The blockade left commercial trucks and containers idle, with transporters estimating losses of 30,000 to 40,000 Pakistani rupees per day for each truck-container combination. The march was scheduled for 4 October 2026; as of 3 October, whether it would proceed and when detained vehicles would be released remained unresolved.
Why are containers blocking Islamabad roads?
Pakistan’s authorities positioned commercial shipping containers on roads in the federal capital ahead of a PTI march. The party said the march was intended to pressure the government to release jailed former prime minister Imran Khan. Transport associations and officials put the number of containers at an estimated 1,500 to 2,000, according to Al Jazeera’s 2 October 2026 report; this was not a verified inventory.

PTI had initially planned to leave Peshawar on 27 September, then postponed the march to 4 October, citing “strategic reasons.” The containers had already been lined up for nearly four weeks. At the time of the report, the event date was still ahead.
State Minister for Interior Talal Chaudhry defended the preparations as precautionary security planning. He said: “Security preparations are based on intelligence assessments and anticipated security requirements, not simply on the date a political event is formally announced.” He also said, “Islamabad is the federal capital, so precautionary security arrangements are often put in place well in advance.”

The practice has precedent. During proceedings over a cancelled rally permit in August 2024, then-Islamabad High Court Chief Justice Aamer Farooq called the capital a “container city.” Athlete Mujaddad Asrar described the recurring barricades as “like it’s part of the calendar” and said it was “basically a fifth season.”
What do the reported costs show?
The spending figures are estimates reported by Al Jazeera, not audited final accounts. They concern different parts of the operation and should not be treated as a single confirmed bill.
| Item | Reported figure and attribution |
|---|---|
| Containers deployed | Estimated 1,500–2,000, according to transport associations and officials cited by Al Jazeera in 2026. |
| Security arrangements | About 820 million Pakistani rupees sought for one week, according to local media reports cited by Al Jazeera; officials expected the delayed event’s final bill to exceed 1 billion rupees. |
| Container rental | An estimate of 46.5 million Pakistani rupees per day for more than 1,500 containers, reported by Al Jazeera. |
| Law-and-order deployments | Al Jazeera reported that Interior Minister Mohsin Naqvi’s written reply to Pakistan’s National Assembly in March 2025 recorded 1.35 billion rupees over five years, including a peak of 724 million in 2022–23. The reply did not identify container costs and excluded the period covering the 2024 PTI protest. |
The government’s parliamentary spending figure is not a container-cost total: it covers law-and-order deployments and, as reported, omits the 2024 protest period. Talal Chaudhry said container rentals did not need to appear as a separate political-protest category. Al Jazeera reported the figures from media reports and officials; the report does not establish a final cost for the 2026 arrangements.

Muhammad Owais Chaudhry, head of the All Pakistan Goods Transport Owners Association, estimated that an idle truck-container combination costs its owner 30,000 to 40,000 Pakistani rupees a day in lost earnings. He told Al Jazeera: “If you combine the container and the vehicle, the total cost comes to 30,000 to 40,000 rupees ($108 to $144) a day.” He also estimated that buying a container would cost 400,000 to 500,000 rupees.
The cost does not necessarily fall on one owner. Some containers are attached to privately owned trucks; many others belong to foreign shipping lines and are carried on vehicles owned by someone else. Karachi customs agent and importer Mehmood ul Hassan Awan estimated that shipping lines could impose penalties of $150 to $300 per day for a stuck container. That is his estimate, not a verified systemwide total. One truck owner described the particular vehicle entrusted to him as worth close to 15 million rupees, or about $54,000; it is not a general truck valuation.
Drivers interviewed by Al Jazeera said they were expected to remain near impounded vehicles without clear release information and had poor access to washing facilities. Transporters said they had no written rental terms or known release date.
What does the government say about payment and release?
The government and transporters gave conflicting accounts, and the report did not resolve them. Talal Chaudhry said legitimate container rentals were documented and paid through official processes: “What I can say with certainty is that legitimate container rentals are documented and paid through the proper process.” He said any legitimate outstanding claim would be settled, empty containers were covered by rental arrangements, and loaded vehicles were returned immediately.

Transporters interviewed by Al Jazeera said they had not received compensation for their losses and did not know when their vehicles would be released. They also said they did not recognize the rental arrangement described by the minister and had no written terms. The available reporting does not establish that every container was rented, that every vehicle was held under the same arrangement, or that claims had been settled.

The dispute points to two possible ways to provide barricades: rent commercial containers when needed, as the government says it does, or build a government-owned fleet, as Owais Chaudhry proposed. Neither option has been shown by a cost-benefit study in the reporting.
| Consideration | Rent when needed | Buy a government fleet |
|---|---|---|
| Cost over time | Recurring rental costs; Al Jazeera reported an estimate of 46.5 million rupees a day for more than 1,500 containers. | Up-front purchase plus storage and maintenance; no total cost estimate was reported. |
| Records and accountability | The government says legitimate rentals and payments are documented; interviewed transporters said they lacked written terms. | Ownership could separate public-order equipment from commercial freight, but the report provides no proposed procurement or accountability system. |
| Deployment | Uses containers sourced when required; no comparative deployment-time figures were reported. | Could provide a dedicated fleet, but no evidence establishes how quickly it could be deployed. |
| Who bears disruption costs? | Commercial owners and drivers may lose earnings when their vehicles are held; parties dispute whether rental payments cover those costs. | A dedicated fleet could avoid holding commercial vehicles, though acquisition and upkeep would be borne publicly. |
Without comparable lifecycle costs or settled payment records, the reported figures do not establish which approach is cheaper overall.
Why the impact reaches beyond freight
The containers can disrupt movement and commercial transport, while uncertainty around access and the duration of closures can also affect businesses. Sajid Amin Javed, deputy executive director for research at the Sustainable Development Policy Institute, argued that the damage extends beyond a hotel’s immediate lost bookings: “It is the signalling it sends to investors, businesses, tourists. Every pillar of state, society bears that cost.”
Urban governance researcher Danyal Adam Khan pointed to Islamabad’s connections with Rawalpindi and other provinces. These are expert assessments of possible spillovers, not measured estimates of the economic impact.
What remained unknown on 3 October 2026
With the march scheduled for the following day, the report could not establish whether it would take place, when barricades would come down, how long vehicles would remain held, or whether disputed rental and compensation claims would be settled. Nor did it provide an audited final security bill. Those outcomes were still open at the report’s publication.
