Construction B2B payment is a contract-controlled workflow, not a universal “net 30” promise. The amount and date a contractor, subcontractor, or supplier receives depend on the agreement’s billing format, the work accepted, required backup, approval or certification, retainage, disputed amounts, and the laws that apply to the project.

A reliable process starts before work begins: identify the payment trigger, billing cutoff, reviewer, submission portal, documents, retainage terms, notice deadlines, and lower-tier payment obligations. Then document earned work, submit the required invoice or payment application, resolve review issues, track the approval clock, and preserve evidence through closeout.

What construction B2B payment actually covers

Construction payment is the exchange of money for contracted work, materials, or services between businesses on a project. It can involve an owner and general contractor, a general contractor and subcontractor, or a subcontractor and supplier. Each tier normally has its own contract, invoice requirements, payment trigger, and dispute process.

Unlike a simple recurring-services invoice, construction billing often measures progress against a schedule of values, milestone plan, unit-price schedule, or other pricing basis. A submission can therefore be mathematically accurate yet still not be payable until the designated reviewer verifies quantities, quality, changes, and required certifications.

Public and private projects, different states or provinces, and different contract forms can produce materially different results. The U.S. Federal Acquisition Regulation (FAR) clause 52.232-27 is a federal-construction example, not a rule for every U.S. project. Alberta’s prompt-payment regime and Canada’s federal framework are separate examples with their own scope and transition rules.

The construction payment workflow, step by step

1. Set the payment rules during contract setup

Before mobilization, create a payment requirements sheet from the signed contract and applicable law. Confirm:

  • the legal payee name, tax details, remittance address, and banking instructions;
  • the scope, schedule of values, unit prices, or milestone definitions used to measure earned work;
  • the billing period, monthly cutoff, and deadline for submitting an invoice or payment application;
  • the required form, portal, file format, backup, certifications, and signatures;
  • the person or entity that reviews quantities and the person that certifies or approves payment;
  • whether the payment clock starts at invoice receipt, receipt of a proper invoice, acceptance, certification, or another event;
  • whether the clock uses calendar days or business days;
  • retainage or statutory holdback, the release event, and any separate notice requirements;
  • how disputed and undisputed amounts are handled;
  • payment method, remittance information, and reconciliation requirements; and
  • notice, suspension, lien, bond-claim, and dispute procedures, subject to local legal advice.

Write the exact contract language and the responsible person beside each item. A generic “net 30” note is not enough if the agreement says 30 days after a proper invoice, acceptance, or certification.

2. Record work and materials during the billing period

Progress billing is common: the contractor documents value earned during a period instead of waiting for project completion. Track installed quantities, approved changes, delivered or suitably stored materials when the contract allows them, prior billings, prior payments, and the remaining contract balance. Keep daily reports, delivery tickets, inspection records, photos, approved change orders, and correspondence tied to the same cost codes used in the payment application.

For a supplier, the equivalent evidence may be a purchase order, delivery receipt, signed ticket, packing list, and acceptance record. Do not bill stored material merely because it is on a truck or in an unapproved location; storage, title, insurance, and inspection conditions can be contract-specific.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

3. Prepare the invoice or payment application

A routine supplier invoice requests payment for goods or services delivered. A contractor’s progress application is a period-based claim for earned value and usually includes a detailed continuation, changes, retainage, prior payments, and a certification. The contract controls which document is acceptable.

One widely recognized example is the paired AIA G702–1992 “Application and Certificate for Payment” and G703–1992 “Continuation Sheet.” G702 presents the application and certification, while G703 expands the schedule of values into line items. AIA describes the pair as tools for a contractor to apply for payment and an architect to certify the amount due. They are examples, not universal requirements; projects may specify another AIA edition, owner form, software template, or public-agency portal.

Reconcile the arithmetic before submission:

  • original contract sum plus approved changes;
  • value completed and stored to date;
  • current-period value and prior-period value;
  • retainage or holdback;
  • previous payments;
  • amount currently requested; and
  • contract balance remaining.

Attach every item the agreement calls “proper” or “complete,” such as updated schedules, certified payroll, test reports, insurance evidence, releases, approved change orders, or material invoices. Missing backup can prevent the payment clock from starting.

4. Submit through the required channel

Send the package to the contractually designated address, portal, or electronic-invoicing system. Keep proof of delivery, the exact files sent, timestamps, and any portal acknowledgment. If the portal rejects a file, preserve the rejection message and correct it promptly; an email to an informal contact may not count as contractual receipt.

5. Review, certification, and dispute

The reviewer compares the application with the contract, field progress, quantities, quality records, change orders, and prior approvals. A reviewer may return a package for missing signatures, unsupported stored materials, incorrect quantities, duplicate billing, or an expired compliance document.

Separate an administrative correction from a genuine payment dispute. Ask for the specific line, contract clause, amount withheld, and evidence needed to cure it. Where the contract or applicable law requires payment of undisputed sums, request that the undisputed portion be processed while the disputed portion is resolved.

FAR 52.232-27 illustrates a federal approach: it addresses proper invoices, payment timing, retainage, disputed amounts, and payment provisions that flow to subcontract tiers. It applies within the federal contract framework and should be read with the current contract and clause text.

6. Pay the next tier and preserve the chain

After the owner pays its contracting party, each tier follows its own agreement and applicable prompt-payment rules. A subcontractor’s payment date is not automatically the same as the owner’s date. Prime contracts may contain flowdown clauses, but the exact lower-tier obligation depends on the contract, project type, and jurisdiction.

Maintain a payment ledger showing invoice or application number, period, amount submitted, approved amount, retainage, disputed amount, payment date, and balance. Share required notices and supporting records with lower tiers on time. This makes it easier to identify whether a delay began with submission, review, owner payment, or a downstream accounting error.

7. Close out without waiving rights accidentally

Final billing may require as-built information, warranties, operation manuals, punch-list completion, affidavits, releases, consent of surety, tax documents, or other contract-specific evidence. There is no universal closeout checklist.

Read every lien or payment waiver carefully. Do not sign an unconditional waiver for money that has not actually cleared. Waiver forms and legal effects vary by jurisdiction, and a qualified construction lawyer or the contracting authority should confirm the correct form and timing.

Invoice versus payment application

Feature Supplier invoice Contractor progress application
Purpose Requests payment for delivered goods or services. Claims earned value under a larger construction contract for a defined period.
Typical detail Purchase order, delivery, quantity, unit price, tax, and total. Schedule of values, current and cumulative work, stored materials where allowed, changes, retainage, prior payments, and balance.
Review Three-way or similar match among purchase order, receipt, and invoice. Field progress, quantities, quality, changes, certifications, and contract compliance.
Common form example Contract-prescribed invoice or electronic format. AIA G702 with G703 is one example; the contract may require another form.
Payment trigger May be receipt of a proper invoice, acceptance, or another agreed event. Often requires proper submission plus review or certification, depending on the contract.

How payment terms determine the due date

Read payment terms as a clock formula. Identify the event that starts the clock, the day-count convention, and exceptions. “Thirty days” is incomplete unless you know thirty days after what and whether weekends and holidays count.

Arrangement or rule Clock and conditions What to verify
Private construction contract Set by the negotiated agreement and applicable law. Proper-invoice definition, acceptance or certification, cutoff, calendar/business days, retainage, disputes, and flowdown.
U.S. federal construction example FAR 52.232-27 generally uses the later of 30 days after receipt of a proper invoice or 30 days after acceptance, subject to the clause’s terms and exceptions. Current contract text, invoice content, acceptance date, disputed amounts, retainage, and subcontract-payment provisions.
Alberta construction example Official guidance says new construction contracts have been subject to Alberta prompt-payment rules since August 29, 2022 and sets an owner payment period after receipt of a proper invoice. Whether the project and contract fall within the provincial scheme, proper-invoice requirements, adjudication steps, and current guidance.
Canadian federal context Public Services and Procurement Canada says federal prompt-payment legislation came into force December 9, 2023. Applicability, transition provisions, contract coverage, and current federal guidance.

These examples must not be merged into one universal deadline. A project’s location, public or private status, contract date, and funding source can change the answer. If the contract and statute appear inconsistent, obtain jurisdiction-specific legal advice before declaring a payment late.

Retainage, holdback, and disputed amounts

Retainage or holdback is money withheld under the contract or law, often until a milestone, punch-list completion, closeout package, or statutory release event. It reduces current cash received even when the underlying work is accepted. FAR recognizes certain retainage provisions in federal construction subcontracts, but no single percentage is an industry-wide rule.

Retainage is different from a dispute. A contract may lawfully withhold the stated retainage while paying the rest of an approved application. A disputed quantity, defective item, missing document, or back charge may create an additional withholding. Your ledger should show these amounts separately so a delayed payment is not misdiagnosed.

Ask for a written explanation of every deduction: line item, contractual basis, calculation, and release condition. Correct arithmetic or missing documents quickly, but reserve contractual notice rights for substantive disputes.

Managing lien waivers and compliance documents

Payment administration often involves lien waivers, sworn statements, insurance certificates, tax forms, certified payroll, safety records, and lower-tier lists. Build a document register with the document name, project, billing period, issuer, signature status, expiration date, recipient, and submission timestamp.

Match each waiver to the payment period and amount it describes. A conditional waiver tied to a check or electronic transfer should not be treated as an unconditional receipt. Confirm whether the jurisdiction prescribes statutory wording and whether the waiver covers only the current payment or also prior amounts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use version control for revised applications. A clear filename containing project, payee, period, and revision reduces duplicate processing and makes an audit trail easier to follow.

Digital invoicing, payment software, and financing

Electronic invoicing and payments can reduce rekeying, show approval status, and provide timestamps, but technology cannot override a contract’s required form or legal notice. Before adopting a tool, check whether it supports:

  • schedule-of-values and unit-price tracking;
  • monthly roll-forward from prior approved values;
  • form templates or exports accepted by the owner;
  • approval routing with role-based permissions;
  • audit logs for submissions, revisions, and approvals;
  • retainage and disputed-line handling;
  • lien-waiver and compliance-document collection;
  • electronic payment reconciliation; and
  • accounting-system integration and data export.

A 2024 PYMNTS Intelligence report quoted Billd chief executive Chris Doyle saying, “In terms of impactful solutions, I think digitization of the invoicing process and electronic payments are probably the highest-order problems to solve.” That is a vendor executive’s opinion, not an independent construction-wide finding.

Working-capital products can address a timing gap when material costs precede collections. A 2025 trade report described Billd as a construction financial-services provider offering financing terms for eligible material purchases. Eligibility, fees, repayment terms, and availability require current verification; financing does not change the owner’s contractual payment obligation and adds cost and underwriting risk.

What to do when a payment is late

  1. Check the contract’s definition of a proper invoice and confirm that every required attachment was submitted.
  2. Identify the actual trigger date: receipt, proper receipt, acceptance, certification, or another event.
  3. Compare the due date using the contract’s calendar or business-day rule and applicable law.
  4. Request a written status showing approved, pending, disputed, retainage, and rejected amounts.
  5. Separate undisputed amounts from disputed lines and ask whether the undisputed portion can be released.
  6. Send any required notice of nonpayment, intent to suspend, bond claim, lien, adjudication, or dispute within the stated deadline.
  7. Escalate through the contract’s reviewer, project manager, finance contact, and formal dispute process while preserving emails, portal receipts, field records, and payment ledgers.
  8. Obtain qualified legal advice before signing a waiver, stopping work, or filing a statutory claim.

Construction payment control checklist

  • Contract and amendments are stored in one controlled location.
  • Payment trigger and due-date formula are written in plain language.
  • Billing cutoff and submission recipient are on the project calendar.
  • Schedule of values or pricing basis reconciles to the contract sum.
  • Daily quantities, delivery records, changes, and approvals support the current claim.
  • Invoice or payment application uses the required form and revision.
  • Receipt acknowledgment and reviewer comments are retained.
  • Retainage, disputed sums, and approved sums are tracked separately.
  • Lower-tier notices, flowdown terms, and payment records are current.
  • Waivers and compliance documents are matched to the correct payment period.
  • Final releases are signed only after the stated payment clears and the legal effect is understood.

Bottom line

Construction B2B payment works when the contract, evidence, approval workflow, and payment ledger all tell the same story. Treat every application as a documented claim that must satisfy a defined trigger—not as an automatic invoice due date. The safest process is to confirm the governing rules at setup, bill measured progress with complete backup, distinguish retainage from disputes, track every tier, and verify local law before relying on a deadline or waiver.
