The University of Michigan’s Index of Consumer Sentiment gives substantial weight to household finances, expected economic conditions, and buying conditions. The Conference Board’s Consumer Confidence Index concentrates on people’s assessments of current business and labor-market conditions and their expectations for the next six months. Because the surveys ask different questions, use different time horizons and collection methods, draw samples differently, and calculate their indexes on different scales, their readings can move in opposite directions without either survey being wrong.
The difference at a glance
| Feature | University of Michigan sentiment | The Conference Board confidence |
|---|---|---|
| Common U.S. series name | Index of Consumer Sentiment, from the University of Michigan Surveys of Consumers | Consumer Confidence Index, from The Conference Board |
| Main subjects | Personal finances, general business conditions, and buying conditions | Present business and labor-market conditions, plus the outlook for the next six months |
| Forward-looking detail | Consumers’ own financial prospects, near-term general-economic prospects, and long-term general-economic prospects are covered in the Index of Consumer Expectations | Expectations are explicitly centered on the coming six months |
| Collection | About 1,000 interviews per month; approximately 50 core questions; sample designed to represent U.S. households excluding Alaska and Hawaii | Monthly online survey conducted by Toluna; the current index description does not state a comparable interview count in the supplied material |
| Index scale | Uses the University of Michigan’s own calculation and historical scale | Reported on a 1985=100 basis |
| Best shorthand | How households view their finances, the economy, and whether conditions are favorable for buying | How households view current economic conditions and the near-term business and employment outlook |
The numbers in the two columns are not interchangeable. A Michigan reading of 70 and a Conference Board reading of 70 do not represent the same level of optimism, because the underlying questions, weighting, benchmark, and construction differ.

What “consumer sentiment” means
In everyday language, sentiment means an attitude or feeling. In U.S. economic reporting, it most often refers to the University of Michigan’s Index of Consumer Sentiment. The survey asks households to evaluate their own financial position, the economy’s general condition, and the attractiveness of making major purchases. Those answers are combined into an index intended to capture how consumers perceive present circumstances and future prospects.
Personal finances are central
Michigan’s questionnaire asks respondents to consider their current financial situation and how it compares with the recent past, as well as whether they expect their finances to improve or worsen. That makes the series especially useful when the question is, “How do households think they are doing financially?” It reflects perceptions rather than a tabulation of income, bank balances, debt payments, or retail receipts.

Buying conditions are measured directly
The survey also asks whether it is a good or bad time to buy important household items. Interest rates, prices, credit availability, and expected income can all influence those answers. A household may feel secure about its job yet postpone a vehicle or appliance purchase because prices are high; the buying-conditions component can register that distinction.
Expectations cover more than one horizon
The Index of Consumer Expectations includes questions about respondents’ own financial prospects, the general economy in the near term, and the general economy over a longer horizon. That combination means Michigan can capture a change in household finances or inflation perceptions even when views of the broader labor market have not changed by the same amount.
What “consumer confidence” means
Confidence is often used as a synonym for optimism, but U.S. economic data commonly uses it as shorthand for The Conference Board Consumer Confidence Index. Its framework separates a present-conditions assessment from an expectations assessment.
Present conditions
The present component focuses on how respondents view current business conditions and the availability of jobs. It is therefore more closely tied to perceptions of whether economic activity and employment opportunities are favorable right now than to a detailed account of a household’s personal budget.
Six-month expectations
The expectations component asks respondents to look ahead six months and assess business conditions, employment prospects, and related financial expectations. The relatively defined six-month window is important: it is not the same as Michigan’s mixture of near-term and longer-term outlook questions.

Online monthly collection
The Conference Board describes the survey as a monthly online survey conducted by Toluna. Online collection can produce response patterns that differ from a survey using another mode, and the mode is one reason the series should be interpreted on its own terms rather than treated as a duplicate of Michigan’s measure.
How the two surveys are built
Methodology explains most apparent contradictions. The following differences are documented in the University of Michigan survey description, The Conference Board’s current index description, and comparisons by the Federal Reserve Bank of New York and the University of Michigan Institute for Social Research.
| Methodological issue | Why it matters |
|---|---|
| Question wording and topics | One survey may emphasize personal finances or purchase conditions while the other emphasizes business and employment conditions. Respondents can answer those questions differently at the same time. |
| Reference period | Questions may ask about the recent past, current conditions, the next six months, one year, or a longer-term outlook. A single news event can affect each horizon differently. |
| Sample design | Michigan’s monthly sample is designed to represent U.S. households excluding Alaska and Hawaii. The Conference Board’s published framework and collection mode are different, so the populations and response mix should not be assumed identical. |
| Collection mode | Michigan’s survey process and The Conference Board’s online Toluna survey can generate different response behavior, even when fielded in the same month. |
| Index calculation | Each organization weights and aggregates answers using its own formula. A raw point on one scale has no direct numerical equivalent on the other. |
| Publication timing and status | Monthly releases can be preliminary or final, and revisions or updated estimates can change the latest reading. Always identify the release month and status when quoting a figure. |
Why Michigan sentiment and Conference Board confidence can diverge
Household finances can weaken before labor-market views do
Suppose prices for necessities rise faster than wages. Respondents may report that their personal finances have deteriorated and that buying conditions are poor, pulling Michigan sentiment lower. If they still believe jobs are plentiful and businesses are operating normally, The Conference Board’s present-conditions component may decline less or even improve.
Employment concerns can rise while purchase plans hold up
A rise in layoffs or a fear of future job losses can damage confidence about the labor market. Yet households with savings, fixed-rate debt, or an urgent need to replace a vehicle may continue planning purchases. Michigan’s buying-conditions questions and the Conference Board’s employment expectations can therefore send different signals.
Different horizons react at different speeds
News about a recession risk may immediately change a six-month outlook, while respondents’ assessment of their current finances remains unchanged. Conversely, a current jump in food or energy prices can hurt perceptions of household finances before people revise their longer-term view of the economy. Comparing a current-condition subindex with a long-horizon expectation is an apples-to-oranges exercise.

Question wording changes the frame
People do not answer an abstract question about “confidence” in exactly the same way as a question about whether it is a good time to buy a major item. The Federal Reserve Bank of New York’s comparison of the two surveys notes that their questions and methodologies differ. The University of Michigan’s historical methodology likewise documents different comparison periods and evaluative criteria from the Conference Board instrument.

Samples and modes produce different response patterns
Even if two surveys interview people during the same week, their sample designs and collection modes can affect who responds and how respondents use a rating scale. This is a statistical reason for divergence, not evidence that one index is necessarily defective.
Index bases are not shared units
The Conference Board reports its index with a 1985=100 benchmark. Michigan uses its own construction and historical scale. The benchmark tells you how that series is normalized; it does not convert the result into Conference Board points or vice versa.
Which index answers a particular question?
| If you want to know… | Start with… | Why |
|---|---|---|
| How households view their own financial situation | University of Michigan sentiment and its expectations measures | Personal-finance questions are a core part of the Michigan survey. |
| Whether people think it is a good time to make major purchases | University of Michigan buying conditions | Purchase timing is asked directly rather than inferred from a general confidence rating. |
| How people judge current business conditions | The Conference Board present-conditions component | The component is designed around current business and labor-market assessments. |
| How people view the next six months for business and jobs | The Conference Board expectations component | The published framework defines this forward window explicitly. |
| Whether the public is optimistic in a broad, nontechnical sense | Read both series, with their publishers and components named | Neither survey is “the” universal confidence number, and each captures a different part of consumer outlook. |
How to compare the readings responsibly
Use this procedure whenever you see a headline about sentiment or confidence.
- Match the release month. Compare the Michigan and Conference Board releases covering the same month. A headline published on the same day can still refer to different survey periods if one release lags the other.
- Record the exact series and component. Write down “University of Michigan Index of Consumer Sentiment,” “Index of Consumer Expectations,” “The Conference Board Consumer Confidence Index,” “Present Situation,” or “Expectations.” Do not compare an overall index with a subindex without labeling the difference.
- Check whether the figure is preliminary or final. Michigan releases can have preliminary and final readings. State the status and release date when you quote a current number.
- Look at direction. Ask whether each series rose or fell from its own previous reading. Direction is more informative than placing the two raw levels side by side.
- Place each reading in its own history. A series can be low relative to its past even when the other series is near its own average. Use the publisher’s historical chart or database for that series rather than borrowing the other index’s benchmark.
- Identify the time horizon. Separate current conditions, recent changes, six-month expectations, one-year expectations, and longer-term expectations. A disagreement may simply reflect different horizons.
- Inspect the question mix. Determine whether the movement is likely tied to household finances, prices and purchase conditions, business activity, employment, or a broad economic outlook.
- Note sample and mode. Michigan’s approximately 1,000 monthly interviews and household sample excluding Alaska and Hawaii are not interchangeable with The Conference Board’s monthly online Toluna survey. Treat mode and sample as part of the result.
- Keep the scales separate. The Conference Board’s 1985=100 base and Michigan’s separate index construction prohibit direct arithmetic comparisons of levels.
- Cross-check behavior with behavior data. Because both measures are surveys of perceptions and expectations, use actual spending, income, employment, credit, or retail data when the question is what households did, not what they said they expected to do.
Can consumer confidence be low while spending is still strong?
Yes. Neither index is a direct count of purchases. A household can describe the economy pessimistically while continuing to spend on essentials, housing, health care, education, or a replacement item. Employment income, accumulated savings, credit access, contractual bills, and the absence of a practical substitute can keep spending up even when survey answers deteriorate.

The reverse can also occur: respondents may report confidence because their jobs appear secure, yet defer discretionary purchases while waiting for lower prices or better financing terms. Survey expectations can lead, lag, or fail to match realized spending depending on which households change behavior and which expenses are measured.
Use sentiment or confidence to understand perceptions and expectations. Use transaction, income, labor, and production statistics to describe realized economic activity. Treat a survey move as a signal to investigate, not as a guarantee that consumption will rise or fall.

A one-month move is a signal, not a verdict
Monthly indexes are sensitive to news, prices, financial-market moves, and changes in the composition of responses. A single increase or decrease deserves context from the prior month, recent trend, and subcomponents.
Level and change answer different questions
The level tells you where a series stands relative to its own history. The change tells you how perceptions shifted recently. A small monthly gain can leave an index historically depressed, while a large gain can occur from a very low base.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not translate points into percentage changes automatically
Index points are constructed units. A two-point move is not automatically a two-percent change in optimism, household income, or spending. Report the publisher’s unit and base, then explain the direction in plain language.
Best Value
Read components before the headline
An overall index can conceal offsetting movements. For example, stronger present labor-market views may coexist with weaker six-month expectations, or better views of personal finances may coexist with poorer buying conditions. The component pattern often explains why two overall indexes appear inconsistent.
Historical context
The University of Michigan Surveys of Consumers began in the late 1940s under the Survey Research Center. The program was quarterly through 1977 and monthly thereafter, according to the historical collection description maintained by ICPSR and the University of Michigan. Its long history makes it useful for comparing household attitudes across episodes, but that history does not make its levels numerically comparable with The Conference Board series.
The Conference Board’s confidence series is also a long-running monthly measure. Longevity is not a common yardstick: the two organizations retained different instruments, sampling approaches, question wording, and computations. Historical charts should therefore be viewed separately, with each series interpreted against its own baseline.

Common mistakes to avoid
- Calling one number “consumer confidence.” Name the publisher and exact index. In U.S. reporting, “confidence” usually means The Conference Board series, while “sentiment” usually means Michigan, but everyday writing is looser.
- Comparing raw levels. A Michigan value and a Conference Board value are not measurements in a shared unit.
- Assuming the surveys ask the same thing. Personal finances, buying conditions, business conditions, and labor-market expectations are not interchangeable concepts.
- Claiming that a lower index proves spending will fall. The measures capture reported attitudes and expectations, not receipts or national-account consumption.
- Ignoring release status. A preliminary monthly estimate should not be presented as the final reading.
- Dropping the geography qualification. Michigan’s stated household sample excludes Alaska and Hawaii; do not silently describe it as a survey of every U.S. household.
- Treating the index base as a score. The Conference Board’s 1985=100 is a normalization rule, not a 0-to-100 confidence grade.
- Mixing horizons. Current conditions, the next six months, and longer-term expectations can legitimately point in different directions.
A practical interpretation example
Imagine that Michigan sentiment declines while The Conference Board confidence index is little changed. First, verify that both releases cover the same month and that neither figure is a preliminary estimate being compared with a final one. Next, inspect the components: a deterioration in Michigan’s personal-finance or buying-conditions answers could reflect prices or borrowing costs, while stable Conference Board present conditions could indicate that respondents still view jobs and business activity as sound. Finally, compare each result with its own recent history and check actual spending and employment data before describing the episode as an economic downturn.
If the opposite pattern appears—Conference Board expectations fall while Michigan sentiment rises—look for a gap between the six-month business and labor outlook and households’ current finances or purchase plans. The divergence is information about which concern moved, not a reason to average the two indexes into a single score.
Bottom line for readers and analysts
Use “sentiment” and “confidence” as labels for specific surveys, not as interchangeable measurements. Michigan is the better starting point for questions about household finances, buying conditions, and a mix of near- and longer-term expectations. The Conference Board is the better starting point for present business and labor-market assessments and a defined six-month outlook. Compare direction, components, horizons, samples, collection modes, release status, and each series’ own history; never compare the raw index levels as though they shared a scale.
