Cloudflare bot detection evaluates automated requests and gives a protected site signals it can use to allow, challenge, or block traffic. A challenge or block means the site’s configured protection has denied or questioned that request; it does not, by itself, prove that every scraper is malicious. The outcome depends on the Cloudflare products, rules, and traffic patterns for that particular site.
What Cloudflare bot detection does
Cloudflare uses several detection approaches to identify automated traffic and expose signals that site owners can use in traffic rules. Which detection engines are available depends on the domain’s plan. Cloudflare describes heuristics, JavaScript detections, machine learning, and behavioral analysis as parts of its bot-detection capabilities. - Machine learning and behavioral analysis help assess more sophisticated patterns of activity.
For Enterprise Bot Management, Cloudflare describes multiple engines that can cumulatively influence a bot score. That score ranges from 1 to 99; Cloudflare says scores below 30 are commonly associated with bot traffic. This is Cloudflare’s scoring guidance, not a universal standard or a guarantee about any individual request. Cloudflare’s Bot Management reference architecture describes the score and layered system.
What a bot score means—and what it does not
In Enterprise Bot Management, cf.bot_management.score is an integer from 1 to 99. A separate field, cf.bot_management.verified_bot, is a Boolean indicating whether Cloudflare considers the bot verified. These are distinct signals: a score estimates whether a request is automated, while verified status identifies bots Cloudflare has confirmed using its verification methods. Cloudflare’s variable reference documents both fields.

Cloudflare says it primarily verifies good bots through reverse DNS, and may also use ASN blocks, public lists, internal data, and machine learning when other methods are unavailable. Verification is not a blanket endorsement of all automated access or a promise that a site will allow every request from a verified bot.
Why a scraper may be challenged or blocked
A site operator can use Cloudflare signals and controls to apply a policy to traffic. Depending on the site’s product and configuration, a request may be allowed, challenged, or blocked. The decision reflects the site’s protection setup and how it evaluates the request; it is not a general finding that the scraper is malicious. Cloudflare also documents scraping-specific detections that analyze request patterns across a zone dynamically using ASN and JA4 fingerprint signals. The associated detections are recalculated, so a fingerprint is not permanently marked unless suspicious behavior continues. Cloudflare’s example excludes Verified bots, and its guidance says to avoid challenging API calls when challenges are unwanted. The documented IDs are 50331648 and 50331649—technical identifiers, not measures of scraping prevalence or detection accuracy. Cloudflare’s scraping detections documentation describes them.
How to collect data responsibly
Before collecting a site’s content, check its access terms and robots.txt, identify your scraper honestly where feasible, and keep request rates reasonable. If access is denied, stop or seek permission rather than trying to evade the site’s controls. Cloudflare’s criteria for Verified bots include honest identification, compliance with robots.txt and crawl directives, reasonable request rates, and not evading site-owner preferences. How site owners choose bot controls
Cloudflare’s controls differ by product and plan. Its documentation lists Bot Fight Mode on all plans, Super Bot Fight Mode for Pro and above, and Bot Management for Enterprise. Turnstile and WAF custom rules are additional options. Check current product availability and account settings before relying on a particular control. When evaluating a rule, consider its plan eligibility, signal detail, available actions, and likely impact on legitimate crawlers, APIs, and static assets. Cloudflare warns that static-resource protection can block legitimate traffic. Its API reference exposes separate policy options for AI search, AI users or agents, and AI training, as well as managed robots.txt and content-bot controls; these should not be treated as one universal AI-bot setting. AI crawlers and agents are different behaviors
Cloudflare groups AI-related bot activity into three behaviors: Search, which collects or indexes content; Agent, which acts in real time on someone’s behalf; and Training, which crawls content for model training or fine-tuning. One bot can exhibit more than one behavior, so a single “AI bot” label may not capture the site owner’s intended policy. Cloudflare’s bot concepts page explains the categories.
