The Clothing Manufacturers Association of India (CMAI) welcomed that change and lower rates on man-made fibres and yarns, but says garments priced above ₹2,500 remain a tax concern. The government’s summary describes the recommendations; a product’s actual GST treatment depends on the applicable legal provisions and classification.
What GST rate applies to garments under and over ₹2,500?
The Press Information Bureau’s account of the 56th GST Council meeting says covered readymade garments and made-ups attract 5% GST up to ₹2,500 per piece, compared with the earlier threshold of ₹1,000. The distinction is the per-piece price threshold, not a general rule for every item of clothing.

| Price group | Rate in the Council recommendations | What the summary establishes |
|---|---|---|
| Covered readymade garments and made-ups priced up to ₹2,500 per piece | 5% | The previous threshold was ₹1,000 per piece. |
| Covered garments priced above ₹2,500 per piece | Higher rate; the cited PIB summary does not state the exact rate | CMAI objects to the higher rate and seeks a lower rate or a more realistic threshold. |
The Council summary is not a complete classification guide. The applicable rate for a particular product should be checked against the operative notification and its tariff classification; a retail price alone does not establish the GST treatment.

The PIB account says GST on man-made fibres fell from 18% to 5%, while GST on man-made yarns fell from 12% to 5%. The government presented the broader reforms as a way to remove value-chain distortions, reduce production costs, support demand and exports, and improve competitiveness.

Those are the government’s stated aims. They differ from CMAI’s separate argument about how the price threshold affects consumers and apparel businesses.
Why did CMAI welcome the changes but object to the higher rate?
CMAI welcomed the higher 5% threshold and said the fibre and yarn changes addressed the inverted duty structure and supported fibre neutrality. It nevertheless described garments above ₹2,500 as a remaining point of friction in the fibre-to-garment value chain.

In a statement published in the September–October 2025 issue of Knitting Views, CMAI President Santosh Katariya asked the Council to reduce the rate for those garments or set a more realistic threshold. He said: “We earnestly request the Council to remove this anomaly, and either place all garments, irrespective of the price, at 5%, or fix a more reasonable and realistic price level.”
CMAI argues that garments above the threshold are not necessarily luxury purchases: it points to woolens, occasion wear, traditional Indian clothing, handlooms and embroidered clothing as categories bought by ordinary and middle-class consumers. That is the association’s characterization, rather than an independently measured finding about consumer spending. CMAI describes itself as an apparel-industry association that represents industry views on tax matters, so its statements are evidence of its position, not neutral legal interpretations.

What sales changes did CMAI report?
CMAI’s October 2025 activity report quoted Chief Mentor Rahul Mehta estimating the following sales movements. The figures are association-reported estimates; the cited passage does not provide enough methodology to establish them as independently verified or nationally representative.
| Category | Reported change | Attribution and comparison |
|---|---|---|
| Ethnic and festive wear | 15% decline | Rahul Mehta’s estimate, quoted in CMAI’s October 2025 activity report, for the festival season. |
| Branded garments priced above ₹2,500 | 5–7% decline | Rahul Mehta’s estimate, quoted in the same CMAI report. |
| Products priced below ₹2,500 | 7–8% growth | Rahul Mehta’s estimate, quoted in the same report, compared with the previous Diwali. |
These estimates describe what CMAI reported; they do not by themselves show that the GST threshold caused the sales movements.
Rank #4
What does the dispute mean for shoppers and businesses?
The recommendations create a sharper price boundary for covered items: the 5% threshold now extends to ₹2,500 per piece, while CMAI wants the remaining higher-rate treatment above that point changed. The government’s stated rationale focuses on costs, value-chain alignment, demand, exports and competitiveness; CMAI’s objection focuses on the burden it says the threshold places on higher-priced everyday and traditional clothing.
For an individual purchase or business invoice, confirm the product classification and operative GST provisions rather than inferring the rate from the garment’s price. The Council’s policy summary and CMAI’s advocacy statement do not settle treatment for every apparel product.
