Cloudflare Accused of Shielding Malicious Websites and Enabling Cybercrime: What the Evidence Shows

Cloudflare’s infrastructure is demonstrably abused by cybercriminals, but the available evidence does not establish that Cloudflare deliberately enables cybercrime or knowingly protects every malicious website on its network. The key distinction is service and control: Cloudflare may be a reverse proxy, DNS provider, registrar, or edge-code platform rather than the host storing a site’s content. That can conceal an origin server and improve resilience while leaving the underlying operator and hosting company responsible for the material.

What the accusation gets right—and wrong

“Shielding” can describe real technical effects without proving corporate complicity. A proxied domain normally exposes Cloudflare addresses instead of the origin server’s address. DDoS protection, caching, TLS automation and global distribution can keep a site reachable and make simple IP blocking ineffective. Cloudflare itself says many abuse complaints concern pass-through CDN services, where the origin host—not Cloudflare—controls the content and is usually best placed to remove it (Cloudflare’s abuse guidance).

That limitation is not a complete defense. Cloudflare also operates products that execute customer code at the edge, provide DNS and registration functions, and can directly suspend or terminate services in some circumstances. Whether a response was adequate therefore depends on what product was used, what Cloudflare knew, what it could technically control and what harm was occurring.

Cloudflare is several different services

Service What Cloudflare controls Why the distinction matters
CDN and reverse proxy Traffic routing, caching, TLS termination and security filtering; the origin normally remains with another provider. Cloudflare can block or stop proxying, but may not be able to delete the underlying files.
Authoritative DNS DNS answers that direct visitors to services. Changing DNS can disrupt access, but does not erase content at the origin.
Registrar Registration-related account and domain functions. Registrar action is different from hosting suspension and is governed by different legal and policy rules.
Workers and edge computing Execution and delivery of customer code on Cloudflare’s edge. Cloudflare may have more direct technical control over phishing, redirects or credential-stealing logic.
Storage and hosted products Depending on the product, Cloudflare may store or serve customer data directly. Abuse enforcement can be more direct than for a pass-through CDN.

A Cloudflare IP in DNS or WHOIS is therefore not proof that Cloudflare hosts a website’s content. Cloudflare explains this limitation and asks complainants to provide precise URLs and evidence (guidance on specific URLs).

Ordinary DNS lookups often return Cloudflare network addresses. Investigators may still identify an origin through historical DNS records, misconfigured subdomains, direct-origin certificates, mail-server records, analytics or tracking systems, application responses, public-cloud metadata, reused addresses, passive-DNS databases and threat-intelligence feeds. Cloudflare can make attribution slower and takedown coordination harder; it does not make attribution impossible.

Why criminals use the same infrastructure as legitimate sites

  • Origin concealment: the public-facing address belongs to a large intermediary rather than the server holding the application.
  • Availability: DDoS mitigation and distributed delivery can keep fraud pages online during attacks or investigations.
  • Scale: automated certificates, global points of presence and programmable edge services reduce deployment effort.
  • Reputation transfer: blocking all Cloudflare addresses would also block large numbers of legitimate businesses, publishers and public services.
  • Edge execution: Workers can implement redirects, traffic filtering and credential-proxy logic close to victims.

Documented criminal abuse

Tycoon 2FA phishing operation

Cloudflare’s threat-intelligence report says the Tycoon 2FA phishing-as-a-service operation abused Cloudflare Workers and reverse-proxy methods against Microsoft 365 and Gmail. The operation redirected researchers to benign sites while harvesting live session tokens from victims. Cloudflare and Microsoft participated in a coordinated disruption (Cloudflare’s Tycoon 2FA report).

This is strong evidence that a Cloudflare product can be used in credential theft. It is not, by itself, evidence that Cloudflare knowingly allowed the campaign to continue or intended to assist it.

DDoS-for-hire services

The U.S. Department of Justice listed Cloudflare among companies that assisted Operation PowerOFF, a multinational action against booter and stresser services (Justice Department announcement). That cooperation is counterevidence to the claim that Cloudflare never helps disrupt criminal infrastructure.

What happens after an abuse report

Cloudflare’s published categories include copyright and trademark complaints, illegal or harmful content, phishing, malware and other abuse. Its customer obligations say customers should respond to abuse notifications within 24 hours; failure to respond or address a problem may lead to blocking, removal, suspension or termination (abuse-report obligations).

  1. Identify the exact URL. Include the path, not only a domain or Cloudflare IP.
  2. Preserve evidence. Record timestamps, screenshots, redirect chains, response headers, malware hashes, browser or antivirus detections and the geographic vantage point.
  3. Submit Cloudflare’s abuse report. Describe the technical indicator and victim harm rather than making only a general accusation.
  4. Report the origin host and registrar. They may be the parties able to remove files, suspend an account or change registration.
  5. Notify complementary channels. Report phishing or malware to browser-security providers, relevant payment services and the appropriate law-enforcement agency.
  6. Document the outcome. Keep report IDs, replies, requests for more information and any warning or suspension.

Cloudflare says a substantially complete report may result in the responsible hosting provider’s contact information being provided, subject to its policies (abuse reporting portal). Disabling caching alone does not necessarily make a site inaccessible; Cloudflare’s H2 2025 abuse report notes that the origin can continue serving the site (H2 2025 report).

Does Cloudflare remove websites?

Sometimes, but “remove” can mean different things. Cloudflare may block traffic, stop proxying, suspend an account or terminate a service. Those actions may expose an origin that remains online. A true takedown may require the hosting provider to delete content, a registrar to suspend a domain, a payment provider to cut service or law enforcement to seize infrastructure. Product, jurisdiction, legal authority, technical evidence and the abuse category all affect the result.

Cloudflare’s stated framework says intentional phishing or malware distribution can trigger additional action, including termination where security interests support it (human-rights and abuse framework).

The strongest criticism of Cloudflare’s approach

Critics can reasonably ask whether reports are reviewed quickly enough, whether automated systems are too dependent on complainants, whether enforcement is tailored to a malicious URL or applied to an entire account, and whether Cloudflare forwards cases instead of using powers it does possess. A warning page can reduce immediate exposure without removing a site, while an inaccurate report can damage a legitimate domain.

Cloudflare’s H1 2025 explanation says it routes reports to the party best positioned to act and warns that automated systems can generate low-quality or malicious reports (H1 2025 transparency explanation). Anecdotal Reddit posts describe alleged false or repeated phishing and malware reports that caused warnings or disruption, but these accounts are not independently verified evidence of a company-wide failure: reported warning incident, reported malware-report problem and reported false-report concern.

Cloudflare’s defense

  • For pass-through CDN traffic, it often does not host or control the disputed content.
  • Different products require different abuse procedures and remedies.
  • Overbroad takedowns can threaten lawful speech, privacy and security.
  • Abuse-reporting systems can be manipulated for censorship, extortion or competitive sabotage.
  • It publishes transparency and legal-request information and cooperates with legitimate investigations.

Cloudflare’s current transparency page lists coverage for July 1–December 31, 2025 and says the page was accurate as of August 1, 2026. It also states “never done” commitments not to modify customer content or DNS destinations, or weaken encryption, at the request of law enforcement or third parties (transparency page). Those commitments describe policy, not a guarantee that every abuse decision is correct.

What the legal record can—and cannot—show

Potential theories include secondary copyright liability, trademark or consumer-protection claims, negligence, civil conspiracy, domain-registration duties and intermediary-liability disputes. A subpoena, discovery order or complaint seeking information about an allegedly counterfeit or anonymous site is not a finding that Cloudflare enabled cybercrime. For example, Weller Recreation v. Cloudflare involved discovery concerning an allegedly counterfeit website, while another proceeding sought identifying information; neither source establishes corporate liability (Weller discovery order; Nextgen IP Management docket).

Any legal conclusion must identify the jurisdiction, service, claim, procedural stage and final ruling. Allegations, procedural orders, settlements and judgments are not interchangeable.

How to judge whether “shielding” is justified in a specific case

Knowledge

Was Cloudflare given specific, credible and technically detailed evidence? Were reports repeated independently, and did its own systems detect the activity?

Control

Was Cloudflare the origin host, a proxy, a DNS provider, a registrar or an edge-code platform? Could it suspend the relevant service, and would doing so actually remove the content?

Response

Did it forward the report, request evidence, warn the customer, block traffic, suspend or terminate? Was there an appeal path?

Harm

Were victims exposed to credential theft, malware, fraud or financial loss, or was the allegation a different category such as copyright infringement or political speech?

Alternatives and proportionality

Could the origin host, registrar, payment provider, browser blocklist or police act more effectively? Would an immediate account-wide shutdown harm unrelated lawful services?

Practical checklist for victims and researchers

  • Capture the complete URL, timestamps and redirect sequence.
  • Save screenshots and relevant headers without executing suspected malware on a personal device.
  • Record DNS results, certificate details, hosting clues and malware hashes.
  • Note browser, antivirus or Safe Browsing detections.
  • Report separately to Cloudflare, the origin host, registrar, browser vendors and law enforcement.
  • Keep correspondence and request a review if an automated decision affects a legitimate domain.

VirusTotal (virustotal.com) and Google’s Safe Browsing transparency tools (Google Safe Browsing) can help investigate URLs, but detection does not itself remove the underlying site.

Verdict

Cloudflare’s dual-use infrastructure can give malicious operators camouflage, resilience and scalable edge capabilities. Its abuse process can be frustrating, and documented cases show that criminals have abused Cloudflare products. The evidence also shows cooperation with disruption operations and a service model in which Cloudflare often cannot delete content hosted elsewhere. The defensible conclusion is narrower than the headline: Cloudflare can shield or strengthen malicious operations, but the available evidence does not establish that Cloudflare knowingly enables cybercrime across its network.
