Conrad Black’s September 26, 2026, column, “Carney’s War Games,” argues that talk of preparing for a possible U.S. invasion of Canada is alarmist and politically motivated. That is Black’s opinion, not an independently established assessment of invasion risk. His account of what Mark Carney and other ministers said, along with the trade figures he uses, should also be read as claims in the column rather than verified primary-source evidence.
What Black says prompted his column
Black writes that Carney said in a New York Times interview that it would be irresponsible not to plan for the possible contingency of a U.S. military invasion of Canada. He adds that Defence Minister David McGuinty and Artificial Intelligence Minister Evan Solomon reiterated the concern. Because the interview and ministers’ original statements are not available in the material reviewed here, this account is mediated through Black; it should not be treated as a verified transcript or direct quotation from Carney.
Black opens by describing fellow Canadians as nearing “the edge of utter lunacy” and later writes, “I assure you, this is not normal.” Both lines express his judgment about the public discussion he criticizes, not an independent finding about what officials said or the likelihood of an invasion.
Black’s case: a trade conflict, not evidence of imminent war
Black acknowledges that U.S.–Canada relations are tense and acrimonious, but characterizes the dispute as a trade conflict rather than evidence that military action is imminent. He points to the long period of peace along the 49th parallel and argues that economic tensions do not, by themselves, establish an invasion threat. His conclusion is an argument about how to interpret the situation, not a documented risk assessment.

To support his view, Black says tariffs on Canadian exports to the United States amount to $20 billion against $400 billion in annual exports, which he describes as 2 percent. He also claims that the United States buys more than twice as much Canadian goods and services as the rest of the world combined. These figures are stated in the column; their scope, reference period and calculations have not been independently verified here. They should not be read as confirmed current trade statistics.
The Alberta scenario is a thought experiment
Black asks what incentive a U.S. administration would have to use military force to acquire Canada, then sketches a different hypothetical: the United States offers Alberta statehood and economic inducements, cuts off trade with the rest of Canada, and applies sanctions and a blockade while Canada faces economic distress.

This sequence is a polemical scenario, not evidence of an existing U.S. policy, plan or forecast. Black concludes that it is “at least ten times more likely” than an invasion, but supplies no probability model or supporting data for that comparison. The number is rhetorical, not a measurable estimate.
