The proposal is not final: the full agreement had not been reviewed by City Council, and the public review timetable and approval date remained unsettled in reporting through October 13, 2026.
What is the CLT airline lease agreement?
The Airline Use and Lease Agreement (AULA) sets the business relationship between Charlotte Douglas International Airport (CLT) and the airlines that use it. CLT says it covers property rights, airport and airline operations, maintenance and repair responsibilities, and financial commitments. The five signatory airlines named in the airport’s October 8, 2026 update are American, Delta, Frontier, Southwest, and United. CLT’s update said negotiations “continue to progress.”

The existing AULA took effect July 1, 2016, and was scheduled to expire June 30, 2026. Negotiations continued under an extension. The framework now under discussion would start January 1, 2027, and run for 10.5 years, but those are reported proposed terms—not confirmed final contract language. The full agreement was not available in the reporting through October 13.
What would the proposed $2.1 billion CLT Beyond program include?
CLT Beyond is a proposed capital program, contingent on City Council approval. Its reported scope includes nearly a dozen projects across the terminal, airfield, and airport campus. The airport’s October 8 update describes the program and its proposed scale. CLT’s program update and local reporting identify these elements:
#1 Best Overall
- Officially licensed by the airline
- Die cast metal with plastic parts
- Makes a great souvenir or gift
- Expansion of Concourse C, including a passenger tunnel connecting it to the main terminal.
- Renovations to the international arrivals area.
- Airfield upgrades.
- Planning for future international-gate facilities and the terminal atrium.
- Studies of an expanded international concourse and a possible Concourse B expansion, as reported by Axios; these are planning work, not guaranteed construction. Axios’s account describes the proposal.
The $2.1 billion is planned investment, not money already spent or a guarantee that every listed project will be built. Axios compared the proposal with a preceding capital program of roughly $460 million and characterized CLT Beyond as about four times larger. Both figures are approximate and reflect Axios’s account of the airport presentation. Axios’s comparison gives that context.
What financial terms have been reported?
The reported framework would reduce the city’s share of airport revenue from 60% to 55%, with the airlines sharing the remaining 45%. Airport CFO Michael Hill described the change as “a nominal shift” in exchange for the rent rate and minimum financial protections if a qualifying disruptive event, such as a pandemic, occurs. These figures and the characterization come from the reported presentation; without the full lease text, the precise definitions, conditions, and obligations cannot be confirmed. Axios’s report covers the proposed allocation.

Does the draft address worker rights?
Current reporting says the draft does not address worker rights. City staff have cited state-law limits on local regulation of contractor wages and benefits. Council members have raised working conditions and safety training after the September on-the-job death of cabin cleaner Colleen Coates. Those concerns are part of the debate; they are not evidence that the proposed lease adds worker protections. Local reporting from WFAE describes the worker-rights discussion.
North Carolina’s Wage and Hour Act says it supersedes and preempts local ordinances, policies, and similar measures imposing employer requirements concerning compensation, including wages, hours, earned wages, benefits, leave, and workforce well-being. The General Assembly’s summary of S257 says the relevant provision takes effect October 1, 2026, and applies to contracts entered into or modified on or after that date. The statutory text and the S257 summary establish the reported legal constraint, but do not resolve whether a particular safety-training or procurement measure is lawful.

- DURABLE CONSTRUCTION: Made from durable PLA plastic through 3D printing, this terminal structure can withstand typical play without breaking while maintaining crisp details.
- REALISTIC SCALE: The airport terminal is scaled appropriately to match popular toy jets and miniature vehicles.
At-large Councilwoman Dimple Ajmera framed the issue this way: “We’re talking about human lives. This is more than just a lease agreement.” WFAE’s account reported her comment. Whether the city can attach specific safety or accountability requirements under current law remains a separate legal question.
What happened to the public review timetable?
On October 8, CLT said it planned to present the framework to City Council on October 12, followed by a review period before a later approval decision. At the October 12 discussion, a motion for six weeks of public review passed 6–5, then Mayor Rob Harrington vetoed it. In a written statement, he said: “My veto was not because I necessarily disagreed with the date that was selected but was due to a lack of clarity and time to consider the impact of the timeline during the discussion of the motion.” Local reporting covered the motion and veto.

The veto did not establish a replacement review schedule. Harrington said he would work with council on a clear process. Local reporting said council had not yet reviewed the full agreement; the available sources establish neither a final vote date nor a date for publication of the complete draft. WFAE’s coverage describes the unresolved process.

Why the decision matters beyond the terminal projects
CLT is a major regional facility, but its economic figures should be understood as airport-published estimates rather than an independent assessment in this account. In its October 8, 2026 update, the airport cited nearly $40 billion in annual economic impact and approximately 184,400 jobs across North and South Carolina. CLT published those figures.

The lease framework therefore combines long-term infrastructure and airline financial arrangements with questions about worker conditions and public oversight. The projects and reported revenue terms may shape airport development for years, while the draft’s reported silence on worker rights and the unresolved review process leave important questions open for council and the public.
