CLSA’s April 2026 view on The Siam Cement Public Company Limited (SCC) was positive: it rated the stock Outperform and set a Bt250 target price after SCC reported a strong first-quarter profit recovery. That profit included a substantial inventory gain, however, and the proposed combination of PTTGC’s and SCG Chemicals’ Thai olefins and polyolefins businesses was still only under study—not a completed joint venture.
What CLSA’s Outperform rating meant in April
Kaohoon International reported on 30 April 2026 that CLSA rated SCC “Outperform” and gave it a Bt250 target price. These are dated analyst opinions, not a guarantee of returns or a promise that the share price will reach the target. CLSA’s view followed SCC’s reported 1Q26 rebound and its assessment of factors including cement and packaging performance and near-term feedstock availability. Kaohoon International’s 30 April report attributes the rating and rationale to CLSA.

What drove SCC’s first-quarter recovery
SCC reported net profit of Bt6.223 billion in 1Q26, compared with Bt1.099 billion in 1Q25. Kaohoon described that as a 466% year-on-year increase. EBITDA was Bt17.499 billion, up 36% year on year, while revenue from sales was Bt123.327 billion, down 1%.

The profit figure needs context: SCG Chemicals (SCGC) recorded a Bt4.172 billion inventory gain during the quarter. That gain contributed to headline earnings, so the net-profit rebound should not be read as a like-for-like measure of recurring operating improvement. The same April report also cited stronger cement and packaging performance, a stock gain, and feedstock availability as relevant factors.

What the proposed PTTGC–SCGC joint venture could bring
On 29 April 2026, PTTGC disclosed a non-binding memorandum of understanding with SCGC to explore a strategic joint venture covering their respective Thai olefins and polyolefins businesses, including polyethylene (PE) and polypropylene (PP). The reported concept involved combining crackers and PE/PP facilities to pursue greater regional competitiveness through scale, feedstock position, operating excellence, and differentiated downstream products. The MOU was an agreement to explore the idea, not proof that the parties had agreed binding terms or completed a transaction. Kaohoon International’s report describes the preliminary arrangement.
How the companies’ stated strengths fit together
In an interview reported by ICIS on 28 May 2026, SCGC CEO and president Sakchai Patiparnpreechavud described PTTGC as having structural feedstock advantages through its upstream oil and gas integration. He said SCGC contributes “extensive R&D capability, a global research network, a diversified high-value portfolio, and an established customer base.” ICIS reported that he characterized the proposed JV as a “natural fit.” These are strategic rationales attributed to the CEO, not quantified estimates of synergies or proof that a combination would deliver them. ICIS’s 28 May interview is the source for his comments.

Kaohoon’s April report said SCC had Bt67.137 billion in cash on hand at the end of 1Q26 and described strong free cash flow in its account of CLSA’s discussion. The cash figure is a quarter-end balance reported at that time, not SCC’s current cash balance. The report’s description of free cash flow is an attributed analyst interpretation; it does not, on its own, establish that the inventory gain was cash flow from recurring operations.

UOB Kay Hian reported on 23 July 2026 that SCC posted 2Q26 net profit of Bt11.54 billion and core profit of Bt10.83 billion excluding inventory gains. It attributed the result to contributions from cement/building materials and packaging, while noting that higher chemical spreads were offset by lower volumes. On the same date, Kaohoon reported that CLSA maintained Outperform and raised its target price to Bt280 after the second-quarter results. That July target is a later analyst view, not a revision to the April figure at the time it was published. UOB Kay Hian’s 23 July report and Kaohoon International’s 23 July report provide the later figures and rating update.
Was the PTTGC–SCGC joint venture finalized?
The available later update does not establish that it was. UOB Kay Hian’s 11 August 2026 PTTGC report said the proposed SCGC JV remained under study and expected a conclusion by September 2026. That was an analyst forecast at publication, not confirmation of an agreement or closing. The sources available for this update do not establish the proposal’s final status as of 7 October 2026. UOB Kay Hian’s 11 August report records the expectation and its then-current status.
