Short answer: AI-generated police reports can invent or misstate facts, and that matters because a report may influence an investigation, charging decision, discovery, testimony, or a later court review. But the reporting available through 2025 does not establish that Axon’s Draft One caused a wrongful conviction or sent a particular person to prison.
Draft One was described in 2024 as software that turns body-camera audio into a draft report. The central question is not whether the prose sounds professional; it is whether an officer verifies every material fact against the recording and whether the agency preserves, discloses, and audits the AI-assisted process.
What Draft One was designed to do
Body-camera audio becomes a report draft
Futurism reported on August 31, 2024, that Axon was testing Draft One with U.S. police departments. The product was described as using an officer’s body-camera audio to generate a first draft of a police report. That is different from an autonomous system filing a final report: the intended output was a draft that an officer would review and approve.
Axon’s description of the model
Axon said Draft One used OpenAI’s GPT-4 model and that it reduced the model’s “creativity” to limit embellishment. Axon AI product manager Noah Spitzer-Williams said the company had “access to more knobs and dials” than an average ChatGPT user. Those are vendor statements reported by Futurism, not an independently verified accuracy test.

A 2025 Police1 practitioner article described early report-writing tools as processing audio and said computer-vision capability was still under development at that time. That is dated product context, not a current specification for Draft One.
What “hallucination” means in a police report
In this setting, a hallucination is a generated detail that is fabricated, misplaced, or otherwise incorrect. It could be a name, quotation, location, sequence of events, description of conduct, or claim that a fact was observed when it was not.
An error in an ordinary summary can be corrected with an edit. An error in a police report can travel through the legal system. Investigators may use it to decide what to pursue, prosecutors may encounter it during case review, and a defense may need to discover whether the written account matches the underlying recording. A polished paragraph can therefore create a credibility and audit problem even when the body-camera file remains accurate.
Could an AI-written report hold up in court?
There is no single nationwide answer in the material available here. Whether a report is used, challenged, disclosed, or admitted depends on the jurisdiction, the proceeding, the report’s role, and the agency’s rules. A report that accurately reflects the recording and is clearly verified may be treated differently from one containing unsupported assertions or unexplained edits.

The practical court question is usually not simply “Was AI involved?” It is whether the parties can establish what the officer observed, what the recording shows, how the draft was produced, what the officer changed, and whether the final document was approved as the officer’s own account. The reviewed sources do not establish a current rule requiring every agency to disclose Draft One use, nor do they establish a uniform judicial standard for these reports.
The evidence chain that matters
- Original source: the body-camera recording and its metadata should remain available.
- Generated draft: the agency should preserve the AI output rather than overwriting it.
- Human edits: changes, deletions, and additions should be attributable and reviewable.
- Final approval: an officer should attest that the report is accurate, not merely accept fluent wording.
- Disclosure: prosecutors and defense counsel need a way to learn that AI assistance was used when it is relevant under local law and procedure.
What experts warned about
Risk of reduced care
Andrew Ferguson, an American University law professor who wrote a law-review article on AI-generated police reports, told the Associated Press: “I am concerned that automation and the ease of the technology,” he said, “would cause police officers to be sort of less careful with their writing.” The concern is about human reliance as much as software output: a draft that looks complete may receive less scrutiny than a report written from scratch.
The legal-system question
Ferguson’s review, as quoted by Futurism, asks: “The open question is how reliance on AI-generative suspicion will distort the foundation of a legal system dependent on the humble police report.” That is a warning about institutional dependence, not evidence that Draft One has already produced a documented wrongful conviction.
How much time could it save?
Ryan Davis wrote in Police1 in 2025 that a survey of more than 11,000 police professionals reported officers spending three to four hours a day on paperwork. Davis’s references point to older 2019 materials, including an IACP preview and a Nuance Dragon Law Enforcement report; the original survey records were not independently checked here. The figure should therefore be read as a reported historical estimate, not a fresh national measurement.

Axon CEO Rick Smith offered a conditional projection: if reporting consumed half an officer’s day and Draft One cut that time in half, the company could potentially return 25 percent of the officer’s time to policing. That is a vendor scenario, not a measured Draft One result.
No independently verified Draft One accuracy rate, error rate, controlled time-savings study, or wrongful-conviction count was identified in the reviewed reporting.
Who is supposed to check the generated report?
The safeguard discussed most consistently by practitioners is meaningful human verification. In practice, an agency policy should answer these questions before an officer submits a report:
- Can the officer replay the relevant audio while checking each material fact?
- Must the officer correct names, times, locations, quotations, and descriptions rather than relying on a general “looks right” review?
- Is the officer prohibited from approving a report when the recording is incomplete, inaudible, or inconsistent?
- Does the system retain the original audio, generated draft, final report, and an edit history?
- Is AI assistance recorded in an audit log and disclosed to prosecutors or other authorized reviewers?
- Are sensitive personal details protected, and are access and retention limited?
- Do prosecutors and the agency’s legal advisers agree on discovery and disclosure procedures?
These controls can make an error easier to detect and challenge. They cannot guarantee that an officer will notice every fabricated or misplaced detail.

What agency policies looked like in 2025
Davis’s 2025 Police1 article presented agency examples and recommendations as part of the California POST Command College’s futures-study work. The examples show different approaches, not a current nationwide policy or a controlled comparison.

What a person involved in a case can ask
Anyone whose case may rely on an AI-assisted report should ask their lawyer about the rules in that jurisdiction and whether to seek:
- the complete body-camera recording, including metadata and any gaps;
- the final report and earlier drafts or version history;
- an agency record showing whether AI assistance was used;
- audit logs identifying review, edits, and approval;
- the written agency policy and any prosecutor directive governing AI-generated reports.
Public-records, discovery, and disclosure rights vary by state and case stage. A request for these materials is not proof that an error occurred; it is a way to compare the written account with the underlying evidence.

Bottom line
Draft One’s promise is straightforward: turn body-camera audio into a report draft and reduce paperwork. The danger is equally straightforward: a generated detail can look authoritative while being wrong. As of the 2024–2025 reporting covered here, the public record supports treating AI police reports as a high-consequence drafting aid that requires documented human verification, preserved source material, auditability, and clear disclosure rules—not as a proven cause of a particular wrongful conviction or as a technology with a publicly established accuracy rate.
