“Copper-free” does not automatically mean “biocide-free.” A copper-free coating may replace copper with another registered biocide, or it may prevent persistent fouling through a slippery low-adhesion surface, controlled wear, or a hard surface that is washed before growth becomes established. The right choice depends on the vessel’s speed and idle time, local fouling pressure, hull material, cleaning routine, existing paint, and current local rules.
The practical decision is therefore not simply whether a can says copper-free. Identify the active ingredient and mechanism, then verify the current label, approved uses, compatibility and cleaning requirements for your boat and jurisdiction.

What “copper-free antifouling” actually means
Traditional antifouling paint uses a biocide to discourage organisms from settling on the hull. Copper is the most widely used antifouling biocide, and some products combine it with so-called booster biocides. As the coating wears, these substances enter the surrounding water. Hull cleaning can create especially noticeable pulses of discharge, with the greatest concern often during the first 90 days after application.
A copper-free claim only tells you that copper is not the active copper ingredient in that formulation. It does not establish that the coating is non-toxic, that it contains no biocide, that it works in every waterway, or that it is legal or available where you live. Read the product label and safety data sheet for the active ingredient, permitted vessel types, substrate restrictions, application thickness and cleaning instructions.

Copper-free biocidal paint
These coatings remove copper but retain a chemical mode of action. Washington State Department of Ecology’s June 2024 report identified tralopyril, zinc pyrithione and DCOIT as copper-free biocidal ingredients registered for use in Washington at the time of that report. That is a dated, jurisdiction-specific list rather than a universal inventory. Registrations and approved uses can change, so a product name or ingredient found in an older report is not proof of current availability.
Biocide-free foul-release coating
Foul-release systems generally use silicone elastomers, often with fluoropolymer components, to create a very smooth surface with low adhesion. Organisms can still land on the hull, but they attach weakly. Water flow, vessel movement or an approved gentle cleaning method can then remove the growth without relying on a leaching toxin.
Foul-release is therefore a release strategy, not an invisible shield. A boat that sits still for long periods may accumulate growth that will not fall off until the hull moves or is cleaned. Mechanical damage is another concern: a gouge or poorly repaired patch can destroy the continuous smooth surface on which performance depends.

Some water-soluble coatings gradually thin through chemical and mechanical action, exposing a renewed smooth surface. Washington Ecology distinguishes these non-biocidal self-polishing coatings from biocidal self-polishing paints, which release an active ingredient as they wear. The similar words on a product label can therefore hide very different environmental and maintenance profiles.

Hard treated-composite surface
Epoxy, polyester, vinyl-ester or ceramic-epoxy finishes can provide a durable, cleanable surface, but the material itself does not directly stop organisms from attaching. The system works only when the owner washes the hull promptly and according to the coating maker’s instructions. If growth is allowed to mature, cleaning becomes harder and the surface can be damaged.
How the alternatives compare
| System | What replaces copper | How fouling is controlled | Main operating condition | Principal limitation |
|---|---|---|---|---|
| Copper-based biocidal paint | Copper, sometimes with booster biocides | Leached biocide inhibits settlement | Correct paint selection, film thickness and renewal | Biocide release and restrictions on discharge or cleaning |
| Copper-free biocidal paint | Another active ingredient, such as tralopyril, zinc pyrithione or DCOIT in the Washington report | Leached alternative biocide inhibits settlement | Use only where the current label permits it | Still a biocidal product; regional registrations and environmental profiles differ |
| Foul-release | Low-adhesion silicone and/or fluoropolymer surface | Weak attachment lets motion or approved cleaning remove organisms | Regular movement and an intact, smooth film | Idle time and mechanical damage reduce performance |
| Biocide-free self-polishing | Water-soluble, ablative binder | Controlled wear renews the surface | Correct application and predictable immersion conditions | Performance and durability are formulation-specific |
| Hard treated composite | No chemical replacement; a durable cleanable surface | Routine washing before fouling builds up | Frequent inspection and timely cleaning | Does not prevent attachment by itself |
What field evidence shows about foul-release performance
A European Commission summary of Lagerström and colleagues’ 2022 study describes a one-year field comparison that began in July 2020. Researchers submerged painted 15 × 15 centimetre PVC panels at three Swedish coastal research stations: one in the Baltic Sea and two in the Skagerrak. At all three locations, the tested silicone foul-release coating performed as well as or better than the two copper-based coatings included in the comparison.
This is useful evidence for that particular silicone formulation, panel design, comparison set and Swedish exposure period. It does not prove that every silicone coating will match copper paint in a different estuary, marina, lake, temperature regime or vessel service pattern. A panel on a research frame also does not experience the same abrasion, propeller wash, fender contact or idle schedule as a working boat.

Washington Ecology’s June 2024 report calls the non-biocidal category immature, with limited environmental-risk and toxicity studies. It describes foul-release coatings as leading alternatives but highlights idle periods and mechanical strength as practical drawbacks. Many products were primarily aimed at commercial vessels; the report-era recreational examples included Hempel Silic One and International Marine’s B-Free Explore. Confirm current regional labeling and availability before treating either name as a purchasing option.
The Bureau of Reclamation has also studied silicone-elastomer systems, commonly based on polydimethylsiloxane (PDMS), for invasive-mussel control on infrastructure. That work helps explain durability and damage concerns, but infrastructure exposure is not direct performance proof for a recreational boat hull.
Environmental trade-offs and the numbers behind them
Washington Ecology reported that 73 of 87 registered antifouling products in an August 2023 database snapshot contained copper-based biocides. The figure applies to Washington and to that snapshot; the report warns that registration information changes.
The same report describes the EPA maximum allowable copper leach rate adopted in 2019 for registered copper-containing antifouling paints used on recreational vessels: 9.5 micrograms of copper per square centimetre of painted surface per day. This is a regulatory ceiling in a defined product and vessel context, not a measurement of every painted hull or a global environmental limit.

A European Commission summary from 2023 reports a study finding that copper antifouling coatings on ship hulls contributed one third of the anthropogenic copper pollution load in the Baltic Sea. That estimate is regional and concerns the Baltic; it is not a worldwide share.
Replacing copper can reduce one pressure while introducing another. A non-copper biocidal product still releases an active substance, and its toxicity, persistence and registration conditions must be assessed separately. A foul-release coating avoids intentional biocide leaching but may contain other leachable materials and can require cleaning. A hard surface may have little direct chemical release but can shift the environmental burden toward wash water, labor and repeated maintenance.
Choose by vessel profile, not by the front of the can
| Vessel situation | Questions to ask | Likely direction |
|---|---|---|
| Runs frequently and spends little time idle | Can the surface remain intact, and does the label permit the expected speed and cleaning method? | Foul-release may be a candidate because movement helps detach weakly bonded growth. |
| Sits at a berth for weeks or months | How will growth be removed during the idle period, and what cleaning is allowed? | Do not assume foul-release will self-clean; compare a labeled biocidal or other system suited to idle exposure. |
| Frequent contact with trailers, fenders, lines or debris | How much abrasion can the coating tolerate, and can damaged areas be repaired without ridges? | A mechanically vulnerable foul-release surface may be a poor fit unless repairs are practical. |
| Owner can inspect and wash regularly | Is there safe access, approved equipment and a plan to capture or contain removed material? | A hard treated surface or biocide-free ablative system may be workable if maintenance is reliable. |
| Existing antifouling film is unknown | What is the old coating chemistry, and does the new manufacturer specify a tie coat or complete removal? | Resolve compatibility before purchase; a copper-free label does not make unlike layers compatible. |
EPA guidance captures the central principle: “Selection, application and maintenance of an appropriate anti-fouling coating type and thickness according to vessel profile is critical to effective biofouling management, and therefore preventing the introduction and spread of aquatic nuisance species from the vessel hull and associated niche areas.”
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow to specify and apply a copper-free system
- Define the operating profile. Record the vessel’s material, length, typical speed, time underway, longest idle period, home waters, trailering or lifting schedule, and exposure to abrasion. Include niche areas such as the rudder, trim tabs, shaft, intake grates and sea chests.
- Identify the mechanism. On the current label, determine whether the product is biocidal, foul-release, ablative but biocide-free, or a hard surface treatment. For a biocidal product, write down every active ingredient, not just the phrase “copper-free.”
- Check legal status for the actual location. Confirm current registration, vessel category, allowed waters, application restrictions and in-water cleaning rules with the relevant authority. Rules differ by jurisdiction, and EPA regulates applicable in-water cleaning without capture.
- Check substrate and old-coating compatibility. Obtain the manufacturer’s specification for fiberglass, aluminum, steel, composite or previously painted surfaces. Follow its requirements for sanding, removal, primer and tie coat. Do not infer compatibility from color or the word “ablative.”
- Prepare the surface to the stated standard. Remove contamination, salts, loose paint and corrosion as directed. Measure surface condition and environmental limits such as temperature and humidity before mixing or applying anything.
- Apply the specified film thickness. Use the manufacturer’s coverage and wet-film or dry-film measurements. Under-application can shorten service life; excessive thickness can cause cracking, poor curing or unexpected polishing.
- Protect the finished film while it cures. Respect launch, immersion and over-coating intervals. Keep lifting straps, blocks and trailer bunks from damaging the continuous surface, especially with foul-release products.
- Document the system. Keep the product label, batch information, application dates, coats, measured thickness, repairs and cleaning method with the vessel’s maintenance records.
Maintenance, cleaning and repair
Maintenance is part of the coating system, not an optional extra. Inspect the hull at intervals appropriate to the water temperature and fouling pressure. Look for slime, barnacles, mussels, blisters, scratches, edge lifting and exposed substrate.

For foul-release coatings, use only the cleaning method named by the current manufacturer. Aggressive pads, scrapers or pressure washing can create a rough patch that attracts more organisms and may remove the low-adhesion layer. If growth has become heavy during an idle period, moving the boat may not remove firmly established organisms; a controlled haul-out and approved cleaning procedure may be necessary.
For hard surfaces, wash before organisms build calcareous shells or roots. For ablative systems, cleaning too aggressively can remove the designed film and change the remaining thickness. For any biocidal coating, collect or contain removed paint and debris where local rules require it.
Pay particular attention to niche areas. A smooth main hull does not prevent fouling on propellers, shafts, rudders, bow thrusters, strainers and recesses. Biofouling management depends on the whole wetted surface and on preventing organisms from being transported to another water body.

The archived EPA-accepted Mission Bay label dated April 14, 2011 listed zinc omadine as the active ingredient and described an ablative, self-polishing antifoulant for ships, boats, barges, yachts and running gear. It included product-specific protective-equipment precautions. That document demonstrates that a copper-free biocidal product category existed; it is not confirmation that the same formulation is currently sold, registered or suitable for your boat. The current label for the product actually in hand controls all safety directions.
Use the specified gloves, eye protection, respirator, ventilation, disposal method and re-entry or launch interval. Never transfer precautions from an old label to a different product. Mixing systems, adding unapproved thinners or ignoring a manufacturer’s cleaning restrictions can create both performance and compliance problems.
Common mistakes to avoid
- Equating copper-free with non-toxic. A different active biocide still has an environmental profile.
- Choosing foul-release for a permanently idle boat. Low adhesion helps most when movement or careful cleaning can remove weakly attached organisms.
- Assuming every silicone coating performs like the tested product. Formulation, water chemistry, vessel motion and mechanical exposure vary.
- Painting over an unknown coating. Incompatibility can cause peeling, wrinkling or premature failure.
- Ignoring local cleaning rules. A coating’s label claim does not authorize unrestricted in-water cleaning or discharge.
- Using a hard coating as if it were antifouling paint. It still needs timely washing.
- Judging by color or marketing language. The active ingredient, mechanism, approved use and maintenance instructions matter more than the name on the tin.
Bottom line for a boat owner
Copper-free antifouling is a family of technologies, not a single replacement chemical. Copper-free biocidal paints substitute another active ingredient; foul-release coatings use low adhesion and vessel motion; biocide-free ablative coatings renew through controlled wear; and hard composite surfaces rely on disciplined cleaning. Compare those mechanisms against your vessel’s idle time, fouling conditions, hull and damage risk, then verify the current label and local rules before application. No coating is universally best, and “copper-free” alone is not enough information to make a safe or effective choice.
