COBRA may suit you if keeping your current plan, doctors, prescriptions, and cost-sharing is especially important and you can afford the premium. A Marketplace plan may cost less if you qualify for savings and can find coverage that fits your care needs. Compare actual plan costs, networks, drug coverage, and effective dates before choosing.
How COBRA and Marketplace coverage differ
| What to compare | COBRA | Marketplace plan |
|---|---|---|
| Type of coverage | Generally continues the same employer-sponsored plan temporarily. The U.S. Department of Labor explains COBRA continuation coverage. | A new individual-market plan. Its doctors, covered drugs, deductible, and network may differ from your employer plan. Compare the specific plan details at HealthCare.gov. |
| Premium | You generally pay the full premium yourself, though an employer may subsidize some of it. Check your election notice for the actual amount. | You pay the plan’s quoted premium, which may be reduced by a Premium Tax Credit if you qualify. Eligibility and savings depend on household and tax-year details; check the estimate for your circumstances. |
| Enrollment opportunity | Generally, you have 60 days to elect COBRA, measured from the later of when job-based coverage ends or when you receive the election notice. | Losing job-based coverage generally gives you a 60-day Special Enrollment Period to select a Marketplace plan. Verify the specific deadline and effective date during enrollment. |
| How long it can last | Generally up to 18 months, with certain qualifying events allowing an extension to 36 months. | Coverage can continue while you remain enrolled and eligible; it is not limited to the COBRA continuation period. |
When may COBRA be the better choice?
COBRA can be a useful bridge if a change in coverage would disrupt important care and the premium is manageable. It generally preserves the employer plan, but confirm the plan’s current terms and end date rather than assuming every detail will remain unchanged.

- You or a covered family member is in active treatment or relies on particular doctors or hospitals.
- You need a specific prescription or have ongoing treatment whose coverage, network, or authorization rules could change under a new plan.
- You have already paid toward a deductible or out-of-pocket maximum under the employer plan and expect significant care before the plan year ends. Compare how the new plan would treat those costs; do not assume amounts paid under one plan count toward another.
- You expect new employer coverage soon and want a temporary continuation option, provided the COBRA cost and timing work for you.
Check the COBRA notice for the premium, payment instructions, election deadline, and continuation dates. If the employer is subsidizing premiums, verify how long that subsidy lasts and what you will owe after it ends.

A Marketplace plan may be attractive if your household qualifies for a meaningful Premium Tax Credit and a plan in your area covers the providers and medications you need. Do not compare only the monthly premium: review the deductible, copays, coinsurance, and out-of-pocket maximum alongside the likely care you expect to use.

Being offered COBRA does not, by itself, make you ineligible to enroll in Marketplace coverage or receive a Premium Tax Credit. The IRS says former-employer coverage such as COBRA may be declined, and you may still qualify for the credit under the applicable rules. Check the IRS guidance on Premium Tax Credit eligibility and compare your household’s actual Marketplace estimate with the COBRA premium.
How to compare your actual options
- Get the COBRA figures and dates. Use the election notice to identify the premium, election window, payment deadline, and date coverage would end. Ask whether any employer subsidy applies.
- Check Marketplace eligibility and prices. Start at HealthCare.gov’s job-based coverage loss page and enter your household and location details to see available plans and any estimated savings.
- Verify providers and prescriptions. Check each important doctor, hospital, and medication against the exact Marketplace plan—not just the insurer’s name. Confirm formulary coverage and any prior-authorization requirements with the plan.
- Compare expected total costs. Put premiums, deductible, copays, coinsurance, and out-of-pocket maximum side by side. Consider the care you expect during the remaining plan year, not only the monthly premium.
- Confirm the effective date before switching. HealthCare.gov says Marketplace coverage after loss of job-based insurance can start on the first day of the month after that coverage ends. Confirm the date shown in your enrollment process and make sure it lines up with your current coverage.
What are the deadlines, and can you switch later?
Marketplace enrollment after losing job-based coverage
You generally have 60 days after losing job-based coverage to select a Marketplace plan through a Special Enrollment Period. HealthCare.gov describes this opportunity for people who leave a job and lose its health coverage. The effective date can be the first day of the month after the job-based coverage ends; verify the exact date shown when you enroll.

Electing COBRA
The U.S. Department of Labor says the general COBRA election window is 60 days from the later of the date job-based coverage ends or the date you receive the election notice. COBRA generally lasts up to 18 months, and certain qualifying events can extend continuation coverage to 36 months. Check the Department of Labor’s COBRA guidance and your own notice for the deadlines that apply.
Moving from COBRA to Marketplace coverage
Choosing COBRA does not permanently close the Marketplace option. A qualifying event—such as losing job-based coverage or COBRA coverage ending—may give you a Special Enrollment Period. HealthCare.gov says to enroll within 60 days after COBRA coverage ends. If you want to move to Marketplace coverage while COBRA is still active, confirm that you qualify for a new enrollment window and that the new plan’s effective date is settled before ending COBRA.

What happens if you cancel COBRA early?
Voluntarily ending COBRA early generally does not, by itself, create a Marketplace Special Enrollment Period. That can leave you unable to enroll until Open Enrollment unless another qualifying event applies. Do not cancel first and assume you can immediately replace the coverage; check the rules and secure a replacement plan with a confirmed start date. See HealthCare.gov’s guidance on COBRA when you’re unemployed.
