disclosures.
- Track boundary changes, acquisitions, divestments, and restatements across years.
- Separate absolute reductions from intensity improvements and purchased credits.
- Read assurance limitations and test whether they cover the metric used in guidance or investor materials.
Journalists
- Archive the original wording and visual context before contacting the company.
- Ask for the calculation method, base year, source records, exclusions, and credit documentation.
- Give the company a chance to distinguish confidential internal records from records it has published.
- Describe an evidence gap accurately instead of labeling a claim false without proof.
Business and communications teams
- Define the claim boundary before writing the headline.
- Maintain documented, scientifically sound calculations and retain the underlying records.
- Publish direct reductions, residual emissions, and offsets separately.
- Place qualifications where readers will see them before forming a broad impression.
- Use assurance for the specific data and statements at issue, and disclose its scope.
How to compare two climate claims fairly
Build a side-by-side record using identical fields. If one company reports Scope 1 and 2 operational emissions and another reports a full product life cycle, their percentages are not comparable until the boundaries are aligned. Record the scope, metric, baseline, period, action mix, evidence, independent checking, and exact wording for each claim. If a field is not established, mark it as “not stated” and identify the source or document that would resolve it. Do not rank companies on style, badge count, or a single net figure.
The bottom line for evaluating a claim
Credibility comes from alignment: the words, boundary, metric, baseline, evidence, accounting, and assurance must describe the same thing. Direct emissions reductions should be visible rather than hidden inside a net number, offsets should be identified rather than implied, and certifications should be read as scoped assessments rather than universal approval. Use the FTC guidance for the U.S. advertising context, distinguish the EU’s adopted consumer directive from its pending proposal, and treat ISO 14021 as a documentation framework—not a substitute for local law. When the evidence is incomplete, report the limitation precisely and ask for the records that would make the claim testable.
