Cloudflare R2 sends object-change notifications to Cloudflare Queues, where a Worker or an HTTP-pull client consumes them. Amazon S3 can send notifications to SNS, SQS, Lambda, or EventBridge. R2 can be a strong fit for create/delete pipelines already using Cloudflare, while S3 is usually the more natural choice when your workflow needs AWS-native destinations or S3’s broader event catalog. Neither service is a universal price or compatibility winner: the correct decision depends on event types, consumer behavior, AWS or Cloudflare dependencies, data transfer, and queue or compute costs.
The core difference: notification destinations
Both services can turn object activity into messages, but they expose those messages through different routing models. That difference affects deployment, retries, filtering, observability, and the amount of migration work required.

How R2 routes events
Cloudflare R2 notifications publish a message to a Cloudflare Queue when an object changes in a bucket. A consumer can be a Cloudflare Worker or an HTTP-pull client running outside Workers. The bucket, Queue, and consumer configuration are separate pieces: you need an existing R2 bucket, a Queue, and an enabled Worker consumer or HTTP-pull configuration.
Recommended Free Tools
Rules can be created in the Cloudflare dashboard or with Wrangler. A rule can filter object keys by prefix and suffix, which lets you limit notifications to paths such as incoming/ or file names ending in .json. Cloudflare documents up to 100 notification rules per bucket. Overlapping or conflicting rules that could emit multiple notifications for one event are not allowed.

R2’s documented event classes are object-create and object-delete. A create notification can result from PutObject, CopyObject, or CompleteMultipartUpload. A delete notification can result from DeleteObject or lifecycle deletion. The example message includes the account, action, bucket, object key, and event time. Create messages also include object size and an ETag; delete messages omit those fields.
How S3 routes events
Amazon S3 uses a bucket notification configuration that declares event types and destinations. S3 can deliver to Amazon SNS, Amazon SQS, AWS Lambda, or Amazon EventBridge. This gives an AWS-based pipeline several routing choices: fan out through SNS, buffer work in SQS, invoke a function directly, or apply EventBridge rules before delivery.
SQS FIFO is not a direct S3 notification destination. AWS documents EventBridge as the route when you need to deliver S3 events to FIFO SQS. That extra hop matters for architecture, permissions, latency, and cost.
| Capability | Cloudflare R2 | Amazon S3 |
|---|---|---|
| Primary notification route | Cloudflare Queues | SNS, SQS, Lambda, or EventBridge |
| Consumer choices | Worker or HTTP-pull client | AWS services and applications consuming the selected destination |
| Documented event scope | Object creation and deletion | Creation, removal, restore, replication, lifecycle, archival, tagging, ACL, annotation, and retention events |
| FIFO SQS delivery | Not an R2 destination described in the reviewed documentation | Not direct; use EventBridge to route to FIFO SQS |
| Filtering | Prefix and suffix filters; up to 100 rules per bucket | Event and destination configuration, with filtering options depending on the selected AWS destination |
Match the event catalog to the pipeline
Do not treat an S3-compatible API as proof that the notification semantics are interchangeable. If the pipeline only needs to react when files arrive or are deleted, R2’s documented event classes may be sufficient. If it must react to a restore, replication change, lifecycle transition, object tagging, ACL update, annotation, or retention event, S3’s documented catalog is broader.
R2 create and delete workflows
R2 is suited to pipelines such as “process every newly uploaded image,” “index each uploaded document,” or “remove derived records when an object is deleted.” Define a prefix or suffix filter so that the consumer receives only relevant keys. For example, a rule for the incoming/ prefix can prevent notifications for generated output stored under processed/.
Remember that multipart completion is a create trigger. A large upload that uses multipart operations will produce its create event when CompleteMultipartUpload succeeds, not for every individual part.
S3’s broader lifecycle and management events
S3 is the safer fit when downstream work depends on more than object arrival and removal. The documented categories include object restore, replication, lifecycle expiration and transition, Intelligent-Tiering archival, tagging, ACL PUT, annotation, and retention events. Inventory the exact event name your consumer needs; a generic “object changed” assumption can miss important distinctions.

Delivery guarantees and consumer design
A notification system is only as reliable as the consumer that handles retries, duplicates, delays, and partial failures.
S3: design for at-least-once delivery
AWS states: Amazon S3 event notifications are designed to be delivered at least once.
AWS also says delivery is typically within seconds but can sometimes take a minute or longer. Your S3 consumer must therefore tolerate duplicate notifications and variable delay.
- Use an idempotency key based on the bucket, object key, version or ETag when available, and the event identity.
- Make writes repeatable. An event replay should update the same derived record rather than create a second record.
- Acknowledge a queue message only after the downstream operation has succeeded.
- Set a retry and dead-letter strategy for malformed events, unavailable dependencies, and permanent validation failures.
- Do not interpret a short delay as proof that an event was lost; allow for AWS’s documented minute-or-longer cases before declaring an incident.
R2: verify behavior in your own consumer contract
The R2 documentation reviewed here describes the Queue route and message contents but does not establish an equivalent delivery guarantee. Treat duplicate delivery, retry timing, ordering, and failure recovery as properties to verify in your chosen Queue and consumer design rather than assuming they match S3.
Use an idempotent handler anyway. Store a processed-event record or make the target operation naturally repeatable. Decide how the HTTP-pull client or Worker acknowledges work, what happens when the destination database is unavailable, and where poison messages go. If ordering matters, document whether your application can tolerate out-of-order create and delete processing; object notifications alone should not be treated as a global ordering mechanism.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteQueue capacity and scaling on R2
Cloudflare documents Queue throughput of 5,000 messages per second per Queue and recommends splitting rules across multiple Queues when a workload exceeds that throughput. This is a current documented capacity, not a permanent guarantee. Estimate peak event rate, not just monthly average, and leave headroom for retries and bursts.
API compatibility, consistency, and cache behavior
S3-compatible does not mean service-identical
Cloudflare describes R2 as an S3-compatible object storage service and offers an S3-compatible API, a REST API, and Workers bindings. That compatibility can reduce application changes for basic object operations, but it does not migrate bucket notification configurations, AWS destination integrations, IAM policies, or event semantics.
Audit SDK features and operational assumptions before switching. Code that only performs puts, gets, deletes, and listings may require limited changes; code that depends on SNS, SQS, Lambda triggers, EventBridge rules, S3-specific event types, or AWS policy behavior requires an architecture migration.

R2’s documented consistency model
Cloudflare documents strong global consistency for R2 read-after-write operations, metadata updates, deletion, and object listing. Simultaneous writes to the same key resolve by last writer to complete. This describes R2’s documented operations; it is not a comparative performance benchmark against S3.
Custom-domain caching can make data look stale
If a pipeline also serves objects through a Cloudflare custom domain, cached content can remain visible after an overwrite or deletion until cache expiry, eviction, or purge. Cached 404 responses can likewise remain visible after an object is created. Cloudflare says this cache behavior does not affect Worker bindings or S3 API access, which read the bucket directly.
Use direct bucket access for pipeline validation and control cache headers or purge behavior for user-facing reads. Otherwise, a consumer may correctly process the newest object while a browser still receives an older cached representation.
Cost comparison: calculate the workload, not a headline rate
Storage price alone cannot establish which service is cheaper. Include storage class, read/write/list operations, retrieval, event-destination charges, Worker or Lambda execution, queue or messaging costs, and data transfer. Use current provider calculators with identical region, volume, request, and retention assumptions.
R2 published prices
Cloudflare’s pricing page, updated September 17, 2026, lists the following rates. They are vendor prices, not an independent benchmark, and can change.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →| R2 item | Published rate | Important qualification |
|---|---|---|
| Standard storage | $0.015 per GB-month | Cloudflare price listed for 2026 |
| Infrequent Access storage | $0.01 per GB-month | Has retrieval fees and a 30-day minimum storage duration |
| Standard Class A operations | $4.50 per million requests | Write-oriented operation category |
| Standard Class B operations | $0.36 per million requests | Read-oriented operation category |
| Infrequent Access retrieval | $0.01 per GB | Charged when data is retrieved from that class |
| Internet egress | Free for the listed storage classes | Other services and destinations can still charge for their own usage |
| Standard free tier | 10 GB-month, 1 million Class A requests, and 10 million Class B requests per month | Applies to Standard, not Infrequent Access |
Cloudflare states that included usage is monthly and billable usage rounds up to the next billing unit. A workload with many small objects can therefore reach an operation tier differently from a workload with the same total bytes but fewer requests. Infrequent Access may reduce storage cost while increasing retrieval cost, especially for pipelines that repeatedly re-read recent data.
Why an S3 price cannot be stated here
A meaningful S3 comparison requires a region, storage class, average object size, request mix, retrieval frequency, transfer destinations, and the selected notification service. SNS, SQS, Lambda, and EventBridge each add different billing dimensions. Without those inputs, calling one service “cheaper” would be misleading.

For both providers, model at least these line items:
- Average and peak stored gigabytes.
- PUT, COPY, multipart-completion, GET, HEAD, LIST, and DELETE request counts.
- Retrieval volume and minimum-storage rules.
- Queue, topic, event-bus, Worker, Lambda, or other compute charges.
- Transfer from storage to processors, databases, users, and other regions.
- Free-tier eligibility and the effect of rounding billable usage.
When R2 is the better architectural fit
Lean toward R2 when all of the following are true:
- The workflow needs the documented create and delete events, not an S3-only event category.
- A Cloudflare Queue with a Worker or HTTP-pull consumer fits your deployment model.
- Your application can use the S3-compatible API without AWS-native notification integrations.
- Free Internet egress or your transfer pattern materially affects the workload calculation.
- You can stay within the documented 5,000-messages-per-second-per-Queue throughput or split rules across Queues.
- Your team is prepared to define duplicate handling and retry behavior rather than relying on an undocumented equivalence to S3.
When S3 is the better architectural fit
Lean toward S3 when the pipeline depends on AWS-native routing or event coverage:

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Setting up an R2 event-driven pipeline
The exact dashboard labels can change, so treat the following as the required sequence rather than a promise of identical screen wording.
- Create or select the R2 bucket. Confirm the bucket contains only the input objects that should trigger processing, or define a dedicated input prefix.
- Create a Cloudflare Queue. Choose a Queue for the notification rule and plan additional Queues if peak throughput could exceed 5,000 messages per second.
- Configure the consumer. Enable a Worker consumer or configure an HTTP-pull client outside Workers. Define acknowledgement, retry, timeout, and dead-letter behavior.
- Add the notification rule. In the dashboard or with Wrangler, select
object-create,object-delete, or both. Add prefix and suffix filters that exclude generated output. - Inspect the payload contract. Parse account, action, bucket, key, and event time. For create events, handle object size and ETag; do not assume those fields exist on delete messages.
- Make processing idempotent. Record an event or object identity before applying side effects, and make retries safe if the same notification arrives again.
- Test every trigger path. Upload with a normal put, copy an object, complete a multipart upload, delete manually, and allow a lifecycle deletion where applicable. Verify that filters and output paths do not create an unintended loop.
Setting up an S3 event-driven pipeline
- Inventory required event types. Select the precise creation, removal, restore, replication, lifecycle, archival, tagging, ACL, annotation, or retention events your application consumes.
- Choose the destination. Use SNS for fan-out, SQS for buffering, Lambda for direct invocation, or EventBridge for event-bus routing and advanced integration. If FIFO SQS is required, plan the EventBridge route because FIFO SQS is not a direct S3 destination.
- Configure the bucket notification. Declare event types, destination identifiers, and any supported key filters. Grant the bucket permission to publish, send, invoke, or put events as required by the selected AWS service.
- Build duplicate-safe processing. Store an idempotency key and acknowledge only after successful side effects. Configure retries and a dead-letter destination for failures.
- Test delay and replay behavior. Confirm the consumer remains correct when delivery takes seconds, takes a minute or longer, arrives twice, or arrives after a related object has changed.
- Separate input and output paths. Keep derived objects in another bucket or filter the input prefix so a function writing to the triggering bucket cannot invoke itself indefinitely.
Migration checklist: R2 to S3 or S3 to R2
API compatibility alone is not a migration plan. Complete this inventory before changing storage:
- Every trigger currently used, including lifecycle and replication events that may not exist in the target service.
- Prefix and suffix filters, overlapping rules, and the exact output paths written by consumers.
- Current destinations, consumer runtimes, retry policies, dead-letter handling, and deduplication keys.
- Whether processing assumes ordering, immediate delivery, version identifiers, ETags, object size, or other payload fields.
- Bucket geography, request origin, deployment geography, and any cross-region transfer.
- Direct API reads versus reads through a cached custom domain.
- Monthly storage, operation, retrieval, queue, compute, and transfer drivers.
Run both systems in a controlled test or shadow path where possible. Compare payload fields and failure handling, not just whether an object upload eventually produces a message. Remove the old notification rule only after the replacement has processed representative create, delete, retry, and loop-prevention cases.
Failure modes and fixes
The consumer sees duplicate work
Duplicates are expected to be possible in event-driven systems. Add an idempotency record keyed to the event or object version, and make updates upserts rather than unconditional inserts. For S3, this is required by the documented at-least-once model; for R2, it is prudent because the reviewed documentation does not establish an equivalent guarantee.
Best Value
Objects trigger their own processing loop
AWS warns that a function writing to the same bucket that triggered it can create a loop. Use separate input and output buckets, or restrict notifications to an input prefix and write results elsewhere. R2 supports prefix and suffix filters, which can enforce the same separation.
A delete handler expects create-only fields
R2 delete messages omit object size and ETag. Branch on the action before reading those fields, and obtain any required metadata from your own index or a direct object lookup while the object is still available.
The pipeline appears stale through a custom domain
Check the direct R2 API or Worker binding before diagnosing the event system. Cached overwrites, deletions, and 404 responses can remain visible until expiry, eviction, or purge, while direct bucket access is unaffected.

Messages exceed one Queue’s practical capacity
Estimate peak notifications, retries, and burst behavior. If the workload can exceed the documented 5,000 messages per second per Queue, distribute notification rules across multiple Queues and scale consumers accordingly.
A migration loses a required event
Compare the source and target event catalogs line by line. A create/delete rule in R2 cannot replace an S3 replication, restore, tagging, ACL, annotation, retention, or lifecycle trigger unless you redesign the workflow to obtain that signal elsewhere.
Decision framework
| Question | Choose R2 when… | Choose S3 when… |
|---|---|---|
| Which events are required? | Create and delete are sufficient. | You need the broader documented S3 event categories. |
| Where should events go? | A Queue consumed by a Worker or HTTP-pull client fits. | SNS, SQS, Lambda, EventBridge, or FIFO-SQS routing is required. |
| What compatibility is needed? | S3 API compatibility covers the application’s object operations. | The application depends on AWS-native notification and identity integrations. |
| How should delivery be handled? | You will define and test idempotency, retries, and capacity. | You can design explicitly for documented at-least-once delivery and variable delay. |
| What drives cost? | Free Internet egress and the R2 request and storage profile are favorable after modeling. | Your AWS destination, region, transfer, and compute arrangement is already optimized. |
The practical answer is therefore conditional: R2 is a credible alternative for filtered create/delete pipelines whose consumers fit Cloudflare Queues, while S3 is the more complete event platform when AWS destinations or specialized event categories are central. Validate the event contract and total workload cost before moving data; an S3-compatible API does not make the surrounding event architecture identical.
