Colt Data Centre Services (Colt DCS) and RMZ have started work on Mumbai 3, their third data centre at the Navi Mumbai Campus in India. The facility is planned to deliver 64MW of AI-ready capacity when complete, taking the campus to 86MW of operational capacity. The first hyperscale customer has already signed, and the building is fully pre-let, although the customer has not been identified.

Where Mumbai 3 is being built and what has started

Mumbai 3 is under construction at the partners’ Navi Mumbai Campus, Maharashtra, alongside the existing Mumbai 1 and Mumbai 2 facilities. Ground preparation began in December 2025. Colt DCS and RMZ announced the new construction on 15 October 2026.

The companies describe the project as fully pre-let because its first hyperscale customer has signed an agreement for capacity. Neither partner has disclosed the customer’s name. No independent completion date has been published, so the 64MW figure should be treated as planned capacity rather than capacity available today.

Pratap Mane, Colt DCS’s Country Head for India, said demand is shifting toward larger deployments, higher rack densities and infrastructure for intensive artificial-intelligence workloads. RMZ Digital Infrastructure President Deepak Chhabria said the campus is intended to let hyperscalers and neo-cloud providers expand as their computing requirements change.

Capacity, investment and campus expansion

Mumbai 3 is part of an equal Colt DCS–RMZ joint venture announced in November 2024. That venture has a stated investment plan of $1.7 billion and targets approximately 250MW across data-centre developments in Mumbai and Chennai.

Measure Published figure What it describes
Mumbai 3 planned capacity 64MW AI-ready capacity designed for the new facility when complete; Colt DCS/RMZ, 2026
Navi Mumbai Campus operational capacity after Mumbai 3 86MW Combined operational capacity stated by the partners after the project is delivered; Colt DCS/RMZ, 2026
Full campus build-out potential Up to 148MW Long-term potential for the Navi Mumbai Campus; Colt DCS/RMZ, 2026
Joint-venture investment plan $1.7 billion Planned investment backing the Colt DCS–RMZ platform; announced in 2024 and reiterated in 2026
Target across Mumbai and Chennai Approximately 250MW Combined target for the joint venture’s two-city development programme; Colt DCS/RMZ, 2024

The 148MW figure is a campus build-out ceiling, not a claim that all of that capacity is already operating or contracted. The announcement also does not provide a project-specific construction cost, rack-density number or independently verified delivery schedule.

How the AI-ready design works

Hybrid air and liquid-to-chip cooling

Mumbai 3 is designed for high-density deployments using a hybrid cooling architecture. Traditional air cooling will be combined with direct liquid-to-chip cooling, which places liquid-cooling hardware close to heat-generating processors. This combination is intended to support dense AI and high-performance-computing installations without limiting the site to one cooling method.

Closed-loop water management

The cooling design includes a closed-loop system intended to enable near-zero wastewater. That wording describes the system’s design objective; it does not mean the project has published a measured water-consumption result or that every operating condition will require no water discharge.

Renewable power and high-voltage infrastructure

The site is planned to use 100% renewable energy. Its electrical design includes a 220kV gas-insulated switchgear (GIS) substation, providing the high-voltage infrastructure needed for a large, power-intensive campus. The announcement does not publish a separate figure for utility redundancy or the number of independent power feeds.

Carrier-neutral fibre connectivity

Mumbai 3 will have carrier-neutral connectivity and access to high-capacity fibre routes. A carrier-neutral design allows the facility to connect through multiple network providers rather than tying customers to a single carrier, an important consideration for hyperscale and cloud deployments that need route diversity and scalable bandwidth.

Customer status and commercial implications

The signed hyperscale customer gives Mumbai 3 a committed initial occupier before completion. The site is therefore not being built as speculative capacity waiting for its first tenant. However, Colt DCS and RMZ have not named the customer, disclosed the contracted MW amount or published commercial terms. The 64MW headline is the facility’s planned design capacity, not a statement that the unnamed customer has contracted all 64MW.

Jobs and local economic impact

Colt DCS and RMZ expect the project to support more than 700 jobs across construction and operations. They also say Mumbai 3 will create work for local suppliers, contractors and service providers. The published figure combines construction and operational roles, and the companies have not broken it down by trade, timing or permanent versus temporary employment.

What to watch as construction progresses

  • An independently confirmed completion or service-entry date.
  • The identity of the first hyperscale customer and the amount of capacity it has contracted.
  • Published rack-density, power-usage and water-performance figures from an operating phase.
  • How the 64MW facility fits into the campus’s stated 86MW operational capacity and eventual 148MW build-out potential.
  • Further detail on the $1.7 billion programme’s allocation between Mumbai and Chennai.

For now, the clear milestone is the start of Mumbai 3 construction at Navi Mumbai: a 64MW, AI-ready addition backed by a signed but undisclosed hyperscale customer, liquid-and-air cooling, closed-loop water management, renewable energy and high-voltage, carrier-neutral infrastructure.
