Those steps clear a stale alert; they do not disable voicemail. Notification preferences and carrier-service changes are separate tasks.
Start with the least disruptive fix: hear every new message
Open the Phone app and access voicemail using the button, keypad shortcut, or voicemail option shown by your carrier. Samsung’s US support guidance says voicemail is usually accessed through the Phone app, but the available options vary by carrier. Leave no message marked new, including messages that may be in a visual-voicemail inbox or a separate folder.

After all new messages have been played, wait a few seconds and check the notification shade again. Samsung’s first-line guidance is that the voicemail notice should disappear at this point. This is the safest approach because it changes neither your phone settings nor your mailbox.

- If the alert disappears: nothing else is required.
- If the alert remains but you still need voicemail: continue with the phone-side cleanup below.
- If voicemail cannot be opened, messages are missing, or the alert immediately returns: the carrier may need to repair the mailbox state.
Clear a stuck alert from Call settings
Samsung UK’s published procedure targets the system component that stores call-related state. Use it only after listening to new messages. The menu wording can differ slightly by One UI version or carrier build, but the route is:

- Open Settings.
- Tap Apps.
- Tap the sort/filter icon near the app list.
- Enable Show system apps, then apply the filter.
- Find and open Call settings.
- Tap Storage.
- Tap Clear cache.
- Return to the same screen and tap Clear data, then confirm.
Clearing the cache removes temporary files. Clearing data resets the Call settings component, which can force Android to rebuild stale voicemail-notification state. It does not cancel your carrier voicemail subscription.
Restart the S21 or open the Phone app again, then check whether the notice has gone. If the notification is still present, repeat the process for the Phone app: Settings > Apps > Phone > Storage > Clear cache, followed by Clear data only if the cache step does not help.
Important consequence of clearing Phone data
Samsung cautions that clearing Phone app data resets the app and removes recent-call history. Your contacts are not removed, but your list of recent incoming, outgoing, and missed calls can be lost. If that history matters, take screenshots or record important numbers before using Clear data. Do not start with Phone data when Call settings cleanup has not been tried.

Change how future voicemail notifications appear
A notification that is merely too prominent is not the same as a notification that is stuck. To change future presentation while keeping voicemail active, Samsung lists this path:

- Tap More options (the three-dot menu).
- Tap Settings.
- Tap Voicemail.
- Tap Notifications.
Depending on the S21’s software and carrier configuration, you may see controls for:
- Alert or Silent behavior.
- Notification sound.
- Pop-up display.
- Vibration.
- Lock-screen visibility.
Choose Silent if you want the notification to remain available in the shade without a sound or vibration. Turn off pop-ups when banners are the problem, or adjust lock-screen visibility if voicemail details are appearing where other people can see them. These settings affect how new alerts are presented; they do not mark an unheard message as read and will not necessarily remove an already-stuck alert.
If you cannot find Voicemail under Phone settings, do not assume the feature is broken. Samsung states that options vary by carrier, and some providers expose voicemail controls through a separate visual-voicemail app or their own account settings.
Stop duplicate voicemail notifications without losing the useful one
Two notices can mean that two notification channels are reporting the same mailbox: for example, the carrier’s normal voicemail indicator and a visual-voicemail app. Identify the source before muting anything. Pull down the notification shade, press and hold each voicemail notice, and open its notification settings or app-info screen. Note whether the sender is Phone, Visual voicemail, or another carrier component.
A Samsung Community report associated with T-Mobile described separate categories for carrier voicemail and Visual Voicemail. The suggested route in that report is:

- Tap App notifications.
- Select Visual voicemail.
- Tap Notification categories.
- Disable only the unwanted category.
This is a carrier-specific user report, not a universal Samsung instruction. Your S21 may show different app names, categories, or no category controls at all. Keep one notification route enabled if you still want a dependable indication that a new message arrived. Disabling every voicemail channel can hide new messages without changing the mailbox itself.

When the carrier—not the S21—must fix voicemail
Samsung UK states: “Voicemail services are controlled by your network provider.” That distinction matters when the alert returns after cleanup, when the mailbox says there are messages but none can be played, or when you want voicemail disabled rather than merely silenced.
Contact the carrier and ask it to check the voicemail mailbox and account provisioning when:
- The Phone app cannot reach voicemail or gives a service error.
- A message remains marked new on the carrier system after you have listened to it.
- The notification reappears immediately after clearing Call settings and restarting.
- You changed SIMs, plans, or devices and the alert behavior changed at the same time.
- You want voicemail turned off, reset, or replaced with a different carrier feature.
Tell support which steps you have already completed and whether the notice is from Phone, Visual voicemail, or another app. Ask specifically for a mailbox-state check and confirmation that voicemail is provisioned on your current line. Only the carrier can reliably disable the service itself; muting a notification on the S21 leaves the mailbox active.

Troubleshoot by symptom
“I have no messages, but the icon is still there.”
First open voicemail and confirm that no message is marked new. Then clear Call settings cache and data. If the icon remains, repeat for Phone, remembering that Phone data removal deletes recent-call history but not contacts. If the icon returns after a reboot, request a carrier mailbox reset.
“I only want the alert to stop making noise.”
Do not clear app data. Open Phone > More options > Settings > Voicemail > Notifications and choose Silent or adjust sound and vibration. If those controls are absent, press and hold the notification itself to see the channels exposed by your carrier build.
“I receive two voicemail alerts.”
Inspect both notices to identify their sending apps. If one is Visual voicemail, check its notification categories and disable only the duplicate category, preserving the Phone or carrier channel you prefer. Because the documented example is tied to a T-Mobile configuration, use the closest equivalent on your own carrier rather than expecting the same labels.
“I want no voicemail service at all.”
Notification settings cannot accomplish that. Contact your network provider and request service changes. Samsung’s US guidance likewise notes that voicemail access and options depend on the carrier, so the exact cancellation or provisioning process is account-specific.

What to expect after each step
- After hearing messages: the normal voicemail indicator should clear without deleting anything.
- After clearing Call settings cache: temporary local state is removed; your mailbox remains intact.
- After clearing Call settings data: call-related settings may be rebuilt, but this is less disruptive than clearing Phone data.
- After clearing Phone data: the app is reset and recent-call history is removed; contacts remain.
- After changing notification preferences: future sounds, banners, vibration, and lock-screen behavior follow the selected controls, subject to carrier support.
- After disabling a duplicate category: that category stops notifying, while the remaining enabled voicemail path continues to report messages.
Prevent the problem from becoming confusing again
Keep one clearly identified voicemail notification channel enabled. If you use visual voicemail, decide whether its alerts or the standard Phone alerts are your primary signal, then silence the other only after confirming that new-message notices still arrive. When you change carriers, SIMs, or voicemail apps, review notification categories again because the available channels can change.
Also distinguish a hidden alert from an unheard message. A silent notification may still be present in the notification shade, and a lock-screen setting can hide it without changing voicemail status. Check the voicemail inbox itself before assuming that a message was deleted or that the service stopped working.

The Galaxy S21 can clear most stale alerts with built-in tools, but it cannot correct a carrier mailbox that is out of sync. Start with listening, use Call settings cleanup before the more disruptive Phone-data reset, adjust presentation separately, and involve the carrier whenever the service or account state is the underlying problem.
