Colt Data Centre Services (Colt DCS) and RMZ began construction of Mumbai 3, a 64MW data center planned for AI and other high-density workloads at their Navi Mumbai campus, on 15 October 2026. The facility is fully pre-let to an unnamed hyperscale customer, but the partners have not announced who that customer is or when the building will be completed.

What Mumbai 3 is and where it is being built

Mumbai 3 will be Colt DCS and RMZ’s third data center at their Navi Mumbai campus in Maharashtra. The companies announced the construction start on 15 October 2026. Ground preparation had already begun in December 2025, according to industry reporting.

The planned 64MW capacity is intended for artificial-intelligence systems and other high-density computing deployments. A megawatt figure describes the facility’s designed power capacity, not a guarantee that customers will consume that amount immediately after opening.

The first hyperscale customer has signed for the entire project, making Mumbai 3 fully pre-let. Neither the customer’s name nor a delivery date was disclosed in the announcement and reporting available for this project.

How the cooling system is designed for AI workloads

Mumbai 3 is planned around a mixed cooling architecture rather than air cooling alone. It combines conventional air cooling with direct liquid-to-chip cooling, in which coolant is delivered close to heat-producing processors. That approach is suited to racks whose thermal density can exceed what room-level air systems can remove efficiently.

The design also includes a closed-loop cooling system intended to reduce cooling wastewater. A closed loop recirculates coolant instead of continuously sending treated water through the heat-rejection process. The announcement describes the wastewater objective as part of the design; it does not provide an operating water-consumption result because the facility is still under construction.

Pratap Mane, Country Head, India at Colt DCS, said: “Built with AI readiness at its core, the facility incorporates advanced cooling capabilities, including liquid cooling and enhanced power infrastructure to support high-density deployments.”

Capacity, campus growth and investment context

Mumbai 3 is part of a wider Colt DCS-RMZ joint venture announced in 2024. That venture represents a planned $1.7 billion investment in India’s data-center market and targets approximately 250MW across Mumbai and Chennai. The original plan focused on development at Navi Mumbai and Ambattur in Chennai, with the possibility of another site later.

Data Center Dynamics reported that adding Mumbai 3 would bring the Navi Mumbai campus to 86MW. The same report identified 148MW as the campus’s potential capacity at full build-out, which is higher than the 86MW expected after this project is added.

Power and employment plans

Colt DCS and RMZ say the completed facility will operate on 100% renewable energy. That is a company-reported plan for the finished site, not a measurement of power already being supplied during construction.

The companies also project more than 700 jobs across construction and operations. The figure is a stated employment projection and does not specify how many positions will be permanent, temporary, on-site or distributed among contractors.

Why the pre-lease matters

A full pre-lease means the hyperscale customer committed capacity before the building is complete. For the developers, that provides demand visibility while construction and equipment procurement proceed. For the customer, the arrangement reserves a large block of power and space designed around high-density requirements.

Because the customer has not been identified, readers cannot yet assess its workload type, deployment schedule, geographic redundancy strategy or contractual term. Those details should not be inferred from the project’s AI-ready specification.

Deepak Chhabria, President at RMZ Digital Infrastructure, said: “At Mumbai 3, we are developing a future-ready campus designed to enable hyperscalers and neo-cloud providers to scale seamlessly as their capacity and computing needs evolve.”

What has—and has not—been disclosed

  • Disclosed: Mumbai 3 is the third facility at the Navi Mumbai campus, construction began on 15 October 2026, planned capacity is 64MW, and the project is fully pre-let to a hyperscale customer.
  • Disclosed: The design combines air cooling, direct liquid-to-chip cooling and a closed-loop approach intended to reduce cooling wastewater.
  • Company plans: The completed facility is expected to use 100% renewable energy and support more than 700 construction and operating jobs.
  • Not disclosed: The hyperscale customer’s identity, a completion or commissioning date, detailed rack-density targets, the liquid-cooling supplier, and measured water or energy performance.

When will the Navi Mumbai data center be finished?

No completion date was disclosed. Construction is therefore the only confirmed delivery milestone as of the 15 October 2026 announcement. The December 2025 ground-preparation date shows that site work preceded the formal construction announcement, but it does not establish when the 64MW facility will enter service.

What to watch next

  1. Confirmation of the hyperscale customer and its contracted capacity.
  2. A published construction, commissioning or phased-handover schedule.
  3. Further technical detail on direct liquid-to-chip deployment, rack density and the closed-loop system.
  4. Evidence that the renewable-energy and employment projections have been achieved once operations begin.

Mumbai 3 is significant because it pairs a large, already committed power block with cooling infrastructure aimed at AI-class heat loads. Its ultimate impact will depend on delivery timing, the customer’s disclosed deployment and whether the promised renewable-power and water-management design performs as planned in operation.
