Neither fuel is a universal winner. A cement plant should compare the delivered cost of coal and petcoke per unit of useful heat, then add grinding electricity, freight, sulfur management, burner performance, maintenance, and emissions costs. Petcoke usually carries more heat per tonne, but its low volatile matter, high sulfur, and harder grinding can erase that advantage in a particular kiln. The cited government comparison assigns petcoke a net CO2 emission factor of 105% of coal, while limestone calcination remains a separate and much larger process source that fuel switching cannot eliminate.
The practical decision is therefore plant-specific: use measured fuel assays and kiln data rather than a headline price per tonne.

Is petcoke cheaper than coal for cement production?
There is no defensible global price winner. Coal and petroleum coke are traded in different grades, markets, contracts, and freight lanes. Moisture, sulfur, ash, volatile matter, delivery terms, storage losses, and currency can change the delivered economics from one shipment to the next. A tonne-price comparison is especially misleading because the fuels do not contain the same usable heat.
Start with the delivered price divided by the measured lower heating value (LHV):

Fuel cost per GJ = delivered cost per tonne ÷ LHV in GJ per tonne
Use the as-received LHV for the actual lots being considered. The Cement CO2 and Energy Protocol requires operators to record fuel quantity, LHV, and the applicable emissions factors, which is also the minimum information needed for a procurement comparison.
What a complete cost comparison includes
| Cost or performance item | Why it changes the result | What to measure |
|---|---|---|
| Delivered fuel price | Mine, refinery, port, contract, currency, and freight terms can dominate the invoice. | Price per tonne on a stated delivered basis, date, origin, and contract conditions. |
| Useful heat | A cheaper tonne may contain less usable energy. | As-received LHV for each shipment or representative lot. |
| Grinding | Harder fuel or a finer required product raises mill power and wear. | Fineness target, mill throughput, specific electricity use, and maintenance history. |
| Handling and storage | Moisture, dust, spontaneous-heating risk, and segregation affect losses and equipment. | Storage capacity, conveying requirements, losses, and safety controls. |
| Combustion and kiln effects | Flame stability, ignition, heat rate, throughput, and product quality determine whether nominal fuel savings are real. | Thermal consumption, output, operating stability, and quality during comparable periods. |
| Sulfur control | High sulfur can increase internal circulation, build-up, cleaning, and control requirements. | Fuel and raw-material sulfur, sulfur balance, build-up events, and control costs. |
| Emissions and compliance | Fuel carbon and sulfur affect reporting, permits, and control equipment. | Applicable emission factors, measured stack data, and compliance costs. |
Only after these items are monetized should a plant calculate a net cost per tonne of clinker. The available evidence does not establish a universal numerical allowance for grinding power, maintenance, sulfur control, or output changes; those values must come from the plant’s own measurements or engineering estimates.

What the published Indian price figure does—and does not—show
NITI Aayog’s 2026 Roadmap for Cement Sector Decarbonisation uses approximately INR 1,200–1,500 per tonne for coal/petcoke in an India-specific refuse-derived-fuel (RDF) cost discussion. This is a contextual modeled assumption for that RDF comparison, not a live international quotation and not a current delivered price for every Indian kiln. It should not be copied into a procurement model without checking the date, grade, freight, taxes, and contract basis.
How to calculate the cost per useful unit of heat
- Define the comparison boundary. Decide whether the price is ex-works, delivered to the plant gate, or delivered to the storage bunker. State currency, date, taxes, duties, port charges, and freight.
- Sample and assay each fuel. Obtain representative moisture, ash, sulfur, volatile matter, and as-received LHV results. Do not substitute a seller’s generic specification for a shipment assay when quality varies.
- Convert the invoice to an energy basis. Divide delivered currency per tonne by measured LHV in GJ per tonne. Use the same energy unit for both fuels.
- Add preparation energy and consumables. Include mill electricity, grinding media, wear parts, drying heat, dust collection, conveying, and storage losses attributable to each fuel.
- Price process consequences. Estimate the cost of burner changes, calciner limitations, sulfur-cycle interventions, unscheduled cleaning, maintenance, and any change in heat rate or output.
- Include compliance and carbon costs where applicable. Apply the accounting and regulatory factors required in the plant’s jurisdiction, keeping fuel combustion separate from calcination.
- Run sensitivity cases. Test changes in LHV, sulfur, moisture, freight, exchange rate, and availability. A result that changes ranking under modest quality or freight variations is not a robust fuel decision.
The resulting figure is a plant-level cost per useful GJ, followed by a cost per tonne of clinker after the kiln’s measured thermal consumption is applied. Reporting only currency per tonne of fuel hides the most important difference between coal and petcoke.

Which fuel is more efficient in a cement kiln?
Efficiency has several legitimate meanings. It can mean fuel mass per tonne of clinker, kiln thermal consumption, total plant energy, grinding electricity, stable operation, maximum throughput, or product quality. Coal and petcoke can rank differently on each measure.
Petcoke’s heat-per-tonne advantage
Petcoke is generally treated as a high-calorific-value fuel. More heat per tonne can reduce the mass that must be unloaded, conveyed, stored, and milled for a given heat input. That can reduce freight and handling exposure when the petcoke shipment is reliably available and the kiln can burn it without costly changes.
Higher calorific value does not automatically mean higher kiln efficiency. The relevant question is how much useful heat reaches the burning zone after grinding, drying, ignition, combustion, and heat transfer losses.
Why combustion can be harder
The Bureau of Energy Efficiency’s cement-sector reference describes petcoke as difficult to burn and grind, with low volatile matter and high sulfur. Low volatile matter can delay ignition and make flame control more demanding. Harder grinding can require greater fineness, more mill power, or altered mill operation. High sulfur can intensify sulfur circulation and build-up in the kiln system.
The same reference notes that switching between coal and petcoke may require changes to raw-mix design, fuel fineness, burner settings, calciner operation, and cooler operation. It also reports loss of heat rate and increased specific power consumption as petcoke use rises after blending with coal. Those are technical cautions from the cited reference, not a quantified penalty that applies to every plant.

Efficiency measures to track
| Measure | What it tells you | Interpretation when comparing fuels |
|---|---|---|
| Fuel kg per tonne of clinker | Mass consumption at the kiln. | Useful only with comparable LHV and moisture data. |
| GJ per tonne of clinker | Thermal energy consumed. | Primary kiln heat-rate measure; compare stable operating periods. |
| Mill kWh per tonne of fuel | Preparation electricity. | Captures a petcoke grinding burden that a kiln-only metric misses. |
| Flame stability and ignition | Combustion control and safe operation. | Record operator interventions, CO excursions, and burner settings. |
| Throughput and clinker quality | Commercial output and specification compliance. | A lower fuel bill is not beneficial if output or quality falls. |
| Unplanned stops and build-up | Reliability and maintenance exposure. | High sulfur or ash effects may appear outside the fuel invoice. |
A plant should compare these measures over matched production periods, with raw materials, clinker targets, oxygen levels, and operating rates documented. A controlled blend or fuel trial can reveal the actual response, but no universal trial result can be assumed from generic fuel labels.

What kiln changes may be needed when increasing petcoke?
Before changing the blend, engineers should establish whether existing equipment can deliver the required fineness, drying capacity, burner momentum, flame shape, and sulfur-control margin.
Fuel preparation checks
- Verify mill capacity at the target petcoke moisture and fineness.
- Check separator performance, mill differential pressure, product temperature, and dust-collection limits.
- Confirm that storage, conveying, and feeding equipment can handle the fuel’s flow and dust characteristics.
- Review wear rates and spare-part requirements for more difficult grinding.
Combustion and process checks
- Assess ignition, flame length, burner momentum, and the risk of incomplete combustion.
- Confirm calciner residence time, tertiary-air conditions, and the ability to control CO and NOx while maintaining clinker quality.
- Recalculate sulfur input from fuel and raw materials, then review alkali-sulfur-chloride circulation and build-up risk.
- Check cooler performance because altered flame and heat-release patterns can change clinker cooling behavior.
A controlled comparison sequence
- Define a baseline period using the current fuel, with stable kiln rate, thermal consumption, emissions, quality, and maintenance data.
- Obtain representative coal and petcoke assays, including LHV, moisture, ash, sulfur, and volatile matter.
- Set a conservative blend or substitution step that stays within equipment and permit limits.
- Hold operating conditions as constant as practical while recording fuel feed, GJ per tonne clinker, mill electricity, flame observations, CO, sulfur-related indicators, build-up, and output.
- Allow enough operating time to observe circulation and build-up effects rather than judging only the first hours.
- Stop or reduce substitution if safety limits, emissions limits, unstable burning, quality limits, or build-up trends are exceeded.
- Calculate the all-in cost per tonne of clinker and compare it with the baseline before selecting a permanent blend.
The result should be an engineering balance tied to the specific kiln, not a claim that one fuel is inherently more efficient everywhere.
Does petcoke produce more CO2 than coal?
Separate the two direct sources of cement-process CO2. ISO 19694-3:2023 states: “There are two main sources of direct CO2 emissions in the production process: calcination of raw materials in the pyro-processing stage, and combustion of kiln fuels.” Fuel switching changes the combustion component; it cannot remove the CO2 released when limestone is calcined.
Fuel-combustion comparison
NITI Aayog’s 2026 roadmap repeats a comparison attributed to MoHUA 2018 in which petcoke’s net CO2 emission factor is 105% of coal’s. The figure is a dated, source-attributed relative factor, not a guarantee for every petcoke shipment or kiln. Actual combustion emissions depend on the fuel’s carbon content, LHV, feed rate, combustion completeness, and the accounting method used.

| Emissions component | What changes when fuel changes | Evidence and qualification |
|---|---|---|
| Fuel combustion CO2 | Usually changes with fuel carbon, LHV, and heat demand. | Petcoke factor cited as 105% of coal by MoHUA 2018, as repeated in NITI Aayog’s 2026 roadmap; not a plant-specific guarantee. |
| Limestone calcination CO2 | Not eliminated by replacing coal with petcoke. | ISO 19694-3:2023 lists a default of 525 kg CO2 per tonne of clinker; the same text lists an IPCC default of 510 kg CO2/t clinker. These are methodology defaults, not a measured site result. |
| Sulfur dioxide and sulfur circulation | Can increase with higher-sulfur petcoke, subject to raw materials and controls. | No universal numeric SO2 difference is established; measure fuel sulfur, kiln chemistry, controls, and stack emissions. |
How to report emissions without mixing scopes
- Record fuel mass and as-received LHV for each fuel stream.
- Apply the jurisdictionally required fuel-emission factors to the combustion input.
- Calculate calcination emissions from raw-material chemistry or the approved default method, separately from fuel combustion.
- Report sulfur-related pollutants using measured sulfur inputs and applicable stack-control or permit data.
- State the year, source, boundary, and whether every factor is a default, a modeled value, or a plant measurement.
Replacing coal with petcoke can therefore reduce fuel mass or alter energy costs while still increasing the reported combustion carbon factor. It cannot be described as a decarbonization measure without accounting for both combustion and calcination sources.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How sulfur, ash, moisture, and volatile matter affect the choice
Sulfur
High sulfur is the most visible petcoke constraint in kiln operation. Sulfur can circulate between the burning zone, preheater, and raw mix, contributing to rings, buildups, blockages, and operating instability. The severity depends on sulfur in both fuel and raw materials, alkali and chloride chemistry, oxygen conditions, and the plant’s ability to manage the cycle. A sulfur percentage alone does not predict stack SO2 without those operating details.
Volatile matter
Coal generally offers more volatile matter than petcoke, which can support easier ignition. Petcoke’s lower volatile matter can require finer grinding, stronger burner momentum, or a different flame-management strategy. The correct setting is kiln-specific and should be established through controlled operation.
Moisture
Moisture consumes drying heat and changes the as-received LHV. It also affects mill capacity and storage behavior. Always compare fuels on the same moisture basis and use as-received values when calculating the energy actually delivered to the plant.

Ash changes the mineral input to the kiln and can affect clinker chemistry, raw-mix correction, dust loading, and disposal. Inconsistent quality can create more operational cost than a modest difference in nominal price. Contracts should specify acceptable ranges, sampling procedures, remedies, and delivery tolerances.
Best Value
Supply, freight, and risk considerations
Petcoke economics can depend heavily on refinery location, import exposure, port congestion, and sulfur grade. Coal supply may involve domestic mines, imports, or multiple grades with different ash and moisture profiles. A lower quoted price is not an advantage if the plant must carry excessive inventory, accept quality swings, or stop production during a delayed shipment.
- Map at least two credible supply routes and their seasonal freight exposure.
- Compare minimum cargo sizes, demurrage, storage capacity, and unloading rates.
- Specify assay and inspection rights before payment, not only after delivery.
- Model a quality-disruption case in which LHV falls or sulfur rises within the contract range.
- Check whether permits or local rules restrict sulfur, carbon intensity, or imported fuels.
- Include backup-fuel capability and the cost of switching during an interruption.
These factors can make a slightly more expensive but consistent fuel preferable to a cheaper, variable one.
A practical decision framework for a cement plant
| Decision question | If the answer favors petcoke | If the answer favors coal |
|---|---|---|
| Is delivered cost per GJ lower after freight? | Petroleum coke has a verified energy-cost advantage. | Coal remains cheaper once LHV is normalized. |
| Can the mill achieve required fineness without excessive power or wear? | Existing preparation equipment has adequate margin. | Grinding limitations erase the nominal heat advantage. |
| Can the kiln manage sulfur circulation? | Raw mix, chemistry, and controls provide sufficient margin. | Build-up or sulfur limits make higher petcoke shares risky. |
| Is combustion stable at the planned blend? | Burner and calciner produce a stable flame and acceptable emissions. | Ignition, CO, quality, or throughput deteriorate. |
| Does the emissions inventory support the choice? | Fuel-carbon and permit effects are acceptable within the site’s targets. | Coal’s applicable factor and sulfur profile are more favorable. |
| Is supply dependable? | Contracted petcoke quality and logistics are reliable. | Coal offers better availability or diversification. |
Use a documented scorecard, but do not hide hard limits behind a weighted average. A fuel that violates a sulfur, safety, permit, or quality constraint is not made acceptable by a low purchase price.
Do these 3 things before closing this tab:

NITI Aayog’s roadmap discusses RDF as a broader cement-sector decarbonisation option and compares its economics with coal and petcoke under India-specific assumptions. RDF can be relevant to a plant’s wider fuel strategy, but its transport, preparation, moisture, consistency, and emissions characteristics require a separate assessment. The roadmap’s modeled RDF figures do not establish a universal coal-versus-petcoke price or emissions result and should not replace the direct fuel assay and kiln analysis described above.
What a procurement specification should require
- Declared origin, grade, and delivery basis.
- Guaranteed ranges for as-received LHV, moisture, ash, sulfur, and volatile matter.
- Sampling and independent laboratory procedures, including dispute resolution.
- Limits on contaminants that affect kiln chemistry, emissions, or equipment.
- Quantity tolerance, delivery schedule, storage requirements, and interruption remedies.
- Documentation needed for the plant’s fuel, energy, and greenhouse-gas reporting.
- Price-adjustment rules tied to quality deviations and freight terms.
Because the comparison depends on actual fuel characterization, an independent laboratory assay of each candidate lot is more decision-useful than a generic consumer energy meter or an unverified catalog specification.
Bottom-line decision
Choose coal or petcoke only after converting both to delivered cost per GJ and testing the result against the kiln’s grinding, combustion, sulfur, maintenance, supply, and emissions constraints. Petcoke’s higher heat per tonne can lower fuel mass and freight, but difficult grinding, low volatile matter, high sulfur, and possible heat-rate or power penalties can reverse that advantage. The cited MoHUA 2018 comparison gives petcoke a net CO2 factor of 105% of coal, while ISO’s accounting framework keeps fuel combustion separate from limestone calcination. The most reliable answer is the one supported by current assays and controlled operating data from the specific plant.
